THE TREATY SIGNED.
"Washington, Feb. 20. —Negotiations

favorable conclusion today.
Sir Julian Pauneefote, British minis¬
ter. met Secretary Blaine by appoint¬
ment at the state department today and
signed the treaty of arbitration on be

ument on behalf of the United States,

The treaty is still subject, however,

act terras of the treaty cannot now be
stated, but it is known that the beard
of arbitration will consist of seven per¬

neutral government of France, Sweden
and Italy.

official notice of definite agreement for
