Chairman declines to allow citizens to speak

Monroe County
Commissioners refused to
adjourn the Tuesday, June 5
meeting after Monroe County
commission chairman Greg
Tapley intimated he wanted to
adopt the Monroe County Board
of Education’s policy of requiring
citizens to give advance notice to
speak.
At the conclusion of a half-hour
closed session, commissioners
re-opened their public meeting
with about a half-dozen citizens
still in attendance. Tapley imme
diately attempted to adjourn the
meeting, but a citizen, Nipper
Bunn, spoke up and told Tapley
that several persons wanted to
speak. Tapley told Bunn that pub
lic comments were not on that
night’s agenda and further stated
he intended to revise the county’s
policy that allows citizens to
speak without first getting on the
agenda.
Tapley then motioned to close
the meeting, which was seconded
by District 1 commissioner Larry
Evans. When the other three
commissioners refused to go
along with Tapley’s adjournment,
Tapley left the meeting prema
turely and told vice-chairman
John Ambrose he could take over.
With Tapley gone, Ambrose
then asked the remaining citi
zens if they wanted to speak, and
several took him up on the offer.
Boxankle Road resident Jan
Knecht asked commissioners if
there was a way that Towaliga
River access could be banned at
High Falls State Park due to the
rescue last month of two teens
stuck on rocks on the river. When
commissioners said state legisla
tors had jurisdiction over the state
park, she then suggested fines for
violators of laws restricting river
usage.
Ambrose, who instructed
Knecht to contact the Georgia
Department of Natural Resources
about the matter, said he agreed
with her, saying he was in favor of
a river ban.
“You can’t fix stupid,” Ambrose
said of the recent incident.
Hwy. 42 South resident Dan
Wallace then urged commis
sioners to contract with a private
firm for assistance on updating
the county’s zoning ordinance.
Wallace said he was impressed
by a zoning presentation made
earlier in the meeting by Paige
Hatley of Hatley Plans, LLC.
Wallace said having clear zon
ing laws provides direction for
companies seeking to locate in
Monroe County.
Wallace said, “When the code is
clear, it’s very helpful.”
At the conclusion of Wallace’s
comments, Ambrose adjourned
the meeting.
County taps Hopkins & Associates
for aid in maligned finance office

Monroe County
Commissioners on Tuesday,
June 5 hired Forsyth-based
accounting firm Hopkins &
Associates for assistance with
bookkeeping.
According to then-county
manager Anita Buice, Hopkins
& Associates will assist the coun
ty finance director for about 40
hours per month until year’s
end.
For its services, the county
will pay Hopkins & Associates
$2,975 per month with a one
time fee of $1,200 for 16 hours
of initial assistance.
District 1 commissioner Larry
Evans was the lone dissenter,
saying he’d rather hire another
full-time employee in the finance
department instead of an outside
firm.
Two days later on June 7,
then-county manager Anita
Buice fired county finance offi
cer Ashley Wooley, leaving two
vacancies in the finance officer.
Commissioners then demoted
Buice from county manager to
zoning officer on June 12, fur
ther necessitating the assistance
of Hopkins & Associates.
Citizens to decide on
Sunday alcohol sales

Monroe County Commissioners will put on the November
election ballot a referendum asking citizens if they want Sunday
alcohol sales to begin at 11 a.m.
Monroe County attorney Ben Vaughn said commissioners’
approval of the measure changes the start of Sunday alcohol
sales from 12:30 p.m. to one-and-a-half hours earlier at 11 a.m.
subject to approval on the referendum.
District 1 commissioner Larry Evans said he’s opposed to the
additional hour-and-a-half but agreed to go along with the other
commissioners and let Monroe County citizens decide.
