MONROE COUNTY INDUSTRIAL
DEVELOPMENT AUTHORITY

Sealed Proposals for furnishing all
materials, labor, tools, equipment and
appurtenances necessary to complete
the SITE WORK for the New DRIVER
SERVICES CENTEr located on Indus
trial Park Drive in Forsyth, Monroe
County, GA (the “Project”) will be
received by the Monroe County In
dustrial Development Authority (the
“Owner”) at their office located at 199
E. Main Street, Forsyth, GA 31029
until 2:00 P.M., Friday, November 11,
2022 at said office. The Project consists
of furnishing all labor and materials
required for the Site Work for the New
Driver Services Center, including but
not limited to grading, drainage, ero
sion control, concrete sidewalks and
curbs, hot mix asphalt paving, utilities
and landscaping. The Site Work Project
will be awarded in one contract.
Basis for Award: The Owner will award
the Contract in accordance with the
following procedure. The Owner will
first eliminate from consideration all
proposers who are not “responsive”
and “responsible”. The Owner will
deem all remaining proposers to be
reasonably susceptible of being select
ed for award, and may give such pro
posers an opportunity to participate in
discussions, negotiations and revisions
of their proposals (including the terms
and conditions of the Contract), in
order to obtain their best and final of
fers; provided that the Owner reserves
the option to select the successful re
maining proposers from the submittals
without engaging in such discussions,
negotiations and revisions. If only a
single proposer remains, the Owner
will deem and determine (in writing)
its offer to be most advantageous to the
Owner, and, subject to its right to reject
any such proposal or engage in further
discussions, negotiations and revisions
with said proposer, will award the Con
tract to such proposer.
Evaluation Factors: The RFP contains
certain “Evaluation Factors”, as well
as related weighting indicating the
relative importance of the Evaluation
Factors, The Owner may assign to each
proposal up to the maximum number
of points indicated for each Evaluation
Factor based upon a Scoring Matrix
(which is available for review), rely
ing on its review of each proposers
proposal, and will then multiply each
respective number of points by the
weight specified for the respective
Evaluation Factor. Subject to its right
to reject such proposal, the Owner will
then make an award to the responsible
and responsive proposer whose pro
posal is determined in writing to be
the most advantageous to the Owner,
taking into consideration these Evalu
ation Factors; i.e., the top scoring pro
posal. The Evaluation Factors shall be
the basis on which the award decision
is made. The Owner’s contract file shall
indicate the basis on which the award
is made. The Proposal Documents
include, but may not be limited to, the
Instructions to Proposers, the Contract
Agreement, the General Conditions,
the Drawings, the Specifications and
forms of Proposal Bond, Performance
Bond, and Payment Bond. Electronic
Copies of complete Proposal Docu

Each Proposal must be accompanied
by a Bid Bond in the amount of 5%
of the Contract Amount indicated in

poser as principal and having as surety
thereon a surety company licensed to
do business in the State of Georgia and
listed in the latest issue of U.S. Treasury
Circular 570. The successful Proposer
for this Contract shall be required to
furnish a Performance Bond and Pay
ment Bond, satisfactory to the Owner,
each in the amount of 100% of the
Contract Price. All necessary permits
for this project are expected to be ac
quired prior to the receipt of Proposals.
No land acquisition is required for the
project.
The Owner reserves the right to reject

LANDSCAPING GUIDELINES
The following guidelines should be
used when submitting your proposal
for annual contract: 1.Mowing all turf
area weekly during growing season
(April-October) and as needed dur
ing Winter months to maintain an
attractive turf. 2.Trimming out (weed
eating) all turf areas on same interval
3.Edging all walks, curbs, beds, etc. on
the same interval 4.Blow off all hard
surfaces on same interval and to in
clude several times during the Winter
season when needed 5.Removing all
fallen limbs, trash and weeds on same
interval 6.Pruning all shrubs as need
ed, according to standards 7.Fertilize
turf three (3) times and shrubs twice
a year 8.Apply pre-emergence herbi
cide and post herbicide twice a year
9.Remove or mulch leaves as needed
10.Supply and install pine straw mulch
once per year in all beds (mulching
material shall be applied at a thickness
of three (3) inches 11.Vendors will be
responsible for disposing of clipping,
leaves, limbs, and debris from the

TO THE QUALIFIED VOTERS OF
MONROE COUNTY SCHOOL DIS
TRICT, GEORGIA
NOTICE IS HEREBY GIVEN that
on the 8th day of November, 2022,
a special election will be held at the
regular polling places in all the elec
tion districts of Monroe County at
which time there will be submitted to
the qualified voters of Monroe County
for their determination the question of
whether a special sales and use tax for
educational purposes of one percent
shall continue to be levied, imposed
and collected on all sales and uses in
Monroe County for a period of time
not to exceed twenty (20) calendar
quarters, beginning with the calendar
quarter following the calendar quar
ter in which the sales and use tax for
educational purposes presently in ef
fect expires, and for the purpose of
raising not more than $39,500,000,
which shall go to the Monroe County
School District, for the purpose of (i)
acquiring miscellaneous new equip
ment, fixtures and furnishings for the
school system, including technology
equipment, software and safety and
security equipment; (ii) adding to,
renovating, repairing, improving, and
equipping existing school buildings
and school system facilities; (iii) ac
quiring band instruments and equip
ment, text books and library books for
the school system, including electronic
media; (iv) acquiring school buses,
vehicles, and transportation and main
tenance equipment; (v) constructing
and equipping new school facilities,
including instructional, fine arts and
athletic facilities; (vi) acquiring land
for future schools and facilities, with
the maximum cost of the projects de
scribed in items (i)-(vi) payable
from said tax being $39,500,000;
(vii) paying any general obligation
debt of the School District issued in
conjunction with the continuation of
such sales and use tax; and (viii) pay
ing expenses incident to accomplishing
the foregoing.
The ballots to be used at such refer
endum shall have written or printed
thereon substantially the following:

percent sales and use tax for educa
tional purposes be continued in Mon
roe County for a period not to exceed
twenty (20) calendar quarters begin
ning upon expiration of the sales and
use tax for educational purposes pres
ently in effect, and for the purpose of
raising not more than $39,500,000
of net proceeds by said tax, which
net proceeds shall go to the Monroe
County School District for the purpose
of (i) acquiring miscellaneous new
equipment, fixtures and furnishings
for the school system, including tech
nology equipment, software and safety
and security equipment; (ii) adding to,
renovating, repairing, improving, and
equipping existing school buildings
and school system facilities; (iii) ac
quiring band instruments and equip
ment, text books and library books for
the school system, including electronic
media; (iv) acquiring school buses, ve
hicles, and transportation and mainte
nance equipment; (v) constructing and
equipping new school facilities, includ
ing instructional, fine arts and athletic
facilities; (vi) acquiring land for future
schools and facilities, with the maxi
mum cost of the projects described
in items (i)-(vi) payable from said tax
being $39,500,000; (vii) paying any
general obligation debt of the School
District issued in conjunction with the
continuation of such sales and use tax;
and (viii) paying expenses incident to
accomplishing the foregoing.
If the continuation of the tax is ap
proved by the voters, such vote shall
also constitute approval of the issuance
of general obligation debt of Monroe
County School District in the principal
amount of $25,000,000 for the pur
poses of the Monroe County School
District described in items (i) - (vi)
above and for the purpose of payment
of a portion of the interest on such debt
and the expenses incident to accom
plishing the foregoing.
If the continuation of such tax is ap
proved by the voters, such vote shall
also constitute approval of the issuance
of general obligation debt by the Mon
roe County School District in the ag
gregate principal amount not to exceed
$25,000,000 for the purposes of the
Monroe County School District de
scribed in items (i) - (vi) above and for
the purpose of payment of a portion of
the interest on such debt and the ex
penses incident to accomplishing the
foregoing. The maximum rate of in
terest such general obligation debt will
bear is not to exceed 6.0% per annum,
and the aggregate amount of principal

Any brochures, listings, or other ad
vertisements issued by the Monroe
County Board of Education, or by any
other person, firm, corporation, or as
sociation with the knowledge and con
sent of the Board of Education, shall be
deemed to be a statement of intention
of the Board of Education concerning
the use of the proceeds of the general
obligation debt to be issued in connec
tion with the sales and use tax for edu
cational purposes.
The several places for holding said
referendum shall be at the regular and
established voting precincts of the elec
tion districts of Monroe County, Geor
gia, and the polls will be open from
7:00 a.m. to 7:00 p.m. on the date fixed
for the referendum. All polling places
will be open.
The last day to register to vote in this
referendum shall be October 11, 2022
through 5:00 p.m. Mail voter registra
tion applications must be postmarked
on or before October 11, 2022.
Those residents of Monroe County
qualified to vote at such referendum
shall be determined in all respects in
accordance with the election laws of
the State of Georgia.
This notice is given pursuant to a reso
lution of the Monroe County Board of
Education adopted on JULY 19, 2022.
