However, Chapman said "nothing
in his proposed Constitutional
Amendment would prevent a school
board from appointed a mediocre or
poor superintendent."
To accomplish the goal the Gov
ernor has set out to accomplish,
Chapman suggests an alternative.
To increase the quality of superin
tendents around the state, Chapman
says "change the qualifications
through certification."
According to Chapman, as of
now the job only requires a person
to have a five year certificate and
three years teaching or administrat
ing. He said "it would be interest
ing to see how many superinten
dents have more than three years
teaching." He also believes "it
would be interesting to see how
many [superintendents] have aca
demic teaching experience."
Chapman believe that, with local
systems being more and more re
sponsible for the funding of educa
tion "control out to stay at the local
level."
Elder awarded

Tina Marie Edlcr, daughter of
Hugh and Lucy Edlcr, Perry, has
been named as a president's scholar
at Wesleyan College in Macon.
To be named a president’s
scholar, the student must make a
4.0 grade point average while
carrying a full semester load.
Edlcr is a senior who is majoring
in chemistry and biology.
Wesleyan College, a four year
liberal arts college for women, is
affiliated with the United Methodist
Church. Chartered in 1836, it is the
first college in the world chartered
to grant degrees to women.
