Background:
Monroe County is in the process
of preparing new construction for
a Records Storage Building. The
County is seeking a general con
tractor with broad experience to
provide design and construction
management for this project that
will utilize funds primarily for
2020 Bonds. All project activi
ties will be coordinated with Ray
White, Monroe Building Mainte
nance Supervisor, or his designee,
on behalf of the Monroe County
Board of Commissioners.

Purposes
Records Storage Building
Scope:
Monroe County owns a 125” x
212’ lot within the city limits of
Forsyth, GA., referenced as Parcel
No. F27 043 with a physical ad
dress of 60 West Chambers Street,
Forsyth, GA. 31029. The County
envisions a Record Storage Build
ing, 40’ x 60’, for the storage of files
from the Superior Court, the Sher
iff’s Department, and Administra
tion. The initial work documents
required of the selected individual
or firm will consist of initial build
ing fit-for-purpose for record stor
age, built from re-enforced block
walls, no windows, double-doors,
10’ walls, sprinkler system, HVAC
system, no bathrooms, and a
small equipment room, and corre
sponding site work. These must be
prepared in close communication
with Monroe County. The general
contractor managing the design-
build process will be responsible
for assuming design and construc
tion risk from the owner. Mon
roe County expects an emphasis
on cost control under this proj

Design-Build Services:
The following must be provided at
a minimum:
1. Pre-construction assessment
of facility needs, site surveys (as
needed), and the community’s
project-specific goals.
2. Development of preliminary
building drawings into detailed
building design and schemat
ics. This process should result
in a guaranteed maximum price
for Monroe County, a set project
schedule and final contract draw
ings.
3. The securing of all necessary
permits and clearances as appli
cable to comply with state and
federal mandates. Plans and deign
drawings should reflect current
design standards.
4. Job site preparations and selec
tion of all appropriate subcontrac
tors and quality vendors of build
ing materials.
5. Complete construction manage
ment services including supervi
sion/administration of construc
tion, review, and submission of
payment requests, change orders,
and other coordination with the
construction team, including all
subcontractors.
6. Construction close-out, final
inspection, project certification,
and coordination with Monroe
County to ensure.

double-doors, 10’ walls, HVAC
system, male/female bathrooms, a
small office, a general storage clos
et, and corresponding site work.

Terms of the Contract will be as
follows:
Proposal shall reflect a monthly
fee which includes all labor, pine
straw, herbicides, flowers, and
fertilizer to be used at both sites.
Contractor will be paid the same
amount each month,
therefore, contractor should pro
rate all materials and labor into a
monthly fee.
Contract will be for one (1) year.
The County reserves the right to
terminate the contract at any time
if the terms of the contract are not
honored or requirements are not
completed to the County’s satis
faction.
Scope of Work: THERE WILL
BE A MANDATORY PRE-BID
MEETING JUNE 17, 2022; AT
10:00 A.M. The location will be

All proposals must be represented
at the mandatory pre-bid confer
ence in order for their bid to be
accepted.
LANDSCAPING GUIDELINES
The following guidelines should
be used when submitting your
proposal for annual contract:
1. Mo wing all turf area weekly dur
ing growing season (April-Octo-
ber) and as needed during Winter
months to maintain an attractive
turf.
2. Trimming out (weed-eating) all
turf areas on same interval
3. Edging all walks, curbs, beds,
etc. on the same interval
4. Blow off all hard surfaces on
same interval and to include sev
eral times during the Winter sea
son when needed
5. Removing all fallen limbs, trash
and weeds on same interval
6. Pruning all shrubs as needed,
according to standards
7. Fertilize turf three (3) times and
shrubs twice a year
8. Apply pre-emergence herbicide
and post herbicide twice a year
9. Remove or mulch leaves as
needed
10.Supply and install pine straw
mulch once per year in all beds
(mulching material shall be ap
plied at a thickness of three (3)
inches
11.Vendors will be responsible
for disposing of clipping, leaves,
limbs, and debris from the county
property

High Falls Fire Station
Scope
Monroe County purchased the
Falls View Restaurant, a 6,859 sq.
ft. building located on 2.87 acres,
adjacent to the High Falls State
Park. The initial work documents
required of the selected individual
or firm will consist of initial build
ing fit-for-purpose renovation
to NFPA standards with living
quarters for six first responders
with bathroom/shower facilities,
kitchen facilities, and dayrooms
plus conversion of existing rooms
for community activities, addi
tion of a re-enforced block walls,
or steel construction to specified
height three-bay apparatus de
sign, and corresponding site work
for apparatus ingress and egress,
and parking. These must be pre
pared in close communication
with Monroe County. The general
contractor managing the design-
build process will be responsible
for assuming design and construc
tion risk from the owner. Mon
roe County expects an emphasis
on cost control under this proj
