D. Taylor by Warranty Deed dated

said records. Reference is also
made to that certain Quit Claim
Deed dated January 31, 2000, from
Mark D. Taylor to Misty R. Watson,
recorded in Deed Book 648, pages
318-319, aforesaid records.
The debt secured by said Securi
ty Deed has been and is hereby de
clared due because of, among oth
er possible events of default, failure
to pay the indebtedness as and
when due and in the manner pro
vided in the Note and Security
Deed. The debt remaining in de
fault, this sale will be made for the
purpose of paying the same and all
expenses of this sale, as provided
in Security Deed and by law, in
cluding attorneys fees (notice of in
tent to collect attorneys fees having
been given).
Said property will be sold subject
to any outstanding ad valorem tax

SUPPLEMENTARY INFORMA
TION: The study area for the pro
posed warehouse is immediately
south of the existing Smarr training
facility on Rumble Road in Smarr,
Georgia. This portion of the project
involves the clearing of approxi
mately 27.9 acres of land to con
struct a warehouse, paved concrete
slab, transformer storage area, and
covered storage area. The proposal
also involves the construction of the
Smarr Training Center 115 kV non-
energized transmission line that will
connect to the existing Smarr train
ing facility substation. The line will
be approximately 400 feet in length
and will require the clearing of trees
within an existing 75 feet right-of-
way (ROW). Alternatives consid
ered by the USDA Rural Develop
ment and Georgia Transmission in
cluded: three (3) “siting” or location
alternatives. These three (3) alter
natives are discussed in Section
4.0 of the Smarr Warehouse Envi
ronmental Report (ER). The ER,
which describes the proposed proj
ect in detail and discusses its an
ticipated environmental impacts,
has been prepared by Georgia
Transmission. The USDA Rural De
velopment has accepted the ER as
its EA for the proposed project. The
EA is available for public review at
addresses provided above in this
Notice. Questions and comments
should be sent to Ms. Lauren

USDA Rural Development should
receive comments on the EA in
writing by November 28, 2008 to
ensure that they are considered in
its environmental impact determina
tion. Should the USDA Rural Devel
opment determine, based on the
EA of the proposed project, that the
impacts of the construction and op
eration of the project would not
have a significant environmental
impact, it will prepare a Finding of
No Significant Impact. Public notifi
cation of a Finding of No Significant
Impact would be published in the
newspapers with circulation in the
project area. Any final action by the
USDA Rural Development related
to the proposed project will be sub
ject to, and contingent upon, com
pliance with all relevant Federal,
state and local environmental laws
and regulations, and completion of
the environmental review require
ments as prescribed in the USDA
Rural Development’s Environmen
tal Policies and Procedures (7 CFR
part 1794).
