AMENDMENT.
Whereas, Tho General Assembly of 1801 passed the fol~

special election shall be made to the Secretary of State.
Sec. 11. Be it father enacted, That whenever the above pro¬
posed amendment to the Constitution shall be agreed to by two
kktds of the members elected to each of the two houses of the
Peneral Assembly, and the same has been entered on their
journals, with the yeas and nays taken thereon, the Governor
shall, and lie is hereby authorized and instructed to cause said
amendment to be published in at least two newspapers in each
congressional district in this State for the period of two months
next preceding the time of holding the next general election.
, ,-fec. 111. Be it further enacted, That above proposed amend¬
ment s'mdl be submitted for ratification or rejection to the elec¬
tors of this State at the next general election to be held after
luWication as provided for in the second section of this Act, in
Ac several election districts of this State, at which election every
wrsou shall be qualified to vote who is entitled to vote for mem
jers of the General Assembly, All persons voting at said elec¬
tion iu favor of'adopting the proposed amendment to the Con
patiou shall have written or printed on their ballots the words
(For Supreme Court amendment/'and all persons opposed to
■adoption of said amendment shall have written or printed
■their ballots the words “Against Supreme Court amendments.”
[Sec. IV. Be it father enacted, That the Govenor be, and he is,
pbv authorized and directed to provide for the submission of
pe amendment proposed in the first section of this Act to a vote
pf the people as required by the Constitution of this State in para
pph I of section 1 of article 13, and by this Act and if ratified,
pe(lovenor shall, when ho ascertains such ratification from the
Secretary of State, to whom the returns shall be referred in the
Banner as in cases of election for members of the General Assem

me insertion in one of the daily papers of this State, announcing

Farmers Meet.

The farmers, according to
call, met in the (ourthouse to¬
day at 3 o,clock.
Mr. O* M. Taylor called the
meeting to order. II- W.

J. N. Hale secretary. On ma
don a committe of three, to be
appointed by the chair, was
carried. The chair appointed
the following committe:

Jno. Day, Frank Sims, and J.
N. Hale.
The committee aubtnited the
following resolutions which
were unanimously adopted.
Whereas, the factories
ufacturing cotton ties have
raised the price which we con¬
sider for above what they
should be-prices that are extor
tiuate, veritable robbery-be it
therefore.
Resolved. by we, the farmers
of Rockdale county, in conven¬
tion assembled, that we will not
quietly submit to the action
of these factories and their co
operators, and that unless they
reduce the price to at least one
dollar per bundle wo will do all
iu our power to secure and use
some suitable substitute for the
same.
We are willing to pay a fail
price for all our goods but we as
free men will not submit to
such unjust oppression as is
sought to be placed upon us by
the cotton tie trust.
Resolved 2nd. That we ask
the co-operation of all farmers
and other citizens who are iu
sympathy with us in this move¬
ment.
Resolved 3rd., That we earn
request Hon. R. T. Nis
bett and the planters of the
state to aid us in procuring a
suitable substitute for cotton
ties.
We ask that our county pa¬
pers publish these resolutions.

A Drop Expected.
Commissioner Nesbitt thinks
that the cotton is developing
much more rapidly than usual
this year on account of the
great heat and that the amount
of cotton ginned duriug Sep
tember will be far greater' than
usual. Consequently he expects
to 800 a decided drop in the
price of cotton next month, as
the impression produced on Wall
street when the great quantity
of cotton begins to pour in will
be that the reports were
brought about through a “scare”
and were consequently greatly
exaggerated. They will think
that the opening receipts indi¬
cate a big yield. The after
yield, however, Mr- Nesbitt ex¬
pects to be much less than usu¬
al and he asserted yesterday
that the October receipts would
probably be less than last year,
though September’s receipts
v-ould probably be much heav¬
ier than last September.
This leads many cotton men
to expect much greater (1 actua¬
tions in the cotton market than
have been experienced during
the past few weeks. Price's are
expected to have the bottom
knocked out of them in Septem¬
ber, while they ought to be re¬
stored in October, if the expect¬
ed happens. But the expected
does not always happen in the
cotton market, as many know
to their sorrow.
A recent calculation has been
made to asertain what each
adult citizen of the United
States would be worth if all the
property was divided out equal
ly. The outcome is that if each !
of the 17 million men had an
equal'share each one would be
worth $5000.
We know a large number of
people who would put up with
half that amount and not grum¬
