Gloria Parker told
Forsyth city council mem
bers that she is very dis
appointed with them for
fast tracking approval of
a license to sell packaged
liquor at the Monroe Food
Mart at their June 4 meet
ing. The store is at the cor
ner of Martin Luther King
Jr. Drive and Brookwood
Drive, at the entrance to
the Brookwood neighbor
hood where Parker lives.

Speaking to council
when Mayor Eric Wilson
opened the floor for public
comment at the end of
councils June 18 meeting,
Parker said that although
the store is zoned com
mercial, all around it is a
walkable neighborhood
that is trying to beautify
itself and maintain itself
as a good place to live. She
said the store fosters loiter
ing, litter and an environ
ment that doesn’t promote
a safe neighborhood.
Parker said she does not
feel that neighbors were
adequately notified about
the application for the
liquor license. She said
that she does not read The
Reporter and did not see
the advertisement for the
application in it and does
not patronize the store so
she did not see the sign
posted there. City manager
Janice Hall said she would
be glad to add Parker to
the list of 30-40 people to
whom she mails the city
council agenda before
meetings. Parker said that
contact should be made
with individuals who
would be affected by pend
ing decisions of council.
Parker said the owner of
the store has had a license
revoked by the state for
selling lottery tickers and
circumvented that legal
history by applying for the
liquor license in a relatives
name. She said that the
owner’s character having
been called into question
previously should have
caused council to have
held more debate over
granting the license than
it did.
“Council has the right to
grant or deny,” said Parker.
“Our community doesn’t
want it. It doesn’t belong
there. Who did the due
diligence?”
She said council has
spent months debating
whether to allow other
businesses and then
pushed this through in
one meeting. Parker said
she is especially disap
pointed in the two council
members who live in
Brookwood and voted in
favor of the liquor license,

John Howard and Melvin
Lawrence.
Howard, Lawrence, Chris
Hewett and Greg Goolsby
voted in favor of approving
the application and Julius
Stroud and Mike Dodd
voted against it on June
4 so that it passed, 4-2.
Howard and Dodd were
not at the June 18 meet
ing when Parker spoke to
council.
“Melvin, do you think it
belongs there?” she asked.
When Lawrence said that
legally the council could
not turn down the applica
tion since it met the city’s
requirements, Parker said
that the owner’s prior
problems with the state
should have been preroga
tive for more investigation
by council before approval.
Parker said that the new
birthing center being built
across Brookwood Drive
from Monroe Food Mart
will add traffic conges
tion to the neighborhood
since DOT required
that the driveway be
on Brookwood and the
planned expansion for the
liquor store will add more
traffic on the neighbor
hood street.
Parker said she is not
protesting people buy
ing liquor but feels that a
liquor store so close to a
neighborhood with fami
lies, down the street from
a historic church, where a
school bus passes and peo
ple usually walk the streets,
will be a negative influence
on the quality of life.
“I don’t know what can
be done, but something
should be done,” said
Parker. “I’m respectfully
asking you to revisit this.”
