Winslow family sues for damages
The family of a boy
severely injured when he
was hit by a car in
February has sued the
driver seeking to recoup
$253,046 in medical
expenses.
The family of Billy
Winslow filed their law
suit against Quantez
Jarmun Lowe in Monroe
County Superior Court
on Oct. 20. The Winslow
family claims Lowe was
negligent and was speed
ing when he hit Winslow.
The Winslows are repre
sented by attorney Adam
Deaver, who works in
Ken Nugent’s law office
in Macon.
Lowe, then 24, was
driving a 1982 Monte
Carlo west on Stuart
Avenue in Forsyth when
he slammed into
Winslow A sheriff’s
report said Winslow, then
age 16, was going south
on County Road 146,
which connects Stuart
Avenue and Shaw
Avenue, when he failed
to stop at a stop sign and
was struck by Lowe. The
accident happened on
Feb. 19. Lowe said he
didn’t see Winslow until
it was too late. He
slammed on the brakes
and swerved to the oppo
site lane but hit him any
way. Winslow was thrown
onto the hood of Lowe’s
car and then went
through the windshield
before falling out of an
open window on the pas
senger’s side. He
remained unconscious
and in pediatric inten
sive care in the
Children’s Hospital in
Macon for weeks, suffer
ing from a broken neck,
fractured pelvis and a
massive head injury His
mother said it was a mir
acle that he survived.
The sheriff’s report said
Winslow was at fault in
the accident, but
Winslow’s mother said
Lowe was speeding.

Final campaign
disclosures filed

LORI D. ANDREWS
Tax commissioner candidate Lori Andrews became the
last viable candidate to file her campaign finance disclo
sure forms on Oct. 14.
Andrews reports having $7,142 on hand and two dona
tions of more than $101 during the past three months.
Andrews reports an in-kind donation from Cary and
Carolyn Bittick for $1,178 worth of signs, flyers, postage
and materials, and a $300 cash donation from
Government Tax Solutions in Carrolton.
Candidates were required to submit their campaign
disclosure statements with Election Superintendent
Karen Pitman by Oct. 7. Pitman’s office said Andrews
had paid a $25 fine to the state ethics commission for fil
ing late. Andrews said she apologizes for being late.
The other candidates’ campaign finance disclosures
were listed in the Oct. 15 Reporter. One other item on
note: district 2 county commissioner Jim Ham’s report
included donations from Ronald Davis ($500), Dewayne
Jenkins of Culloden ($200) and Connie Copeland of
Forsyth ($200).

p.m. on Wednesday, Oct. 29
as part of his re-election
bus tour.

the new Welcome Center
and will speak to support
ers inside Alderman Hall.
Sheriff John Cary Bittick
and State Rep. Jim Cole
(R-Forsyth) are helping to
organize the event, which
is expected to last about an
hour. The public is invited.
Dear Monroe County Citizens,
As has been recently reported I was late filing my
financial campaign disclosure form by October 7. This
form was submitted on October 14 and a $25 penalty was
paid for late filing. I have always been taught by my
parents to be accountable for mistakes and then move
forward with the experience learned from that mistake.
With that said, may I take this opportunity to state that I
accept full responsibility and to apologize to the citizens
of Monroe County for my mistake.
I began this endeavor to serve the citizens of Monroe
County to the best of my ability and I feel that with the
training and experience I have already received during
the past 9 years (effective 1/09) I am the best candidate
for this position.
