Background
Monroe County is in the pro
cess of preparing improvement/
new construction for the Monroe
County Animal Services. The
County is seeking a general con
tractor with broad experience to
provide design and construction
management for this project that
will utilize funds primarily for
2020 Bonds. All project activi
ties will be coordinated with Ray
White, Monroe Building Mainte
nance Supervisor, or his designee,
on behalf of the Monroe County
Board of Commissioners.

Monroe County Animal Services
Scope
Monroe County operates the
Monroe County Animal Servic
es, located at 157 L. Cary Bittick
Drive, Forsyth, GA. 31029. The
initial work documents required of
the selected individual or firm will
consist of building of re-enforced
block walls for a 10’ x 12’ addi
tion to the existing structure with
an attached 5’ x 12’ covered patio.
This addition will be used for cold
storage of deceased animals and
food storage. The attached patio
will be for the placement of an ani
mal incinerator. These documents
must be prepared in close com
munication with Monroe County.
The general contractor manag
ing the building addition will be
responsible for assuming design
and construction risk from the
owner. Monroe County expects
an emphasis on cost control under
this project. The contact for the

The following must be provided at
a minimum:
1. Pre-construction assessment
of facility needs, site surveys (as
needed), and the community’s
project-specific goals.
2. Development of preliminary
building drawings into detailed
building design and schemat
ics. This process should result
in a guaranteed maximum price
for Monroe County, a set project
schedule and final contract draw
ings.
3. The securing of all necessary
permits and clearances as appli
cable to comply with state and
federal mandates. Plans and deign
drawings should reflect current
design standards.
4. Job site preparations and selec
tion of all appropriate subcontrac
tors and quality vendors of build
ing materials.
5. Complete construction man
agement services including su
pervision/administration of con
struction, review, and submission
of payment requests, change or
ders, and other coordination with
the construction team, including
all subcontractors.
6. Construction close-out, final
inspection, project certification,
and coordination with Monroe
County to ensure.

the projects.
2. Your individual or firm’s prior
experience with Monroe County.

3. At a minimum, the individual

vide the following information:
a. A brief history of the individual
or firm and principal personnel
including resumes of the princi
pals.
b. The length of time the indi

c. The name(s) and professional
experience of the individual or
firm’s key personnel who will be
assigned to this project. Firm
must also state how much direct
experience the personnel assigned
to this project has had with similar
projects.
d. Cost schedules for general ser
vices, in addition to cost schedules
for additional services.
e. Fees for reimbursable expenses,
if applicable.

vide a sample professional services
contract.
g. A proposed plan to implement
the project.
h. A written release authorizing all
investigations necessary.
Selection
Procedures for selection of an
individual/firm will be in accor
dance with the RFB package and
local procurement requirements.
Past performance on other proj
ects may be assessed in terms of
timeliness, completing within
budget, and other factors.
The successful respondent will
be notified by telephone and in
writing following approval by the
Monroe County Board of Com
missioners.

Notice is hereby given in compli
ance with Georgia Code 22-2-109
and 32-3-5 that the Georgia De
partment of Transportation has
approved the Location and Design
of this project.
The date of location and design
approval is: May 25, 2022
The proposed railroad crossing
improvement is located in un
incorporated Smarr, Georgia, in
Georgia Militia District (GMD)
554. The project will include rail
road crossing and intersection
improvements at Rumble Rd at
NS #718345H and also at SR 19/
US 41 along with Evans Road and
Gose Road The railroad crossing
at Rumble Road will be closed
and Evans Road will be extended
across the railroad tracks to in
tersect perpendicular to SR 19/
US 41 improving sight lines. New
railroad warning devices, new gate
arms, roadway improvements,
new signing and refreshed pave
ment markings will be included.
These improvements span approx
imately 1000-feet along Rumble
Road and traffic will be main-
