XEW IMMIGRATION BILLS
ALREADY INTRODUCED
Washington, December 13.—Con
gress had hardly convened before
two immigration bills were offered
for consideration, one by Representa
tive Albert Johnson (Washington),
and one by Representative T. W.
Phillips, Jr., (Pennsylvania.) Of the
latter bill its author says:
“Upon the commissioner general
of immigration is placed the respon
sibility of determining by examina
tion, tests and investigations, wheth
er the applicant is a good risk; that
is, whether his physical condition,
I his mental capacity, and his moral
qualifications are such as to make
him a probable asset. The admission
of aliens who might impair our racial
stock is not contemplated. Only
those who presumably would improve
it. are to be considered. Every alien
admtted under its provisions should
be at least equal in desirable quali
ties to our average citizen. The
maximum immigration would be de
cided by the commissioner general of
immigration.
“Any statute law attempting to de
scribe, define, and designate the
proper number of the most desirable
immigrants, would be complicated,
technical, impracticable, inflexible,
and largely experimental. Its de
fects could not be remedied quickly,
nor could it be readily adjusted to
meet changing conditions. When
arrangement is reached as to what
should be accomplished through an
immigration law, it is simply a busi
ness method of procedure to assign
the definite task to an individual,
place in his bands sufficient author
ity and the necessary facilities, and
make his tenure of office, as well as
his reputation as an executive, de
pendent upon immediate and satis
factory results.”

Judge G. G. Robinson had a real
lively session of ordinary’s court
Saturday morning, when a habeas
corpus proceeding was heard. Mrs.
Jennie Lee Glover, who lives near
this city, filed a petition through her
attorney, O. A. Nix, to annul the
marriage of her daughter, Ethele
Lee, to John Day, the marriage hav
ing taken place at Dacula Monday
afternoon, Judge Hoyt Hamilton per
forming the ceremony.
The contention of the petitioner
was that the girl was not fourteen
years of age, as is required by law.
It seems that the family Bible was
of no use, as the page recording the
births of the family was missing, so
as the last resort the records of the
family physician were brought into
evidence, and it was proven that the
young lady was fourteen years of
age last September. Judge Robinson
dismissed the petition and the young
couple went on their way rejoicing.

CHURCHES TO TEACH
GOOD CITIZENSHIP
Washington, December 20.—Wash
ington men and women interested in
citizenship progress and better edu
cation along economic lines are grat
ified at the proposal of the Interde
nominational Young Peoples’ Coun
cil, in session at Buffalo, to use the
hundred thousand churches of the
nation for better citizenship move
ments.
Members of the council, which rep
resents more than seventy-five prot
estant denominations, agreed that
young people’s societies throughout
North America should make the
study of citizenship their principal
educational undertaking the next
year. The council meets annually
to suggest a topic for study of the
100,000 young people’s societies,
which are its members. This year’s
study topic has been missions, both
home and foreign.

EXEMPTION to students
Washington, D. C., December 20.
Senator George introduced an amend
ment to the revenue act providing
for an exemption of |4OO for each
person under twenty-two years of
age who is dependent upon and re
ceiving his support from the tax
payer and has been in regular at
tendance as a student at an educa
tional institution for at least six
months of the period for which the
return of income is made.
Senator George stated, “This
amendment is designed to allow the
deduction of any taxpayer who has
a boy or girl over eighteen years of
age in school or college. Under the
present revenue act which does not
allow such deduction the government
is in fact imposing a tax on educa
tion and the amendment is designed
to relieve this situation. As a mat
ter of common knowledge the edu
cation of boys and girls of eighteen
years of age is very much more ex
pensive than the education of chil-
