SUPPLEMENTARY INFORMA
TION: The study area for the pro-

posed warehouse is immediately
south of the existing Smarr training
facility on Rumble Road in Smarr,
Georgia. This portion of the pro
posal involves the clearing of ap
proximately 27.9 acres of land to
construct a warehouse, paved con
crete slab, transformer storage
area, and covered storage area.
The proposal also involves the con
struction of the Smarr Training
Center 115 k V non-energized
transmission line that will connect
to the existing Smarr training facility
substation. The line will be approx
imately 400 feet in length and will
require the clearing of trees within
an existing 75 feet right-of-way
(ROW).
Alternatives considered by the US
DA Rural Development and Geor
gia Transmission included: three
(3) “siting” or location alternatives.
These three (3) alternatives are dis
cussed in Section 4.0 of the Smarr
Warehouse Environmental Report
(ER). The USDA Rural Develop
ment has accepted the ER as its
Environmental Assessment (EA) for
the proposal.
No significant environmental im
pacts resulting from the proposal
have been identified. Therefore,
RUS is satisfied that the environ
mental impacts of the proposal
have been adequately addressed
and has determined that this Find
ing of No Significant Impact fulfills
its obligations under the National
Environmental Policy Act, as
amended (42 §U.S.C. 4321 et
seq.), the Council on Environmental
Quality Regulations (40 CFR
§1500-1508), and RUS' Environ
mental Policies and Procedures (7
CFR Part 1794). An Environmental
Impact Statement will not be pre
pared for this proposal.
