Monroe County Schools
held a public hearing on its
2022-23 budget as part of a
called Board of Education
meeting on June 30. No
one attended the hearing
other than BOE members
and school administrators
who had heard the infor
mation on the budget at the
regular monthly meeting
on June 14.
Chris Johnson, director
of finances, was prepared
to make a presentation and
answer questions but didn’t
do so because of the lack of
interest. He explained that
law requires that two public
hearings be held for input
from citizens. He said there
had been no changes in the
preliminary budget since
June 14.
The second public hear
ing will be on Tuesday, July
19 at the regular July BOE
meeting, which begins at
5:30 p.m. at 25 Brooklyn
Ave., Forsyth. The board
will then vote on whether
to approve the proposed
budget at that meeting. The
budget will be reviewed
and amended in August
and September as infor
mation becomes available
from the local tax digest,
and the board will set the
millage rate for 2022 prop
erty taxes.
The proposed general
fund budget is $50,367,589,
anticipating $27.5 mil
lion from local revenue,
$22.8 million from state
revenue and $56,000 from
federal funds. Monroe
County Schools anticipates
$875,608 in state funds
for PreK and $7.4 million
in other federal funds. Of
general fund expenditures,
$32 million are for instruc
tion.
budget tops $50 million for 2023
The budget also includes
$6 million for capital
projects, which primar
ily comes from ESPLOST,
and $1.9 million for debt
service.
The fiscal year 2023
general fund budget of
$50.4 million represents
an increase of $4.1 million
over the FY 2022 budget of
$46,266,076.
There is an increase
of $445,000 in required
contributions to Teach
ers Retirement (increas
ing from 19.81 to 19.98
percent), $198,000 to add
six bus drivers, $80,000
to add a transportation
administration employee
and $196,000 to offer a 6
percent VALIC retirement
contribution match to
employees not eligible for
Teacher Retirement.
The FY23 budget includes
the state $2,000 annual
increase in teacher pay and
$2,000 to the administra
tive pay scale. It includes a
10.8 percent increase in pay
for paraprofessional and
custodial employees and
a 5.4 percent increase for
most other non-certified
employees. It includes
expenses for the contract
with ESS to handle substi
tute teacher staffing and an
additional school resource
officer position as re
quested by Monroe County
Sheriff s Office. There are
funds for new teacher and
administrative support
positions if required by an
increase in students.
After declaring the public
hearing closed, the board
held a closed door session
for personnel. The board
approved hiring two media
clerks for Mary Persons:
Makenzie Page and Zhareia
Smith; a custodian at Mary
Persons, Christy East; a
paraprofessional at Mary
Persons, Mequanita Battle;
a custodian at Hubbard
Elementary, Tracy Tapia; a
bus driver, Brandi Lovins;
and a lay volleyball coach,
Stacey Lavinka.
On July 12, Monroe
County School Systems
website shows it is still
seeking four teachers at
Mary Persons, one teacher
at Monroe County Middle
School, one teacher at T.G.
Scott Elementary, a food
service worker, a mainte
nance/custodial worker, a
school nurse and five sup
port staff (bus driver, bus
monitor, special education
paraprofessionals at Mary
Persons and K.B. Sutton
Elementary and media as
sistant at Mary Persons).
Superintendent Dr. Mike
Hickman said he received
data on the 2022 Milestone
tests for 3rd-8th grade and
is pleased with how Mon
roe County students tested.
He said the scores are well
above the state averages,
and the state averages are
above the RESA (regional
group of school systems)
averages. Hickman said the
8th grade did especially
well.
Hickman said the team of
citizens who will promote
ESPLOST on the Novem
ber ballot is meeting and
planning. He said it will
make a video with students
and staff.
The Teacher Induction
Program for teachers and
paraprofessionals new to
Monroe County will begin
Monday, July 19 with
school board members
invited to breakfast with
the new employees. The
kickoff program for all
school employees will be at
the Monroe County Fine
Arts Center on Thursday,
July 28 at 2 p.m. The first
day of school for students is
