Warrenton Clipper: A very strong petition has been forward ed Senator Heard of this district, asking him to vote and exert his influence in favor of the present prohibition measure before the legislature. The people of War ren are almost a unit in favor of this measure, and at least 80 per cent, of the white people of Talia ferro and Green favor its passage. We are not aware of Senator Heard’s views as to prohibition, but he is not representing himself in this matter and can only vote as the senator of this district. If he votes, therefore, as a represen tative his vote must be for prohi bition. Millions Ginkn Aw ay. Troup county is to have a cotton factory, built, run and managed entirely by negroes, It is to be under the control of the Mutual Aid Society, which has not less than 300 fidges scattered through out Georgia. The I.aGrange lodge took the first step, and is leading in the enterprise. One hundred and fifty acres of land, Bix miles from town, on the Macon, La- Grange and Birmingham Railroad have already been purchased,which will be used not only for the mill, but also as a town site which will be entirely for negroes. The rail road has already agreed to put in a sidetrack and build a station, which will be done as soon as dirt is broken for the factory. Fifty acres of the land will be taken up by the depot, church, school, mill and tenement houses for the oper atives. The remaining hundred acres will be cut up into small lots and sold to colored persons who wish to build upon them and occu py the houses. The mill is to be a three-story building 150x250 feet. The Vanderbilt bequests are subject to a war tax of from $2,25 to sls on each SIOO. The tax is $2.25 on amounts of over $1,000,- 000 left to a brother or lineal de scendant, and sl6 for each SIOO of sums bequeathed to strangers in blood or a body politic or a corporation. It is estimated that the national government will re ceive between $2,000,000 and SB,- 000.000, according to present cal culations, from the Vanderbilt estate. In addition to this the state will collect an inheritance tax. The State rate is 1 per cent, on all bequests to blood relations or lineal descendants, and 5 per cent, on bequests to strangers sin blood and corporations, charitable insti tutions exempted. As nearly all the estate goes to lineal descen dants and blood relations the State will receive about $700,000, if the appraised value of the es tate—s7o,ooo,oo0 —is not changed. Chicago Chronicle. “The Scotch Canadians of the present day,” says a Montreal cor respondent of the Catholic Stand ard and Times, “belong to Clan Prosperous. In actual numbers they form but one-twentieth of the population of Montreal, yet they own one-fourth of the wealth of the city. Their castles on the mountain and their mansions on the Rue Sherbrooke are sights to see. Judging from the business signs one might fancy that the city is within a mile o’ Edinboro town. The deadly practical branch of the Gaelic race certainly has a lecnine share of the prosperity to which it has co: tributed its quota. The long headed Scotch make sol id citizens wherever they go, and they have helped tomakeMontreal n solid commercial city. The bus iness relations of Scotsmen and Frencmen are wonderfully amica ble: the French have forgiven and the Scotch have forgotten the sins of other days. Outside of com mercial partnerships racial lines ure clearly defied, and, oddly enough, it is the French who are socially clanish. Intermarriages, as I remarked in a previous letter, simply add to the strength of the Freuch-Canadian family.” The city of Richmond has been offered SSO,(XX) for a street railway franchise, the trackage to extend through four or five states. A no table incident iu connection with the offer was that the company making it advanced a number of reasons why it would be to the in terest of the city to sell this and similar franchises to the highest Bidder, instead of granting a priv ilege which would only rebound to individual benefit.
