INCIDENT REPORTS . February 9, 2022
The following incidents were reported by the Forsyth Police Department
and the Monroe County Sheriffs Office.
Woman receives court
date for no insurance
A woman rummaged through
the paperwork in the glove-
box of a black Hyundai Sonata
but couldn’t come up with an
insurance card to show Forsyth
officer Richard Maddox when he
stopped her after running her tag
while she was travelling north on
Cabaniss Road around 3:07 p.m.
on Jan. 19. She told Maddox her
mother handled all the insurance
and called her. Her mother told
her she was covered by Progres
sive, but dispatch learned her
policy had been rescinded in
October 2021 due to nonrenewal.
She was also driving with an
expired registration. The car was
towed, and she was cited and
released to appear in court.
Man passes Mexican ID
instead of driver's license
A red Chevrolet was spotted by
Forsyth officer Richard Mad
dox traveling east on Harold G.
Clarke Parkway with burned out
tag lights and Maddox took the
driver to jail after learning he was
unlicensed around 7:27 a.m. on
Jan. 20. After the officer activated
his emergency lights the male
driver with 3 male passengers
pulled over just past the interstate
bridge.
When Maddox asked for his
license, the man handed him
a Mexican ID card and he was
asked to step from the car. Mad
dox then handcuffed him and
placed him in the rear of his
patrol car. The passengers were
also unlicensed, and the car was
towed.
Officer learns man has war
rant after routine stop
A tan Toyota was spotted by
Forsyth officer Jerry Rafferzeder
with no tag light and he stopped
the driver in front of the Taco
Bell on North Lee Street around
6:43 a.m. on Jan. 21. Rafferzeder
learned the man had a warrant
out of Jones County as well as a
revoked drivers license. The of
ficer then handcuffed the driver
and took him to the Monroe
County Jail.
Speeding Decatur driver
admits to cocaine possession
A white 2016 Mazda passed
deputy Jonathan Joyner doing 87
mph while going south on 1-75
near Hwy. 18 and the Decatur
driver was jailed for possession
of cocaine and traffic citations
around 11:18 a.m. on Jan. 22.
Joyner caught up to the car near
mile marker 183 and initiated a
stop. Dispatch said the Mazda’s
registration was expired and had
no insurance. Joyner also learned
the man’s license was suspended
and that he had an active Gwin
nett County warrant. He then
had the driver step from the
vehicle and handcuffed him.
A rocky white substance was
found in the center console tied
up in a piece of a grocery bag.
After he was read his Miranda
Warning, the driver agreed to
speak to Joyner and denied any
knowledge of cocaine in the
vehicle and that the car didn’t
belong to him.
While waiting for the wrecker
to arrive, the man spontane
ously said that what was found
in the vehicle was cocaine, that it
belonged to him, and that it was
for personal use. He was taken
to the Monroe County Jail and
cited for speeding, no insurance,
expired registration, and driving
while license suspended. Joyner
will also be seeking a warrant for
possession of cocaine.
Unlicensed driver taken to
the Monroe County jail
A driver with a suspended
license was arrested by Forsyth
officer Richard Maddox after a
stop on Tiff College Drive around
10:46 a.m. on Jan. 23. The man
pulled his white Nissan Sentra
into the Ingles parking lot after
Maddox ran his tag and initi
ated a stop. He told Maddox he
knew his license was suspended
and the officer had him step out
of the vehicle. He also had not
installed an ignition interlock
device on his vehicle as required.
He was allowed to call his girl
friend to retrieve his car before
being taken to jail.
Woman cited for no insur

Clarke Parkway around 8:05
a.m. on Jan. 24, learned the
vehicle was without insurance
and stopped the female driver on
the northbound 185 ramp. She
provided an insurance card from
Unique Insurance, but dispatch
was unable to verify her policy.
She was cited and released with a
court date. Buice Towing re
moved her car.
Man arrested after
traffic stop
A black Honda Civic traveling
south on Patrol Road from Tiff
College Drive around 11:05 a.m.
on Jan. 24 was stopped at the
Starr Trailer Court by Forsyth
officer Richard Maddox after the
officer ran the tag on the vehicle
and learned the tag should have
been on a Chevrolet Cavalier and
that the registration had been
expired since March 2021.
The male driver told Maddox
that he had neither a driver’s
license nor insurance and he was
then asked to step out from the
car and was arrested.
Uninsured driver
cited and released
A man was cited and released
to appear for driving uninsured
after Forsyth officer Richard
Maddox ran the tag on a gray Kia
K5 traveling south on Cabaniss
Road on Jan. 24 around 1 p.m.
and learned the car was without
insurance. At the stop, the man
told Maddox the car wasn’t his
and asked his female passenger
about the insurance. After not
being able to provide the officer
with a card or digital proof, the
woman told Maddox there was
probably no insurance on the
vehicle. Buice Towing was then
called.
Deputy finds distraught man
leaning over 1-75 bridge
A man leaning over the bridge
over 1-75 on High Falls Road
around 7:43 a.m. on Jan. 25 was
crying and looking down on traf
fic when Monroe County deputy
Dustin Ramsey arrived and tried
to talk him into stepping back
from the ledge. The man refused
to step into a safe area and said
that nothing was worth living for
after his wife had cheated on him.
Ramsey then grabbed him,
pulled him to safety and hand
cuffed him. He was checked
out by EMS and after he said
he didn’t wish to harm himself,
he requested to be taken to the
medical center for a mental
health check.
Car towed for
lack of insurance
A woman in a black Honda
Accord was blocking the intersec
tion on Jan. 25 waiting to turn
to left at Lee Street and Johnston
Street and was stopped by For
syth officer Cpl. Kimberly Barnett
when she continued through the
light after it had turned red.
She pulled into a parking spot
in front of the courthouse and
told Barnett she knew she was
blocking the intersection but
didn’t realize she was going to get
caught with the traffic and the
light.
After running the tag on the
Honda, dispatch said the vehicle
had no valid insurance and the
car was towed. The vehicle’s
owner, the woman’s mother,
said she would fax the insurance
information to the tow company.
After she was cited for blocking
the intersection, officer Richard
Maddox took the woman and her
two passengers to school.
Unlicensed driver says
he has permit to drive
After seeing a gray Honda Civic
parked several times throughout
the day at the Red Roof Inn on
Jan. 25, Forsyth officer Richard
Maddox ran a computer check
and found the registered owner
was unlicensed. Around 1:53 p.m.
Maddox saw the vehicle traveling
south on Frontage Road and turn
on James Street and activated his
emergency lights. At the stop, the
male driver became agitated with
the officer saying he had a permit
to drive, and he was just coming
home from work in Macon. He
was then arrested and taken to
the Monroe County Jail.
Convicted felon arrested for
possessing pistol and distrib
uting drugs
A Warner Robins man driving a
silver 2006 BMW 325i was arrested
on numerous charges after being
stopped for failing to maintain lane
near Hwy. 18 on 1-75 N around
6:40 p.m. on Jan. 29. After run
ning the car’s license plate, Monroe
County Cpl. Larry Sullivan learned
the vehicle had no insurance and a
suspended registration. The driver
told Sullivan he didn’t have his
license on him, but his informa
tion returned that he owned a valid
license.
While speaking with the man,
Sullivan could smell the faint scent
of an alcoholic beverage and asked
him if he had been drinking which
the man denied.
When asked if he had any
weapons, he said he had a gun in
his waistband. It was removed and
Sullivan patted him down. The
driver then consented to a breatha
lyzer test which returned a negative
reading. Dispatch informed Sul
livan the firearm had been reported
stolen out of Houston County and
the corporal arrested and hand
cuffed the man for possession of
stolen property. After checking his
criminal history, Sullivan learned
the man had been convicted of
possession of cocaine, among vari
ous other drug charges
After reading him his rights, Sul
livan asked him where he got the
gun and the man replied he traded
a different handgun to a man
named Noah in Warner Robins
for it.
A total of $3,380 cash along
with four 1-gram containers of
THC wax were found in his jacket
pocket. The driver said the THC
was delta 8 that he purchased from
a gas station. Inside his car, 18 more
THC wax containers were found,
unopened, in the center console
and in a duffle bag in the back seat.
There were also around 6.4 pounds
of marijuana in vacuumed sealed
bags, inside of the duffle bag in the
back seat. Buice Wrecker towed the
vehicle.
After he was taken to jail, the
man told Sullivan he didn’t know
about the marijuana in his car
which was his wife’s vehicle, and
the money was from his work as
a roofer. Warrants will be sought
against him for distributing
marijuana, distributing marijuana
wax, receiving stolen property,
possession of a firearm during
the commission of a crime and
possession of a firearm by a con
victed felon.
The following arrests were reported by the Monroe County Sheriffs Office and Forsyth
Police Department. An arrest means someone has been charged with a crime, but the
law considers them innocent until proven guilty in a court of law.
