Shirley Garmon
March 21, 1953 - June 28, 2022
On the early morning of June 28,2022,
Shirley Garmon, gained her angel wings.
Her and her husband had recently
moved to High Falls from Lakeland, Fla.,
to be back home in Georgia, and closer
to their children and grandchildren.
Shirley was born March 21,1953 to
Caesar Barbier and Gertrude Leger
Barbier, and was raised in Rayne, La. She
was very proud of her French cajun language and heritage.
Shirley was a very loving Mother, Grandmother, Sister,
Friend and Wife. She enjoyed fishing, gardening, cook
ing, birdwatching, needlework, and most of all, spending
time with her children and grandchildren. Bookkeeper by
trade, she was an award-winning cook, and the Founder/
Owner of the Former "Barbier's Taste of Louisiana" Cajun
Restaurant in Greensboro.
She is survived by her husband, Anthony Ray "Tony"
Garmon; daughter, Elizabeth Constantin; sons, Jacob
Constantin (Carol), and Arthur Constantin; many grand
children, sisters and brothers.
Her private wishes were for cremation, without public
viewing or memorial.
Many thanks go to Pine Pointe Hospice Facility in
Macon, and Prayers for the
Family are greatly appreci
ated.

LANDFILL
Continued from Front
the county and obtained by
the Reporter show that Pat
Barber of Acer Environ
mental applied for the re
zoning. A plant to convert
waste to energy would be
built on about 15 acres and
a composting facility would
use another 5 acres. The
plant would be powered by
a concentrated solar farm,
whose equipment looks
like a giant satellite, ac
cording to the application.
Plans show the property
would include composting
and recycling elements, a
leached tank, scrubbers
and biofilters. The facil
ity would have about 30
tractor trailers visiting per
day and would require a
stoplight at the corner of
Johnstonville and English
roads, said the application.
The plant would have 50 to
100 employees and would
generate $500,000 per year
in taxes for the county
government, said the ap
plication.
The applicant cited the
following benefits of the
plant: high-paying, ongoing
jobs in green energy, green
energy for the grid, only a
“minor source” of emis
sions, establish Monroe
County as a leader in the
green energy movement
and a substantial contribu
tion to taxes. Barber noted
the project would have to
seek an EPD permit once
the county approves the
rezoning.
The Newton Timber
property is just east of the
1-75 split, across the inter
state from the giant H & H
Timberlands tract recently
annexed by the city. It’s
unclear whether Trilogy
would try to annex the
property into the city if the
county rejects the rezoning
application.
County commissioner
John Ambrose said he’s
curious to find out more
about the proj ect before rezoning advertisements
he weighs in on it. The for it and other applications
project came to light after that will be heard. They can
the county placed required be found on page D4.
