The inmates all express themselves as being well eared for, plenty to eat and good bedding Tin* buildings are iii good repair; the bam will be re-covered aoon with sheet iron roof. The barn is in pret ty fair condition, with a crop of corn and cot ton to be harvested. We desire to compliment the superintendent and his family for the man ner in which the home is kept, and their kind ness to the inmates. The committee on public buildings have ex amined the jail and find It well kept and in good condition; but find that the heating arrange ments are not sufficient in cold weather to make the prisoners comfortable, and recommend that the proper authorities have this attended to be fore cold weather. The examination of the records of the lax Receiver is not complete in all departments, from the fact that we have only been able to examine one division of the work. The exami nation, to be complete, should embrace the re turns of real estate and machinery,t he re turns of personal property and that of tax pay ers who nave failed or refused to make any re turn at all. As to those who have failed to make any return at I all. we hope the good people everywhere will as-ist the Collector in finding all such persons ] and that they each and all be double taxed, ac cording to law. We And that the Dockets of the various Jus tices of the Peace and Notaries Public are in the main correct: yet in some cases the officers have failed to ahow the date of summons: have not itemized their hills of cost, and soma have not signed their Judgments, a- the law directs, la all such eases the Doeksts have baen prop erly marked. The reports from the various roads show them to he in bettar esndition than for many years, with the exception of a place at the sec ond branch, this side of the Russell old place, in which the rocks project into Ihe rood,which canaot be removed without being blasted, i There arc also obstructions in the road from j Bufofd to Lawrence til Uo, at a point on the lands of James P. Pharr, where the water has been turned from the flald into the road; there is also a large rock across the road from J. J. Hinton's to the Asa McMillan old place; also a largerock in the road between Woodward's mill and gin. These rocks will all have to be blasted, ami wa iasi-t that the County Com missioners have these things attended to at once. There is exlstiag and perhaps now in opera tion one or more l . s. g vernment distilleries in Gwinnett county, which are a public nui sance, causing much disturbance, vice and immorality In our borders,and the law-abiding ' citizens earnestly desire a remedy to stop this | evil We, therefore, unanimously recommend j and earnestly urge -.ur Senator and County Representatives at the approaching session of the present General Assembly to introduce soon after the opening of the session a special or local bill prohibiting the manufacturing, making or distilling of any kind of spirituous, malt or intoxicating liquors, by the United States or any other authority whatsoever, within the limits of said county; provided It shall not prohibit the making of domestic wines. We deplore the fact that the County Treas ury will soon be empty of funds, there being I barely enough on ham] to pay the expenses of the preseut session of the court, and we find I that the City Court c osts the county someth'ng near twenty-five hundred dollars each year. Therefore we recommend our Senator and I Kepreseatatives to have a bill passed the next j session abolishing said City Court The County Board of Commissioners having purchased a Surveying Compass and fixtures costing <75, and we recommend that said sur veying instrument be used by the County Sur veyor and his successors in office to am the surveying of lands in the county, and County < omin.'ssioners to retain possession, except wnen in actual use by the Purveyor. Inasmuch as there is a well-defined dispute between the counties of Jackson, Hail and Walton on the one side, and Gwinnett on the other, as to the exact and true location of the county line between these counties and Gwin nett, we have decided that it is best that these disputed lines be permanently settled, and the true lines permanently fixed and located, and we therefore recommend that our County Commissioners take immediate steps to have said lines located in a legal way. on taking leave of the court we desire to thank his Honor, Judga R. B. Russell, for ma king our duties easy by the very clear and ex plicit charge. and thank him in the name of the citizensof the county for his rapid disposi tion of business, both civil and criminal, with out partiality or the sacrifice o| the rights of litigants, thus shortening the term of court and reducing the expense to the county Also we desire to commend the Solicitor General, < 01. t;. H. Brand, for the ability displayed and success attained in prosecuting offenders, as well as for his courtesy to us. We also thank Mr. It. F. Cross, our efficient bailiff, for his faithful service during the term. We recom mend the per dtam pay of Jurors and court buil'.ffs be fixed at <2 pbr day, each, for the en suing year. We recommend that these Gener al I’rasentments be published in The News- Herald and Alliance Blow Boy, and that Ihe fees be equally divided between the two pa pers ; and in the event either or both of them ref use to publish them, the fees shall remain in *he County Treasury ; the sum to be thus expended to be S2O for the said publication.
