AGE DESIGN-BUILD PROCESS
FOR SMARR FIRE STATION PROJECT
BACKGROUND
Monroe County is in the process of
preparing new construction for the
Smarr Fire
Station. The County is seeking a gen
eral contractor with broad experience
to provide design and construction
management for this project that will
utilize funds primarily for 2020 Bonds.
All project activities will be coordinat
ed with Ray White, Monroe Building
Maintenance Supervisor, or his desig
nee, on behalf of the Monroe County
Board of Commissioners.
PROJECT TITLE FOR IDENTIFICA
TION PURPOSES
SMARR FIRE STATION
SCOPE
Monroe County is in the acquired 4
acres of land on the east side of Ray
Hartley Road, donated to Monroe
County by Oglethorpe Power Corp.
The initial work documents required
of the selected individual or firm will
consist of initial building fit-for-pur-
pose, approximately 6,000 sq. ft., to
NFPA standards with living quarters
for six first responders with bathroom/
shower facilities, kitchen facilities, and
dayrooms, addition of an re-enforced
block walls to specified height extend
ed three-bay apparatus design, and
corresponding site work for appara
tus ingress and egress. These must be
prepared in close communication with
Monroe County. The general contrac
tor managing the design-build process
will be responsible for assuming design
and construction risk from the owner.

DESIGN-BUILD SERVICES
THE FOLLOWING MUST BE PROVID
ED AT A MINIMUM:
1. Pre-construction assessment of facil
ity needs, site surveys (as needed), and
the community’s project-specific goals.
2. Development of preliminary build
ing drawings into detailed building
design and schematics. This process
should result in a guaranteed maxi
mum price for Monroe County, a set
project schedule and final contract
drawings. 3.The securing of all neces
sary permits and clearances as appli
cable to comply with state and federal
mandates. Plans and deign drawings
should reflect current design stan
dards. 4.Job site preparations and se
lection of all appropriate subcontrac
tors and quality vendors of building
materials. 5.Complete construction
management services including super
vision/administration of construction,
review, and submission of payment
requests, change orders, and other co
ordination with the construction team,
including all subcontractors.
6. Construction close-out, final inspec
tion, project certification, and coordi
nation with Monroe County to ensure.

PROPOSAL CONTENTS
Responses are to be returned to Mon
roe County Purchasing where an ini
tial evaluation of the proposals will
be completed. Those evaluations will
be submitted to the Monroe County
Board of Commissioners for final se
lection. Respondents are requested to
include letterhead pages immediately
behind the cover letter that briefly, di
rectly, and exactly answers the follow
ing evaluation questions: l.Your indi
vidual or firm’s experience, particularly
with projects similar to this one. Please
refer to specific pages in the proposal
that answer each category of experi
ence. References must include the
names and telephone numbers of lo
cal governments, personnel involved,
and a brief description of the projects.
2.Your individual or firm’s prior expe
rience with Monroe County. Please
refer to specific pages in the proposal
that answer each category of experi
ence. 3.At a minimum, the individual
or firm’s proposal should also provide
the following information: a.A brief
history of the individual or firm and
principal personnel including re
sumes of the principals. b.The length
of time the individual or firm has been
providing the specific kind of design-
build construction delivery services
requested herein. c.The name(s) and
professional experience of the indi
vidual or firm’s key personnel who will
be assigned to this project. Firm must
also state how much direct experience
the personnel assigned to this project
has had with similar projects. d.Cost
schedules for general services, in ad
dition to cost schedules for additional
services. e.Fees for reimbursable ex
penses, if applicable. f.The individual
or firm must provide a sample profes
sional services contract. g.A proposed
plan to implement the project. h.A
written release authorizing all investi
gations necessary.
SELECTION
Procedures for selection of an indi
vidual/firm will be in accordance with
the RFQ package and local procure
ment requirements. Past performance
on other projects may be assessed in
terms of timeliness, completing within
budget, and other factors. The suc
cessful respondent will be notified by
telephone and in writing following ap
proval by the Monroe County Board of
Commissioners.

The Project consists of installing two
owner supplied Master Combination
Meters. Contractor to furnish and in
stall associated vaults, valves, fittings &

connections to the existing water sys
tem at SRI 8/Dames Ferry Road and at
Christian Road. The Contract Time
is 60 calendar days for the project.
Liquidated damages in the amount of
$200.00 shall be assessed for each day
the work extends beyond the Contract
Time. The work will be awarded in
one Contract on the basis of the to
tal sum bid for the construction of all
utilities and associated work as noted
in the Measurement and Payment sec
tion of the Contract. Any Contractor
performing the proposed work must
be a licensed utility contractor by the
State of Georgia. License numbers are

Sealed Proposals for furnishing all
materials, labor, tools, equipment and
appurtenances necessary to complete
the SITE WORK for the New DRIVER
SERVICES CENTEr located on Indus
trial Park Drive in Forsyth, Monroe
County, GA (the “Project”) will be
received by the Monroe County In
dustrial Development Authority (the
“Owner”) at their office located at 199
E. Main Street, Forsyth, GA 31029
until 2:00 P.M., Friday, November 11,
2022 at said office. The Project consists
of furnishing all labor and materials
required for the Site Work for the New
Driver Services Center, including but
not limited to grading, drainage, ero
sion control, concrete sidewalks and
curbs, hot mix asphalt paving, utilities
and landscaping. The Site Work Project
will be awarded in one contract.
Basis for Award: The Owner will award
the Contract in accordance with the
following procedure. The Owner will
first eliminate from consideration all
proposers who are not “responsive”
and “responsible”. The Owner will
deem all remaining proposers to be
reasonably susceptible of being select
ed for award, and may give such pro
posers an opportunity to participate in
discussions, negotiations and revisions
of their proposals (including the terms
and conditions of the Contract), in
order to obtain their best and final of
fers; provided that the Owner reserves
the option to select the successful re
maining proposers from the submittals
without engaging in such discussions,
negotiations and revisions. If only a
single proposer remains, the Owner
will deem and determine (in writing)
its offer to be most advantageous to the
Owner, and, subject to its right to reject
any such proposal or engage in further
discussions, negotiations and revisions
with said proposer, will award the Con
tract to such proposer.
Evaluation Factors: The RFP contains
certain “Evaluation Factors”, as well
as related weighting indicating the
relative importance of the Evaluation
Factors, The Owner may assign to each
proposal up to the maximum number
of points indicated for each Evaluation
Factor based upon a Scoring Matrix
(which is available for review), rely
ing on its review of each proposer’s
proposal, and will then multiply each
respective number of points by the
weight specified for the respective
Evaluation Factor. Subject to its right
to reject such proposal, the Owner will
then make an award to the responsible
and responsive proposer whose pro
posal is determined in writing to be
the most advantageous to the Owner,
taking into consideration these Evalu
ation Factors; i.e., the top scoring pro
posal. The Evaluation Factors shall be
the basis on which the award decision
is made. The Owner’s contract file shall
indicate the basis on which the award
is made. The Proposal Documents
include, but may not be limited to, the
Instructions to Proposers, the Contract
Agreement, the General Conditions,
the Drawings, the Specifications and
forms of Proposal Bond, Performance

contractor should prorate all materials
and labor into a monthly fee. • Contract

tract are not honored or requirements
are not completed to the County’s sat
isfaction.

LANDSCAPING GUIDELINES
The following guidelines should be
used when submitting your proposal
for annual contract: 1.Mowing all turf
area weekly during growing season
(April-October) and as needed during
Winter months to maintain an attrac
tive turf. 2.Trimming out (weed-eat
ing) all turf areas on same interval
3.Edging all walks, curbs, beds, etc.
on the same interval 4.Blow off all
hard surfaces on same interval and to
include several times during the Win
ter season when needed 5.Removing
all fallen limbs, trash and weeds on
same interval 6.Pruning all shrubs as
needed, according to standards 7.Fer-
tilize turf three (3) times and shrubs
twice a year 8.Apply pre-emergence
herbicide and post herbicide twice
a year 9.Remove or mulch leaves as
needed 10.Supply and install pine
straw mulch once per year in all beds
(mulching material shall be applied at
a thickness of three (3) inches 11. Ven
dors will be responsible for disposing
of clipping, leaves, limbs, and debris
from the county property
