Atlanta feud with nonprofit may cost AIDS patients

Some 250 area residents bat
tling AIDS and HIV may lose their
homes in the coming weeks amid a
dispute between the city of Atlanta
and one of its longtime housing con
tractors, according to residents and
service agencies.
Clients of Atlanta-based Living
Room face eviction because the
nonprofit failed to pay its portion of
their subsidized rent. Its executive
director said it can’t do so because
the city has withheld months of
funding over what he thinks is retal
iation for proposing an overhaul of
city grants management. The city
complained in a March audit that
the Living Room did shoddy work.
Months of memos, meetings and
a threat of a protest on the steps of
City Hall have failed to bring about
a resolution. At stake is the future
of patients who need stable housing
to keep up with doctors appoint
ments and other medical needs.
“Honestly, everybody is blaming
each other. At the end of the day,
we’re concerned with the estimated
250 clients that will be affected,”
said Stefanie Sparks, an attorney at
Atlanta Legal Aid Society.
The federally funded Housing
Opportunities for Persons With
AIDS (HOPWA) program, which is
administered by the city, subsidizes
a percentage of clients’ rent based
on their incomes.
Legal Aid set up a team of lawyers
to manage about 40 tenants who
complained the Living Room had
not paid their part of the rent for
months. Many residents received
eviction notices, Sparks said.
Atlanta has failed to reimburse
the nonprofit some $500,000, even
though its contract requires the
city make payment within 30 days
of receiving a request, said Living
Room’s Jerome Brooks. Brooks said
the nonprofit’s troubles with the city
began after he proposed to the city
in October it outsource administra
tion of U.S. Department of Housing
and Urban Development entitle
ment programs to Living Room.
The city was chronically late
on payments to Living Room and
other providers in the HOPWA pro
gram, Brooks said. He argued that
Outsourcing the duties would speed
up payments and keep nonprofits
out of financial troubles.
“The folks involved had a really
strong negative reaction to it,”
Brooks said of city administrators
who administer HOPWA. “For me,
that’s the only thing I can draw
from this,” Brooks said.
City Director of Grant Manage
ment Karen Carter said this month
that the city would pay the landlords
directly, bypassing the Living Room,
Brooks and others said. Those pay
ments were never made, they said.
The AJC requested an interview
with Carter, but city spokesman
Michael Smith did not make her
available for comment.
The controversy is an odd turn
of events for Mayor Keisha Lance
Bottoms, who made affordable
housing a cornerstone of her run
for office. She released an afford
able housing “action plan” on Mon
day to invest $1 billion in public
and private funds to combat rising
housing costs and the displacement
of longtime residents.
The impasse has Living Room
clients living on edge. One told the
AJC he cannot qualify for a trans
plant for his failing kidneys until he
can prove he has stable housing.

Living Room’s clients, said he com
plained to the city, and worries his
funding is being held up because of
it. He has since complained to the
U.S. Department of Housing and
Urban Development.
“It’s just a combination of a lot
of things, with a bit of soap opera
in it. It’s definitely a drama-soaked
situation. I just hope we can get to a
good resolution,” said Mitchell.

homecoming. Bud was
born on April 16, 1942, in
Blairsville, Georgia, the
son of the late William
Finley “Fin” Davis and
Addie Mae Towe Davis.
He was preceded in
death by his sisters
Ida Mae Heddings and
Jeanette McConnell.

loving wife of 50 years,

husband, father, paw

friend. To know Bud
Davis was to love him,
and to be loved by him.
He was a hard-working,
family man that loved
God and his family. He
was a devout Christian
and a member of
Community Chapel C.H.
Church in Dahlonega,
GA. His faith and
testimony encouraged
all who knew him, and
he always gave God
the glory for all He had
done. His faith, his smile,
his sense of humor, his
laugh, his encouraging
and uplifting words will
be greatly missed.
Funeral services will
be held at Memorial
Park Funeral Home
on Riverside Drive,
Gainesville, GA on
Saturday June 29 at
2:00 p.m. in the chapel.
Family and friends will
receive visitors on Friday
from 5 p.m. until 8 p.m.
and Saturday from 11
a.m. until time of service.

Emily Mae White
McAbee, age 98, of
Gainesville, Georgia,
died with peace and
grace on Thursday, May
30, 2019.
She was born January
5, 1921 in Simpsonville,
South Carolina, the
daughter of the late
John and Cynthia
Smith White. She went
to Simpsonville High
School and worked
in the manufacture of
bandages during World
War II. She and her
husband Harold raised
their family in Cherokee
Springs, SC. His job
transfers took them to
Hartsville, SC and later
to Gainesville, GA in
1966.
Emily was a member of
Gainesville First Baptist
Church for 53 years and
was a member of the
Winsome Sunday School
Class. She served her
church in many areas
including the food bank,
WMU and the Family
Life Center. She was a
Red Cross volunteer and
was awarded volunteer
of the year. She served
with Meals On Wheels
for a number of years
and was a member of the
Garden Club. In her later
years, she worked at the
Hallmark Card Shop at
Lakeshore Mall. Emily
was an avid reader. She
loved to paint and tend
to her houseplants.
Her orchids always
miraculously rebloomed.
She emanated warmth,
taking cheerful
hospitality very seriously
and Emily was preceded
in death in 2015 by her
loving husband of 71
years, Harold Deforest
McAbee.
She was the eleventh
of twelve children;
preceded in death by
brothers Horace, Cecil,
Edwin, Gordon, and
Alvin White; sisters
Margaret Austin, Agnes
Templeton, Cynthia
White, Julia Todd,
Angeline Easier and
Jewell White.
Her survivors are sons
David (Jeny) McAbee
of Spartanburg, SC;
Randy (Rita) McAbee,
Dahlonega, GA;
daughters Sheryl
(Richard) Dost,
Center Valley, PA;
and Cynthia (Doug)
Archer of Decatur,
GA; grandchildren,
Lydia, Sam, Sarah,
Leslie, and Will; great
grandchildren, Naomi,
