if that meant he had no
insurance, the man replied,
“Yes.” Maddox told him
to shut off the vehicle and
hand him the key.
His car was towed by
Watts Wrecker Service.
The driver was cited and
released to appear in court.
Man cited
for no insurance
Officer Richard Maddox
ran the plates on a Dodge
truck traveling north on
Lee Street at Railroad
Avenue on Oct. 23 and
learned the vehicle had no
insurance.
Maddox stopped the
car at the Dunkin Donuts
parking lot and asked if he
had insurance on his vehi
cle. The man said he should
and grabbed his cellphone.
He pulled up his Geico App
and told Maddox the policy
had been canceled. After
his truck was towed, he was
released to appear in court.
Juliette woman jailed
for DUI
A Juliette woman was
arrested for DUI on Oct.
23 after a stop by Deputy
Morgan on Smith Road
near Orchard Ridge Drive.
While speaking with
the 45-year-old woman,
Morgan could tell she was
impaired by her slurred
speech and puffy red
bloodshot eyes.
He had the woman step
out of the vehicle and have
a seat on the front bumper
of his patrol car. While
walking back to his car the
deputy saw her staggering.
After failing a sobriety
test, she was taken to the
Monroe County Hospital
to give a blood sample and
then to jail.
Three men jailed after
pursuit
A 21-year-old Greens
boro man was jailed after
he led deputies on a chase
in a gray 2012 Honda Ac
cord on Oct. 25. Sgt. Chris
Sherrell was informed that
the Honda was headed
north on 1-75 and Sherrell
spotted the vehicle at Rum
ble Road.
The car was doing well
over 115 mph, traveling
from lane to lane, with no
regard for other vehicles. A
mile up the road, Sherrell
performed a successful
RI.T. maneuver and ended
the pursuit. The driver was
then taken into custody
without incident. His two
male passengers were also
arrested on warrants.
Michigan man
eludes deputies
A 28-year-old Ben
ton Harbor, Mich, man
wearing black glasses
was staring at Sgt. Kevin
Williams through the
mirror of a 2022 Chrysler
Pacifica as the sergeant
approached after stopping
him at the North Lee Street
exit on 1-75 S for failing to
maintain lane on Oct. 25.
Just as Williams reached
the rear of the vehicle, the
28-year-old driver sped off
and turned right on Collier
Road.
Williams ran back to his
patrol car and was soon
involved with a chase
exceeding 100 mph down
Collier Road. The van was
passing vehicles in a no
passing zone as it contin
ued to race towards Smith
Road where it failed to stop
at the stop sign and turned
north on Smith Road.
The chase continued at 90
mph until the driver turned
onto Mandy Lane where he
did a U-turn and headed
back towards Williams. The
sergeant tried to position
his patrol vehicle to stop
the pursuit as the Chrysler
accelerated towards him,
but the last moment, the
vehicle darted towards the
woods striking a trashcan,
going around Williams and
narrowly missing his patrol
vehicle.
Williams continued to
travel towards Johnston-
ville Road looking for the
van until Lamar County
deputies found the vehicle
in a vacant lot backed in
under a shed. The van was
unoccupied.
Williams deployed his
K-9 but was unable to
locate the suspect.
Deputies ran the VIN
number on the van, and it
came back as stolen out of
Texas.
The driver was identified
by documents and pho
tos found in the Chrysler
and warrants were sought
against him for fleeing,
aggravated assault on a
peace officer, and theft by
receiving.
He was also cited for
failure to maintain lane,
passing in a no passing
zone, speeding (2 charges),
driver to exercise due care,
reckless driving, aggressive
driving, tag violation, and
failure to stop at a stop sign.
Man arrested for vio
lating bond condition,
girlfriend has warrant
A woman called 911 on
Oct. 26 with the report
that she had witnessed a
man in a black hoodie and
a woman screaming at
each other in the middle of
Blount Road. When deputy
Corbin Becelia arrived,
he found a 23-year-old
Jackson man fitting the
description, but no woman
was around.
The man told Becelia
that he and a 21-year-old
Forsyth woman had been
seeing each other for a
while and got into an argu
ment. He said he never hit
her but was trying to stop
her from hitting him and
hitting herself.
He was placed in the back
of Becelia’s patrol unit while
he watched video made by
the complainant showing
the couple in an intense
argument. No physical con
tact was seen, but both the
man and the woman have
bond conditions to have no
contact with one another.
The man was then cuffed
and taken into custody by
the jail staff for violation
of his bond condition. The
woman has an active war
rant for the same charge.
Man thought to be
impaired arrested for
license suspension
A man was stopped in
a green Toyota after he
pulled into the Dunkin
Donuts parking lot for
suspicion of impairment
by officer Richard Maddox
on Oct. 27. When Mad
dox asked for his license,
he handed the officer a
drivers license that had
been suspended by Penn
sylvania. The man didn’t
seem impaired to Maddox,
but did seem directionally
challenged. He was arrest
ed and turned over to jail
personnel.
Road safety check
nets drug arrest
A 31-year-old man from
Ferndale, Mich, man was
caught with drugs and
contraband in his BMW at
a sobriety checkpoint on
Johnstonville Road.

at the Johnstonville exit
on 1-75 S on Oct. 28 and

and asked for his license, he
could smell the strong odor
of marijuana and asked if
there was any in the vehi
cle. The man admitted that
it was in the trunk and the
deputy had him pull over
to the shoulder for a search.
Twelve THC pens and
seven individual bags of
marijuana were found in a
suitcase in the trunk. The
man told Weaver marijua
na is legal in Michigan and
the deputy told him it was
still illegal in Georgia. He
was then handcuffed and
turned over to the trans
port unit. He was cited
for possession and use of
a drug-related object and
a warrant was issued for
marijuana possession. The
BMW was released to a li
censed passenger. Deputies
noted that the offender was
very professional and re
spectful to law enforcement
throughout the encounter.
DUI arrest made
at checkpoint
An Atlanta man was ar
rested for DUI and posses
sion of drug-related objects
on Oct. 28. Deputy Justyn
Weaver was taking part in
a sobriety check set up at
the southbound Johnston
ville Road exit when the
35-year-old man rolled up
in a silver 2003 Chevrolet
Impala smelling faintly of
marijuana.
Weaver noticed the
drivers eyes were glossy
and he was slow answering
questions.
The man said he had
been drinking and had
used marijuana the night
before but the deputy could
smell alcohol while speak
ing with him.
After agreeing to and
failing a sobriety test, and
receiving high readings for
alcohol on a breathalyzer
and blood tests, he was
taken to jail.
Anonymous caller re
ports unlicensed driver
An unlicensed driver was
jailed by Forsyth officer
Jerry Rafferzeder on Oct.
29 after an anonymous per
son contacted him and told
him the female driver of
a red 2014 Dodge Charge
had no license.
Rafferzeder spotted the
vehicle passing while he
was exiting the Hwy. 42
interstate ramp and made
the stop. He cuffed her and
took her to the detention
center.
Husband has warrants
for aggravated stalking
A woman told deputy
Justin Ramsey in the lobby
of the sheriffs office on
Oct. 31 her husband had a
no contact bond condition
but has been sending her
text messages on several
occasions. She said he had
been recently arrested
for a domestic violence
incident and that she had
never called him back.
Ramsey sought warrants
against him for aggravated
stalking.
Fla. woman found
passed out in High
Falls, jailed for DUI-
drugs
The subject of a BOLO,
an orange 2018 Subaru,
driven by a 45-year-old
Jacksonville, Fla. wom
an, was found by deputy
Enrique Hogan at the High
Falls Hideaway on Oct. 31.
A caller said the hatchback
with a Florida tag had been
failing to maintain its lane
on 1-75 N near the weigh
station.
Hogan found the driver
was passed out behind the
wheel and knocked on the
drivers window. The wom
an then woke up startled
to see the deputy staring
down at her.
When Hogan asked for
her license, she began look
ing for it inside a Buccee’s
box that contained food.
She then looked inside a
large purse that was sitting
on the front passenger seat.
After a couple of min
utes, she finally found her
license inside a small pink
purse.
Hagan asked the woman
to step out of the Subaru
and walk to the rear of her
car and noticed she seemed
to be moving so uncon
trollably it was difficult for
her to stand in one spot.
Hogan then put her back
inside her vehicle while he
checked her license. After
check through the Georgia
Crime Information Center
showed negative results
for the driver, the deputy
released her to drive.
When she tried to drive
onto High Falls Rd, she
turned into the opposite
lane of travel heading west.
Hogan immediately pulled
her over and deputy Joshua
Warren arrived to perform
a field sobriety test.
The woman told the
deputies that she would not
pass the test based on her
medical condition and the
fact that she had been up
driving from Florida since
4 a.m.
She said had taken her
prescribed medication
of Xanax for her nerves.
When asked what medical
condition she had, she
could not remember. She
was cited for DUI-drugs
and taken to jail where she
soon bailed out.
Man said he was play
ing around after arrest
for battery on wife
A 42-year-old man was
arrested for battery after an
incident at Burger King on
North Lee Street on Oct.
31. Cpl. Bruce Hughley,
Jr. was dispatched to the
restaurant where he spoke
with a woman who said
that her husband had fol
lowed her to her daughters
job at the store. She said she
was in the parking lot when
he pulled up next to her
and said he wanted to talk.
He then got out and pulled
her by the hair and shoul
ders out of her vehicle.
Her daughter ran outside,
and the man drove off in a
Buick Encore.
Hughley later found him
at Americas Best Value
Inn, and he told the officer
he met his wife at the
Hampton Inn and gave her
a ride to Burger King. He
admitted to pulling her out
of her car but said that they
were playing around. He
was taken to the Monroe
County Jail for booking
and warrants were taken
out against him.
Jackson man
charged with meth
A man wanted out of
Florida was spotted in a
green 1997 Nissan pickup
truck not wearing a seatbelt
on Frontage Road near the
KOA Campground on Nov.
1 and was later arrested
for possession of metham-
phetamine. The 37-year-
old Jackson man was told
state law required him to
have on a seatbelt after the
truck pulled into the RV
parks parking lot at the
stop. When asked for his
license, he told Inv. Stephen
Phipps he didn’t have one
on him. After running his
information, it was learned
he had a warrant and was
removed from the vehicle
and cuffed.
During the pat down,
Phipps found a liquid-filled
syringe along with a small
gray baggie of suspected
methamphetamine in his
front left pocket. He was
cited for drug possession
and taken to jail.
Son steals mother's car
A woman told Forsyth
police on Nov. 2 that her
2008 Toyota Highlander
had been stolen by her son.
She told Cpl. Kimberly Bar
nett she had been sitting in
the car with her 19-year-
old son at a friend’s house
on Main Street and they
were about to leave when
he suddenly grabbed her
car keys out of her hand
and took off running.
When she got out of
the car yelling at him to
bring her the keys back, he
jumped into the driver’s
seat and drove off. She
then walked to the police
department to report the
vehicle stolen. Barnett had
dispatch put out a BOLO
on the vehicle to all sur
rounding counties.
Angry customer knocks
door off its hinges
An irate customer
damaged the door to
the Shell station on H.G.
Clarke Parkway on Nov.
5. Cpl. Kimberly Barnett
responded to the call where
the store clerk told her a
man was trying to get fuel
at pump number one but
had a card that kept getting
declined. When the clerk
wouldn’t turn the gas pump
on without payment the
man got mad, went towards
the door on the north side
of the building and struck
it so hard going out that it
broke the mechanism that
held the door on the top of
the frame. He then got into
a silver Toyota and drove
off to the southbound
entrance of 1-75. The man
was described as around 60
years old and weighing 220
pounds. He was wearing a
shirt with pink writing and
sandals. A BOLO was sent
to Monroe County Sheriff’s
deputies, and they checked
the Rumble Road BP in
case he exited there to get
fuel but failed to find the
subject.
Unified Development Ordinance for
Monroe County, Georgia
Monroe County Planning and Zoning
A series of public hearings will be held for a newly
proposed Unified Development Ordinance in Monroe County.
This document can be found on our website www.monroeco-
ga.org, picked up from our office or it can be requested by
email.
The Planning and Zoning Public Hearing will be held
Monday, November 28, 2022, at 5:30 pm.
The Monroe County Board of Commissioners Public
Hearings will be held Tuesday, December 6, 2022, at
6:00pm.
At these public hearings, the following matters will be
discussed: adoption of the Unified Development Ordinance
generally; policies and procedures for conduct of public
hearings; standards for the exercise of the zoning power; the
readoption of official zoning map; the regulation of signs; and
other matters contained within the Unified Development
Ordinance.
Both public hearings will be held at 38 West Main Street,

Scope of Work: The work to be bid consists of the Trade
Contractor furnishing all materials, labor, equipment, tools and
other items that are necessary and required to erect (two) 6”
chain-link fence sections in accordance with fencing specifica
tions. All specifications will be provided at the pre-bid conference.
The successful bidder will be required to provide Monroe County
with a Certificate of Insurance for General Liability and Worker’s
Compensation.

on November 15, 2022 at the Pre-Bid conference located at 279
Hopewell Road, Musella GA31066.

Notice is hereby given that a public hearing
shall be held at the Monroe County Adminis
tration Building on Tuesday, November 15,
2022 at 9:00 a.m. before the Board of Com
missioners of Monroe County, Georgia, to
consider and receive public comment on an
Impact Fee Ordinance to implement impact
fees prepared under the State of Georgia’s
minimum planning standards and proce
dures for local comprehensive planning.
