will take an active highway role in
the national campaign according to
Georgia Public Safety
Commissioner Col. Ronald L.
Bowman.
"Individuals wear red ribbons to
show they have chosen not to use
illegal drugs. We arc taking the
campaign further by tying red rib
bons to state patrol radio antennas
and offering red ribbons to drivers
who meet our officers either
through traffic stops or road checks.
We feel the visibility of our troop
ers on the roads will help make litis
campaign successful," Bowman
said.
The theme for this year's Red
Ribbon Campaign is again "Real
Life Is Drug-Free." The Second
Annual Balloon Lift-Off
Extravaganza is set for 10 a.m. to
day at the Houston Mall parking
lot. Inside the mall, area mental
health professionals will be man
ning a booth to inform the public
of the many resources available in
our community.
This marks the fifth year the tri
county area has joined the state and
Nation Red Ribbon Campaign,
which serves as an alcohol/;drug
awareness event designed to mobi
lize family and community alco
hol/drug abuse prevention pro
grams. The state campaign is being
chaired by Governor Zell Miller and
the Atlanta Braves. The local cam
paign is sponsored by the Houston
County Substance Abuse
Coordinating Council whose repre
sentatives include Houston Drug
Action Council Inc. (HODAC),
Houston County School System,
Pcachbclt Mental Health, Family

through a process ot opening the floor to objections. These
objections might as well have been spoken in a vacuum.
My copy of the zoning act lists three categories of prop
erty; namely Rl, R 2, R 3. The property with which I was
concerned, by plat, shows Rl status. Having been so
zoned, the acre itself notes that change, if any, must be by
way of a request for a variance—not by moving property
from one category to another. The developer's request had
asked a change in category.
Making one final plea I submitted that the developer's
request was improper and should be rejected. The city at
torney then ruled that council was not mandated to apply
zoning provisions but could, at will, alter the act per se.
The city attorney went so far as to say council had the
prerogative, and I quote, "to create new and different
property categories." If the zoning act can be thus adjusted
by whim of the council it has little, if any, credibility.
The sole reason given by the developer’s attorney for re
zoning concerned financial interests of property owners.
No council member voiced unease for his constituency. In
approval, one councilman declared that Perry needed this
development. Instead Perry had best start recognizing a re
sponsibility toward its civic-mined citizens.

the opening of the Christmas sea

The Christmas at the Crossroads
and Festivals Committees extended
a special thank you to Brent Giles
of Giles Heritage Graphics for de
signing a logo to be used in con
nection with the local Christmas
festivities.

The week-long event originated
seven years ago when Enrique
Camerena, an agent with the U.S.
Drug Enforcement Agency,w as
kidnapped, tortured and murdered by
drug traffickers. Since then com
munities across the United States
have formed Red Ribbon
Campaigns to present a unified,
visible commitment to the creation
of a drug-free America and to keep
alive the memory of a law enforce
ment officer who gave his life in
the fight against illegal drugs. The
red ribbon now serves as a symbol
of our intolerance of the abuse of
alcohol and other drugs, just as the
yellow ribbon represented the safe
return of our troops from the
Persian Gulf.
