nence in the South. It will be con
fined to the North, and principal
ly to those states in which the
negroes have considerable voting
strength .

edly a great deal of prejudice
against the negro in the North.

ago we published a statement from
negroes of this citv who went.

waiters. It seems thev had no dif-
ficnltv in getting places, but thev
were unahle to keep them. The
white help, wherever they went,
were against them. Thev were
made so uncomfortable bv the pet-
tv persecution to which they were
subjected that they camd back
South.
We have pointed out manv times
that, the avenues of employment
at the North, which were open to
negroes a few v*ars ago, are nearlv
all closed now. The few that, are
still open are being closed. The
white people will not work with
the negroes. If is evident from
this that there is a very strong
feeling against the negro in the

After a duration of seven months
the trolley road strike in Water-
bury. Conn., has been settled. The
strikers secure the privilege of re
turning to work under the old
terms, 30 per cent of their number

The Judges' Salaries.
Atlanta, Aug. 13-The bill which
raises the salaries of the judges of
the supreme court from $3,000 to
$4,000 a year and the judges
of the superior court from $2,000
to $3,000 a year and which was
lost in the house, was reconsidered
by a big vote and will be taken
up again next year.
Convict Labor for Hire.
By authority of an act of the Gen
eral Assembly, approved December
21st, 1897, and an act amendatory j
thereof, approved August 1903, the
Prison Commission of Georgia invites
bids for the labor, for a term of five
years from April 1st. 1904, of all male j
felonv convicts who may be in the pen- ;
itentiary on said date except the fol
lowing: boys under fifteen years of
age, such aged, diseased and infirm :
convicts as in the judgement of the j
Commission should not be hired out,
and such convicts under sentence of
five years and less, who may. by virtue
of said acts, be worked upon the pub
lic roads of the several counties.
The hiring of tins labor will be upon
the following terms: the state em
ploying and paving all officers, guards
physicians, and others working and
controlling them, arid retaining offic
ial and personal control of every con
vict; the hirer furnishing transporta
tion, maintenance, clothing and all
other necessaries, and such buildings
as may be required by the commission,
paying quarterly for such hire at an
agreed price per capita, per annum.
Said convicts may be employed . at
any labor consistent with reasonable
punishment and their physical ability,
except in factories where women are
employed.
Parties hiring this labor may snblet
the same to such other persons as shall
be approved by the commission, and
upon such terms as the commission
may prescribe.
The labor of all such convicts may be
hired to one or more persons, on sep-
erate bids, but no bid for less than
twenty-five nor more than fifty will be
received.
The hirer will be required to give
suitable bond, with security, condi
tioned for the faithful payment of the
hire and the proper observance of their
contracts, and such rules and regula
tions as may be adopted by the com
mission.
All bids must be in writing, and
must be filed in the office of the com
mission, by twelve o’clock noon, on the
fifteenth day of October 1903, and
shall state definitely the number of
convicts, wan ted, price offered, employ
ment to be engaged in, the county and
location of the proposed employment,
and the term of years for which they
will be wanted. No bids will be con
sidered which offers less than one-hun
dred and seventy-five do'lars per capita
per annum.
On the date specified, or as soon
there after as practicable, the com
mission will award the convicts to the
bidder or bidders, who offer the highest
and best price for the labor, but re
serves the right to reject any and all
such bids, and to make such other con
tracts of hiring as authorized by said
acts.
