K. B. Sutton wins District
Science Olympiad
The K.B. Sutton Elementary School Sci
ence Olympiad Team earned first place in
the District Science Olympiad competi
tion held March 18. K.B. Sutton competed
against Hubbard Elementary, T.G. Scott
Elementary and Monroe County Middle
School. Rae Williams and Allison Thomp
son have led the team through practices
and competitions with the assistance of
parent volunteers and, along with the team
members, deserve congratulations for the
successful year.

City annexes 35 acres for Manor at Montpelier Phase 3

On March 21 Forsyth again
expanded its boundaries as it
annexed 35 acres at Montpelier
Road and Highway 41 as request
ed by representatives of Three
Oaks Construction. However, the
motion for annexation included
that the property be zoned R-l
rather than R-3 as requested
by the developer, reducing the
density of homes that can be built
on the property, that there be no
driveways entering Montpelier
Road and that curb and gutter be
required in the subdivision.
Approval of the annexation had
been recommended by Forsyth
Planning & Zoning Commission
at its Dec. 30 meeting, and city
council held its public hearing
on the annexation in January, but
council vote was twice delayed
as the city gave notice and has
30 days to respond to Monroe
County on plans to annex. Mayor
Eric Wilson said he received a
response from the county on
March 21, and county attorney
Ben Vaughn attended councils
meeting to represent the county.
While the county didn’t oppose
annexing the 35 acres, Vaughn
said the county appealed the
density of the zoning requested
by Three Oaks Construction and
10 lots facing Montpelier Road
which would have driveways
entering Montpelier rather than
the interior of the subdivision.
Vaughn said the driveways would
enter a narrow road going down
a hill and around a curve, and
the density proposed another 56
houses in Phase 3 of the subdivi
sion (Manor on Montpelier).
Vaughn said county zoning for
the 35 acres was for 3-acre lots
whereas R-3 zoning in the city
would allow three houses/acre.
Wilson said that although the
city had already held the public
hearing on annexation, he would
allow Matt Gilbert of Three Oaks
Construction to respond to
Vaughn. Gilbert said council was
only to vote on annexation at this
meeting and that he would be
required to present a preliminary
plat at a later date.
Gilbert said there are about 10
acres of the 35 acres that aren’t
suitable for houses and will
become green space; therefore,
although there will be 3 houses/
acre on some tracts, the aver
age on the 35 acres will be two
houses/acre if it is zoned R-3. He
said there are two creeks and a
sewer easement on the property
that are natural barriers.
The Planning & Zoning Com
mission recommended that the
annexed property be accepted
with R-l zoning instead of R-3
zoning because of the size of the
road. Council member Julius
Stroud asked what the difference
between R1 and R3 zoning is.
City manager Janice Hall said R1
requires 1,800 sq. ft. of heated
space per house compared to
1,200 sq. ft. per house in R3 zon
ing, and the lot size is smaller.
Council voted unanimously to
approve the annexation with R-l
zoning as well as limiting drive
ways entering Montpelier and
requiring curb and gutter in the
subdivision.
In other business, council
approved a variance for Shayla
Johnson to have a take-out only
restaurant in Town Creek Shop
ping Center, 438 Cabiness Road.
The variance was needed because
there are not enough parking
spaces in the shopping center to
meet the city’s zoning require
ments for for another restaurant.
Shane’s Rib Shack is already
located at Town Creek Shopping
Center.
No one spoke at the public
hearing for the variance. Hall said
the Planning & Zoning Commis
sion asked for a change in zoning
ordinances to show less parking
spaces required for take-out res
taurants. Council member Greg
Goolsby asked if the variance was
tied to the individual business,
and Hall said that it is.
