A FOUL BLOT.
The report of Special Com¬
missioner Phi) G. Byrd, who
was appointed by Governor At¬
kinson last spring to investigate
the condition of county misde¬
meanor convict camps of the
State, is a most shocking state¬
ment of cruelty and wrong do¬
ing on the part of those who
are working these poor unfor¬
tunate human beings. In some
camps they are well treated,
but tn others it is a living
death of horrible brutality.
The Georgia legislature conuot
afford to pass over this matter
without doing something to
make tolerable at least tho con¬
dition of misdemeanor convicts.
They are certainly entitled lo
clean clothes, wholesome food,
comfortable places; to sleep
during winter and summer,
proper medical attention and
nursing when sick,and humane
punishment when rebellious!
Anything short of this is a
crime, and those who permit
helpless human beings to be
punished beyond what reason,
life and law demands, are
criminal themselves. Wipe out
tho foul blot as shown to exit
by Mr. Byrd’s report.—Ex.
