Hush puppy:
County aims to
stop the barking

County commissioners voted last Tuesday to get
tougher on annoying, barking dogs.
Commissioners approved changes in the animal
control ordinance after residents showed up to com
plain about a neighbor’s dogs on Montpelier Road.
They reported that a neighbor has 8-10 pitbulls,
which bark nonstop and greatly disturb those
around them. “The barking will drive you crazy,”
Deena Milner said. “I can’t even go out on my porch
and enjoy being outside.”
Commissioner Larry Evans suggested putting a
time frame on the amount of barking that occurs
before residents are able to take action. So commis
sioners did just that. A dog can now be considered a
nuisance not only if it constantly barks for more
than 15 minutes, but also if it barks for 30 minutes
intermittently. Once a dog is considered a nuisance,
the owner must confine the dog.
Residents also said the county should specify
what it means when it requires tethering, or tying
dogs up to trees or other fixed objects.
Commissioners voted to re-define tethering as when
someone must “use a chain, rope, leash, tie out or
wire designed to restrain an animal which is
attached to an animal’s collar or halter and is also
attached to a stationary object.”
In addition to changes to the ordinance, commis
sioners also increased the cost for redeeming a dog
from $25 to $30. Other impoundment fees remain
the same.

Lee and Judy Roberts of Forsyth have taken in an abandoned near
dead kitten they found next to their hotel pool while on vacation in
Panama City. The kitten, named PC for her birthplace, has taken real
well to their other pets back home in Forsyth, including their female
dog, Reece, whom the kitty apparently thinks is her mother. She regu

Forsyth’s city council re
zoned five College Street
properties for highway
business last Tuesday, cor
recting a decision that had
drawn the ire of business
and property owners in the
area.
The conflict stemmed
back to August 2006, when
the council approved a
city-wide zoning ordinance
that re-zoned the proper
ties for institutional uses,
such as churches or
schools. That 2006 decision
put the properties into
institutional, one of several
new zoning classifications
in the city. But the College
Street area, located just a
stone’s throw from 1-75,
now appears to be better
suited as a business dis
trict.
Property owners say they
weren’t aware of the 2006
re-zoning until Frederick
Simpson bought the former
Head Start building for his
business, Simple Air
Solutions, and had his
business license permit
rejected by city hall.
Soon, Simpson’s neigh
bors Loran NeSmith,
owner of Foryth Glass, and
Don Etheridge, owner of
Etheridge Heating and Air,
learned they too were not
zoned for commercial use.
Their plight was reported
in the Jan. 23 Reporter, “Is
Forsyth open for business?”
The city finally agreed to
re-zone the properties free
of charge to the business
owners. City officials said
along with the four adja
cent properties, the rezon
ing also included the
Holiness House of God
church property. Council
members voted unani
mously to re-zone the prop
erties from R-3 or institu-

Department parents and volunteers say
it’s time for the county to give credit to
the folks who make the rec department
work.
Jeffrey Green and A1 Hagan, who say
they spend a lot of time at the Monroe
County Recreation Department, asked
residents and commissioners at their Aug.
5 meeting to support workers at the
department. The two are concerned that
people like Rosemary Walker, Jimmy
Smith and Desi Hansford don’t get
enough credit for all that they do. They
said there have been a lot of complaints
from parents concerning team assign
ments and other matters. Hagan and
Green wanted to remind residents that
without people like Walker, Hansford and
Smith, the department wouldn’t be as top
notch as it is right now.
“Monroe County has one of the best
recreation departments in the state,”
Hagan said. “That doesn’t happen without
good leadership.” Green and Hagan said
they wanted to commend Rosemary for
her hard work and said people should
take the time to find out what’s really
going on before they criticize someone.
Green and Hagan said many times
Rosemary works at the recreation depart
ment 12-15 hours a day and tries to make
sure residents’ children are happy and
having fun.
