Commissioners reject request for private cemetery

Monroe County
Commissioners denied on
Tuesday, Feb. 6 a request by a
Doe Drive homeowner to build
a private cemetery on his prop
erty.
Kenneth Whitehead of 72 Doe
Drive asked commissioners for
a conditional use variance in
residential to put a cemetery
with between two to 15 family
plots on his 2.4-acre lot.
No one was opposed to
Whitehead’s request. The
Monroe County Planning
& Zoning board previously
approved the request at its
Oct. 30, 2017 meeting, and
the matter initially went
before commissioners on Nov.
7. Commissioners decided in
November to table the matter
until Monroe County attorney
Ben Vaughn could determine
the proposed cemetery’s impact
on property taxes for the tract.
In a letter to county manager
Anita Buice dated Dec. 14,
2017, Vaughn wrote that it
would be inappropriate for com
missioners to base their zoning
decision on a separate deal
with Whitehead that would
guarantee he would not apply
for a tax exemption for the
cemetery even though he would
be legally allowed to do so.
Commissioners had previ
ously expressed concern that
other citizens could erect pri
vate cemeteries in order to
remove that portion of their
property from the tax digest
and as a result, pay fewer taxes.
Due to Vaughn’s assessment,
that, commissioners should not,
propose a deal with Whitehead
about, taxation, commission
ers decided on Feb. 6 to reject,
