SCHERER
Continued from the front
controls until then so it can
weigh its options.
“This later compliance
date provides additional
time for continued evalu
ation of... membrane
technology, eco
nomics, reliability
needs, and potential
changes in environ
mental regulation
or legislation,” wrote
Georgia Power.
“The economics of
Plant Scherer Units
1-2 are challenged.
Therefore, to reduce reli
ance on these resources for
long-term reliability and
preserve decision-making
flexibility, the Company
will make certain retire
ment preparations, such
as transmission system
improvements. Given
these factors, the Com
pany’s 2022 IRP reflects
the potential retirement of
these resources on Dec. 31,
2028 for System planning
purposes. This strategy en
sures the retirement option
remains achievable in the
event economics worsen in
the future while preserv
ing the ability to continue
operating should econom
ics improve.”
Ambrose said it’s too
early to know whether
Georgia Power might
convert Plant Scherer from
coal to natural gas.
Commissioner Eddie
Rowland said he doesn’t
know of any big company
that would want to take
over the Georgia Power
property. He said the
county should try to attract
more businesses to help
offset the loss in revenue
when and if Plant Scherer
closes.
“We have got to be a
little more open minded to
some of the companies that
want to come here,” said
Rowland. “And not be so
close minded. Small com
panies pay plenty of taxes.
You don’t eat the elephant
all in one bite.”
Plant Scherer began op
eration of the facility’s first
unit in 1982 in Juliette. The
plant’s
gen
eration
capacity
of about
3,520
MW
made it
at one
time the largest coal-fired
power plant in the U.S.
With the closure of Unit 4
at Scherer, Georgia Power’s
Plant Bowen, located near
Euharlee, became the
nation’s largest coal plant,
with generation capacity of
nearly 3,400 MW.
Plant Scherer pays about
40 percent of the property
taxes for Monroe County
government and schools,
about $10 million per year.
Plant Scherer also pro
vides about 400 jobs. Plant
manager Mike Burroughs
told the Reporter in 2019
that the plant’s future was
bright as the company had
invested billions of dollars
in new environmental tech
nologies to curb emissions.
But the company has been
under furious attacks from
environmentalists in recent
years and the subject of a
lawsuit by some Monroe
County property owners.
They claim coal ash from
the plant harmed their well
water and led to higher in
cidences of cancer. Monroe
County recently borrowed
$20 million to extend water
lines to homes around
Plant Scherer.
Georgia Power is phas
ing out almost all of its
coal plants except for Plant
Bowen. Plant Scherer is
also spending millions to
convert from wet ash to
dry ash storage.
Plant Scherer’s prospects
have also been hurt by the
change in administrations
last January. While the
Trump administration was

'Were not in the business to make money.
If it doesn’t benefit the citizens, why
would we be in it?’ - Mayor Eric Wilson
Persky said he plans to
build a building to house
the bitcoin mine to limit
the noise in the residential
area. Persky has a contract
to buy the property from
Forsyth businessman Wes
Cone, who is asking the
city to rezone the property
as manufacturing/industri
al rather than multi-family
residential. The 1.8-acre
tract on Berner Avenue was
chosen because it’s next to
the city’s electrical substa
tion. Bitcoin mines use a lot
of power.
The city’s power con
sultant, Mike Leverette of
Forsyth, helped plan the
Forsyth bitcoin location.
The city is already one of
seven Georgia cities that
partnered to provide power
to a 30-megawatt bitcoin
mine in Adel. The city
received $2 million in 2021
from that deal. Wilson
noted that the $2 million
figure is not profit because
they have to subtract what
the city is paying for the
power it provides to the
Adel mine. That number
wasn’t available at press
time.
Wilson said the Forsyth
mine would be about one-
third the size of the one in
the concerns.”
Wilson said complaints
that the city just wants
more revenue are mis
guided.
“Anything we do it’s only
to benefit the citizens,” said
