Gov. Blackburn, of Kentucky, te'lsot
a )ourg man who was wounded in the
head by a pi.-std' ball- Afer lie had appar¬
ently recovered he robbed a s store ot a
lot of stuff thett was of no value to him,
loaded it into a wagon, a id hauled it
into the woods, were he concealed the
whole property; lie was sent to the pen¬
itentiary. Ho Served his time out, dud,
going home, brokb into the same store,
took the sari.fe tdass of goods, which he
put into the buggy he had run off wi'h
before, and concealed the things in th6
place he had selected on the occasion of
his first offence. Once more he was sent
to the peniteimry, and had nearly com
p'eted ha < second term, when the prison
doctor gave it as his opinion that the
bullet which had struck the young mail's
head indented the skull sufficiently to
press on the brain, and that this was the
reason that he committed tbe burglaries
t o the prisoner was sent home, lie lost
no time in loading up the old buggy
again, precisely its before, and was reta¬
ined lo the penitentiary. “I then said
that I was going to trepan that fellow’s
head if it tilled liiin,” sa;s tbe Governor*
who is a physician’ *■ and I did success'
fully. Then I pardoned th e 301 ug man.
He behaved liitfiself like a perfect, gen¬
tleman, sir, and never made tiic slightest
attempt to steal a pin.”

system seems to liav ■ a demoralizing
effect. Vi ith pasts of. all the lines
leading out ot Atlanta the mem- i
bers, if we are rigfiitly informed, |

Monday, and sometimes until a later
dav of tbe week, that often there is
not a quotum in either house for two
or three days. Of course little can
be done without a quorum, because
unless there is a quorum, no business
of importance can be Iran acted cx
cept by unanimous Consent. There
are very few measures to whice no
one has objections. If it were not
tor the passes oil the railways lriiUis
bers could not afford to spend s >
much of their time chch week at home
or in making pleasure trips, l’er
haps they forget that ia being eo ofts
en absent from their post of duty
they are increasing the burdens ot
the tax payers and are not making a
fair return tor the money they are
drawing out of tne Treasury, Oe 1
casionally absences are
but the people have a right to com¬
plain when tbe legislature is prac¬
tically adjourned two or three days
every week. Wd do not blame ihe
railways for furnishing the passes, be¬
cause they fclti Whether with reason
or not we do not pretend to say, that
if these favors are uot bestow ed their
interest will suffer, ihesquaie, dig¬
nified thing for the legislature to do
is to enact a law prohibiting railway
companies from giving passes to mem
bers from receiving them. The pass
ystem, to say the least of it is a kind
of bribery. A member with a pass
ib his pocket cannot act with the
sc mo freedom in mailers peruime*
to the corporation whose iavois t.e

pass system be abolished., It R open
