Sealed Bids for furnishing all
materials, labor, tools, equipment
and appurtenances necessary
for the construction of the Water
System Improvements for Pea
Ridge, Taylor & Dames Ferry
Areas - 2013 GEFA SRF will be
received by the Monroe County
Board of Commissioners in the
Board Room on the 3rd Floor of
the Monroe County
Administration Building at 38
West Main Street, Forsyth,
Georgia 31029 until 2:00 PM.
local time, on Thursday,
November 20, 2014, and then at
said office publicly opened and
read aloud.
The Project consists of the
installation of Water System as
outlined below:
Install approximately 37,320
linear feet of 8” and 10,160 linear
feet of 6” and 2,130 linear feet of
4” ductile iron water line along
with associated hydrants, valves,
services, fittings, joint restraint,
jack & bore casings, clearing,
erosion control and connections
to existing water lines along
various roads in the Dames Ferry
area.
The project will be awarded in
one Contract.
The Contract Time is 240
calendar days for the project.
Liquidated damages in the
amount of $200.00 shall be
assessed for each day the work
extends beyond the Contract
Time.
The work in the Contract will be
awarded on the basis of the total
sum bid for the construction of all
utilities and associated work as
noted in the Measurement and
Payment section of the Contract.
The Project will be funded using
Georgia’s Drinking Water State
Revolving Fund (DWSRF) as well
as local SPLOST Funds.
All Bidders must comply with 41
CFR 60-4, in regard to
affirmative action, to ensure
equal opportunity to females and
minorities and will apply the
timetables and goals set forth in
41 CFR 60-4, as applicable to
the area of the project.
Any Contractor performing the
proposed work must be a
licensed utility contractor by the
State of Georgia. License
numbers are requested to be
written on the face of the bid
envelope, but not required. See
Instructions to Bidders for
additional bidding requirements.
The Instructions to Bidders,
Contract Agreement,
Specifications and forms of Bid
Bond, Performance Bond, and
Payment Bond and other
Contract Documents may be
examined at the office of Carter
& Sloope, Inc., 6310 Peake
Road, Macon, GA 31210.
Hard Copies of Contract
Documents may be obtained at
the office of the Engineer, Carter
& Sloope, Inc. 6310 Peake Road,
Macon, Georgia 31210, upon
payment of $200.00, non-
refundable, for each set. Street
address must be provided to
Adv. to
ensure prompt delivery. No
partial sets of bidding documents
or electronic files will be issued
by the Engineer prior to the Bid
Opening.
Each Bid must be accompanied
by a Bid Bond, prepared on the
form of Bid Bond attached to the
Contract Documents, duly
executed by the Bidder as
principal and having as surety
thereon a surety company
licensed to do business in the
State of Georgia and listed in the
latest issue of U.S. Treasury
Circular 570, in the amount of
10% of the Bid.
The successful Bidder for this
Contract will be required to
furnish a satisfactory
Performance Bond and Payment
Bond each in the amount of 100
percent of the Bid.
All necessary permits for this
project are expected to be
acquired prior to the
commencement of any
construction activities. The
Notice of Intent necessary for
coverage under the NPDES
General Permit will be filed after
the bid opening with the
contractor listed as Primary
Permittee.
All anticipated easements and
rights-of-way are expected to be
acquired prior to commencement
of construction activities.
The Owner reserves the right to
reject any or all Bids, to waive
informalities, and to re-advertise.
