WASHINGTON GOSSIP
News From the Great Political
Center.
Mr. Harrison will return this week
if no accident happens to the royal
special upon which his very much
enlarged (in the head) majesty is
travelling, to anything else but a
united official family. Secretaries
Blaine and Foster have been unable
to agree upon Behring sea matters
and Mr. Blaine ha also been at log
gerheads with both Attorney General
Milh r and Secj.lury Tracy on the
author ity of I Iris Government to seize
upon l he open sea the ship Lata,
which was recently seiz 'd at San
Diego, California, and went oft with
the U. H Marsh; 1 ou board, but
allowed him to go ashore alter getting
outside the harbor, and which is sup¬
posed to belong to fire Clniliau insur
gents. Mr. Biaine contending that
we have no right to interfere with the
Vessel unless she is inside the three
mile limit, and Messrs. Tracy and
M Her that we have :t right to seize
her wherever iound.
Mr. Blaine has not added much to
his atta< hmeut for several “reasons.
He has used language, ho L am in¬
formed by one of Mr. Blaine's friends,
in telegraphing lo Mr. Blaine, that
meant precisely what the young Em¬
peror of Germany so undiplomtically
expressed recently by saying: “J
alone am master in Ibis country,” and
as he has never dared to take such a
position in his personal contract with
the Secretory of Suite it very naturally
olVaided him that lie should do so by
wire. Then, as if to add insult to in
jury, ciiino Bussell Harrison’s fool
editorials in his newspaper about Mr.
Blaine having bound himself before
entering the Cabinet to remain loyal
to Mr. Harrison. Mr. Blaine finally
became so disguested that he*went to
New York and left orders that every¬
thing that came to the Si-itfi depart¬
ment was to be kept until Mr. Har¬
rison's relurn.
“Aid when ho does return,” said
my informant, “there will boa mighty
interesting conversation between
Biame and Harrison that will either
result iu bring Mr. liarrisou down
from liis high horse, or in taking Mr.
Blaine out of the Cabinet and making
him the republican nominee for the
Presidency, in fact it may result in
both. Mr. Blaine is not the man to
allow his dignity to be trifled with by
anybody, and be certainly does net
propose to si and it. from a man of
Harrison’s calibre.”

Ex Secretary Bayard is visiting
friends in Washington. He declined
to express his opinion of the job lot of
foreign complication that Uncle Sam
now has on hand.
S mator Morgan thinks that Mr.
Blaine in his last letter to Lord Salis¬
bury on the Behring sea arbitration
has at last got into just the right
position.
Considerable comment has been
caused by the fact that Secretary Fos¬
ter has granted an agent of the sugar
trust permission to visit all custom
houses where imported sugar is re¬
ceived for the purpose of looking
after the interests of the trust in see
mg that the assessment of duties is
uniform. The Secretary claims that
the interests of the Government and
the sugar people are identical, but
others do not see it iu that that light,

Why is it that Engiish people can’t
understmnl j..I j- s< Tiiey are not always
stupid, and they are fond of enjoying
themselves, but when* an American
sis's a capital joke and goes into lits of
laughter file Englishman sits grave as
a preacher.
“Here’s an account of a singular acci
dent,” said an American at the club,
reading bis paper to an Engiish ac
gijv'ntanco. “A man sat an a buzz saw
accidentally and was killed. They
buried built of him in the same grave,
i suppose.”
“Ah! both of him? IIow’s that?”
said the other solemnly.
You can’t put bead and brains into a
brass door knob, as Mr, F.’s aunt pict
uresquidy ex[>ressed it in “Little Dor

ABOLISH JURY EX EM? > I JNS.
There will be a fine opportunity
at the summer session of the Georgia
Legislature for some member to do a
great public service by doing away
with a crying evil in the laws rela¬
ting to the administration of justice
in this State. L=*t him introduce a
bill repealing and abolishing B jmy
exemptions. The iaw is such now
that in eve*y community many of
the most intelligent, upright and
successful citiz'-ns are relieved from
jury service. The time h is com ; in
Geoigia, as it has in other States,
when the services of this class ol
citizens are imperatively needed in
the jury hex In «v.,r, county in
Georgia jui v exemptions have grown
to be a g/eat evil, and t,he deuian
is increa« ng. from rim bench and
from the peopler*r relief. Tofurth
er sucj a rp< vement we would nol
appeal to any class pi ej ml ice, but
it is fair and proper to call attention
to the fact that these exemptions
x**
operate mainly in favor of leading
citizens of towns and cities. Our
farmer friends are not favored to
any groat extentin those special pri¬
vileges. They are cm lie I from their
farm work t.n go to town and do the
nub’ie service from which so many
