S.C. man takes swing
at Monroe County deputy

A South Carolina man
took a swing at a deputy
at the rest area on 1-75 S
Oct. 28 and
wound up in the
Monroe County
Jail. According
to the incident
report, Sgt.
Thomas Haskins
saw a white 2014
Fiat Freemont
parked in the
parking lot with
a cardboard
license plate that read “tag
stolen”. When Haskins went
to check the VIN on the
car, he noticed 44-year-old
Larry Chappell Jr. of Pied
mont, S.C. asleep in the
rear seat. Haskins knocked
on the window, woke up
Chappell and had him exit
the vehicle. At first, he said
his name was James Chap
man but when Haskins
found the name wasn’t on
file, Chappell gave his real
name. After running this
information, the sergeant
learned he was wanted out
of South Carolina and had
a suspended license.
Haskins told Chappell to
face away from him and
place his hands
behind his back.
Chappell then
started resisting
saying, “I can’t go
to jail”. After he
continued resist
ing, Haskins drew
his taser and told
him to get on the
ground. After re
fusing to comply he
was tased in the chest and
left arm which proved to be
ineffective.
Chappell then took off
running toward the rear of
the rest area with Haskins
close behind. The sergeant
caught him and grabbed
him by the shirt and Chap
pell swung at him with
a closed fist but missed.
Chappell then put his
hands up in a fighting posi
tion, and Haskins dazed
him by punching him twice
in the face.
Chappell then took off
running again and when
Haskins caught up to him
sprayed pepper spray in
his face which did nothing.
Chappell then ran again
but fell to the ground.
Haskins got on top of
Chappell who now seemed
unconscious, handcuffed
him and called EMS. When
EMTs arrived, they loaded
him in an ambulance and
took him to the Monroe
County Hospital. He was
charged with giving false
information, obstruction,
driving without a license
and tag requirements. Sev
eral hypodermic needles
were found in the Fiat
before it was towed.
The attack comes just
days after deputy Cody
Maples was allegedly as
saulted by Rodney Mayes
after he threatened to kill
the owners of Monroe
County Memorial Chapel
last Tuesday.

A counselor at Hubbard
Elementary said the boy
has had 13 absences and
they haven’t been able
to get in touch with his

She also said the school
sends food bags home with
the boy on the weekends to
make sure he has some
thing to eat.
Forsyth man causes
wreck after taking
medication
A 52-year-old Juliette
man was arrested after he
was in an accident involv
ing a red 2001 Toyota Tun
dra and a black 2015 Jeep
Patriot on Oct. 20 around
5:30 a.m.

was dispatched to Hwy. 83
N at Gilmore Road regard
ing a motor vehicle crash
and found the at-fault driv
er appeared to be under
the influence of some sort
of narcotic with slurred
speech, glossy eyes, trouble
remembering, and trouble
explaining the crash.
Weaver took the man to
the passenger seat of his pa
trol vehicle where the man
said that he had become
lost and was looking for
Hwy. 87 which is where he
lives.
He said he was on he is
on four different medica
tions and that he last took
it around five hours before
the collision. He denied any
illegal narcotic and alcohol
consumption. He added
that he has been away for
two days with only a couple
of hours of sleep and
agreed to sobriety testing.
He failed the eye test and
the walk and turn, and
one-leg stand tests were not
performed due to age and
health-related problems.
He was cited for DUI-
refusal, failure to maintain
lane and driving without
a license and taken to jail.
Dogs in the man’s car were
turned over to animal
control.

Culloden motorcyclist hospitalized
A Culloden motorcyclist was hospitalized after his Harley collided with a 2014 Ford F-150
Supercrew at the intersection of Lower Thomaston Road and Hwy. 74 around 5:15 p.m.
on Oct. 31. According to the sheriff's report, Jake Dylan Sisemore, 25, of Culloden told
deputy Cody Maples he was traveling east on Hwy. 74 when the pickup pulled into the
intersection causing an unavoidable collision. The driver of the F-150, Tommy Bass, 51, of
Forsyth said he was turning west onto Hwy. 74 from LowerThomason Road when Sisemore
approached on the bike at a high rate of speed and was unable to stop, hitting his truck.
Skid marks revealed the motorcycle was speeding and caused the collision. Sisemore was
taken to Atrium by the Monroe County EMS. At left, deputy Jaleel Brown works the wreck

One Percent Special Purpose
Local Option Sales Tax for
Education

Shall a special one percent sales and use tax for educational purposes be continued
in Monroe County for a period not to exceed twenty (20) calendar quarters
beginning upon expiration of the sates and use tax for educational purposes
presently in effect, and for the purpose of raising not more than $39,500,000 of net
proceeds by said tax, which net proceeds shall go to the Jvlonroe County School
District for the purpose of (i) acquiring miscellaneous new equipment, fixtures and
furnishings for the school system, including technology equipment, software and
safety and security equipment; (ii) adding to, renovating, repairing, improving, and
equipping existing school buildings and school system facilities; (iii) acquiring band
instruments and equipment, text books and library books for the school system,
including electronic media; (iv) acquiring school buses, vehicles, and transportation
and maintenance equipment; (v) constructing and equipping new school facilities,
including instructional, fine arts 3nd athletic facilities; (vi) acquiring land for future
schools and facilities, with the maximum cost of the projects described in items (f)-
(vi) payable from said tax being $39,500,000; (vii) paying any general obligation
debt of the School District issued in conjunction with the continuation of such sales
and use tax; and (viit) paying expenses incident to accomplishing the foregoing,
If the continuation of the tax is approved by the voters, such vote shall also
constitute approval of the issuance of general obligation debt of Monroe County
School District in the principal amount of $25,000,000 for the purposes of the
Monroe County School District described in items (i)-(vi) above and for the
purpose of payment of a portion of the interest on such debt and the expenses
incident to accomplishing the foregoing,
