CON bill to keep down health costs
By ALAN WILLIS

A bill before the Georgia Senate,
which has already passed the House,
could affect health care throughout
the State of Georgia.
According to Senator Tommy
Olmstcad of Macon, the bill requir
ing private practitioners and clinics
to submit a Certificate of Need, or
CON, in order to purchase
expensive equipment would "create
a level playing field" for hospitals
and doctors.
Concerned has been raised that, if
enacted, the law would have the ef
fect of making adequate health care
difficult to obtain in rural areas and
small towns.
Olmstead disagrees. "This will
probably help hospitals,” he noted.
Olmstead believes that without the
bill, rural hospitals would be, as
some already have been, stripped of
services to the bare essentials which
generate little or no income.
Its potential effect of Perry's
Hospital is unclear. According to
Steve Johnson, "this hospital has
not had a problem with CON
laws." He noted, however,
"sometimes a CON law puts forth a
lot of red-tape, even for non
controvcrsial services."
Johnson sees a benefit to CON
laws above and beyond the pur
