division, more particularly descri
bed according to a plat of record
in Plat Book 6, Page 125, Clerk's
Office, Monroe Superior Court,
which said plat is by this refer
ence thereto incorporated herein
for the purpose of a more particu
lar and accurate description of
said Lot No. 30, hereby con
veyed.
This security deed was execut
ed to secure a debt evidenced by
a note, and the amount and terms
and conditions of the debt are
shown in the security deed.
The debt secured by this securi
ty deed has been and is hereby
declared due because of, among
possible events of default, non
payment of the monthly install
ments of said loan.
THEREFORE, according to the
terms of this security deed and
the applicable law, the under
signed will, after proper advertise
ment, sell the above described
property to the highest bidder, for
cash, on Tuesday, August 4,
2009 during the legal hours of
sale before the Courthouse door
in Monroe County, Georgia. This

OPERATING PERMIT
MODIFICATION
To All Interested Parties:
The Georgia Environmental
Protection Division announces its
intent to modify Part 70 Air Quali
ty Operating Permit No. 4911-
207-0008-V-02-0 issued to Scher
er Steam - Electric Generating
Plant by the issuance of Permit
Amendment No. 4911-207-0008-
V-02-8. The facility is located at
10986 Highway 87, Juliette, Geor
gia. The main purpose of this
permit amendment is to incorpo
rate the requirements of 40 CFR
96 for Clean Air Interstate Rule
(CAIR) for the S02 and NOX An
nual Trading Programs, and it will
not increase emissions of any pol
lutant. The Georgia Environmen
tal Protection Division (EPD) has
prepared this Title V Operating
Permit Amendment in accordance
with Title V of the Clean Air Act.
This permit amendment will be
enforceable by the Georgia EPD,
the U.S. Environmental Protection
Agency, and other persons as
otherwise authorized by law.
The draft permit amendment
and all information used to devel
op the draft permit amendment
are available for review. This in
cludes the application and all oth
er relevant materials available to
the permitting authority. This in
formation is available for review at
the office of the Air Protection
Branch, 4244 International Park
way, Atlanta Tradeport - Suite
120, Atlanta, Georgia 30354.

Part 70 Operating Permit Modifi
cation. Persons wishing to com
ment on the draft Part 70 Operat
ing Permit Modification are re

dress. Comments must be re
ceived by the EPD no later than
30 days after the date on which
this notice is published in the
newspaper. (Should the com
ment period end on a weekend or
holiday, comments will be accept

The Division, in making its final
decision to issue the Part 70 per
mit, will consider all comments re
ceived on or prior to that date.
Any requests for a public hear
ing must be made within the 30-
day public comment period. A re
quest for a hearing should be in
writing and should specify, in as
much detail as possible, the air
quality related issues that consti
tute the basis for the request.
Where possible, the individual
making the request should also
identify the portion(s) of the Geor
gia Rules for Air Quality Control
and/or the Federal Rules that the
individual making the request is
concerned may not have been
adequately incorporated into the
draft permit. If a public hearing
on the draft Title V Operating Per
mit is to be held, the date, time,
and location of the hearing will be
provided by a subsequent sepa
rate public notice. At such hear
ing, anyone may present data,
make a statement or comment, or
offer a viewpoint or argument ei
ther orally or in writing concerning
the draft Title V permit. Any infor
mation received during a public
hearing will be considered by the
Division along with all other infor
mation received during the com
ment period when making its final
decision to issue the Title V per
mit amendment.
Following this 30 day public
comment period, the EPD will
consider all comments, make any
necessary changes, and issue a
proposed permit amendment to
U.S. EPA. The proposed permit
amendment will then undergo a
45 day review by U.S. EPA in ac
cordance with 40 CFR 70.8. Infor
mation pertaining to U.S. EPA's
review period can be found on
their website at www.epa.gov/re-
gion4/air/permits.
After the EPA review period
has expired, the EPD will issue a
final Part 70 Operating Permit
Amendment incorporating any
changes required by U.S. EPA.
Copies of the final Title V Operat
ing Permit, comments received,
EPD’s responses to comments,
and any other relevant informa
tion will then be made available
for public review during normal
business hours at the office of the
Air Protection Branch. A summary
