Burruss inmate
charged with
assault and
gang activity
A 23-year-old inmate and gang
member at Burruss prison in For
syth was charged on April 8 with
restraining another inmate while
other inmates beat him and poured
water on his face in 2019.
According to the warrant, Jamel
Brewer assisted other inmates in
restraining another inmate by bind
ing his hands and feet with belts
on Dec. 19,2019, at the Burruss

him with his hands and feet, and pouring water on
his face and down his nose while he was restrained
on the floor. The victim was informed by the aggres

to a gang member in another prison. He is charged
with false imprisonment, aggravated assault and

transaction. According to
the minutes, commission
ers apparently never voted
officially to declare the
property surplus, nor voted
to accept or reject the lone
bid. Commissioner George
Emami writes on page 5A
of this week that commis
sioners cannot remember
exactly what happened but
they think they mistakenly
voted in closed session.
District attorney Jona
than Adams said that the
law requiring 15 days
notice doesn’t include a
consequence if that law is
broken. He said someone
with legal standing could
file a suit to force the sale
to be vacated, and said the
county would potentially
be liable for any dam
ages. He also said that
commissioners, now that
they realize they made a
mistake, could file a “quiet
title” allowing anyone who
objects to the sale to protest
it. Adams said grand juries
can look at county govern
ment if they think there’s
mismanagement. He said if
this was a one-off mistake,
he doesn’t think a grand
jury would care. But if
more information came out
that there’s a pattern of mis
conduct or malfeasance,
a grand jury may want to
look at it.
While the land sale hap
pened last July, the Re

until last Monday, April 4.
Woodford apparently
wanted the land, which
includes a pond, for duck
hunting while Jarrell,
owner of Gro Green silt
fence maker in the adjacent
plant, reportedly wanted
part of it for his business.

“Land in Monroe County is
generally worth a lot more
than $1,000 per acre.”
The property has about
3,500 feet, well over half a
mile, of river frontage, but
the water treatment pond
would make it harder to
develop. The settlement
pond is about 15 acres.
Commissioners had
bought the property
from the Monroe County
Development Authority in
2009 for $750,000. Com
missioners were hoping to
rehabilitate a dormant wa
ter treatment plant on the
property and to withdraw
water from the adjoining
Ocmulgee River to develop
the county’s own water
source. However commis

it would be too expensive

and that the state permit to
withdraw water from the
river isn’t easy to obtain.
The property also needed
cleaning up.
In September 2020 the
county had advertised to
auction off old equipment
on the property. The coun
ty reportedly raised about
$15,000 from that auction.
Then last year, sources say
the buyers approached the
county and commissioners
agreed to sell the land.
