CITY OF FORSYTH/ZONING
VARIANCE
The Mayor and Council of the City
of Forsyth will consider and the
public may be heard as to an ordi
nance providing for the alteration
and amendment of a Zoning District
and the Zoning Map of the City of
Forsyth by variance, at City Council
Chambers at City
Hall at 23 E. Main
Street in Forsyth at 6:00 PM on the
3rd day of January, 2023, or as soon
thereafter as the matter may be
reached, and the property subject of
the application for a zoning variance
is 0.620 acre (Monroe County Parcel
053 012A) and said property has the
address of 533 Cabiness Road, in
Forsyth.
The request for a variance is to allow
an 8-foot side setback from the east
boundary. The current zoning of the
property is Highway Business, with
a current use as warehouse, and the
proposed use of the property with
the variance will continue as ware
house.
The applicant for the variance is Rick
Cantrell and the record owner of the
property is Fore Properties, LLC.
A copy of the proposed ordinance is
available for inspection in the office
of the Clerk of the City of Forsyth
during regular business hours.
The public hearing will be conducted
in accordance with the procedures
set out in the Zoning Ordinance of
the City of Forsyth and generally
pursuant to Article 31 of the City

too high to do sobriety test

After a BOLO was issued on a red 2010
Honda Civic on Nov. 11, Cpl. Jaleel Brown
spotted the car on 1-75 S
near Cabaniss Road with the
shirtless male driver bouncing
around inside the vehicle. The
Honda was jerking from left
to right while the man was
throwing his hands up in the
air. According to the incident
report, Brown conducted a
stop at Juliette Road and made
a passenger-side approach
on the car with a woman in
the front passenger seat and a
teenage boy in the back.
When Brown asked Joseph Schmidt, 46,
of Gainesville for his license and insur
ance, Schmidt was very theatrical and
couldn’t stop jumping around. When he
asked Brown why he had been pulled over,
the corporal responded it was due to his
“idiotic driving”.
Schmidt said he was taking his son to
Valdosta State University for a college tour.
He was poorly dressed, with no shirt, a
pair of blue khaki shorts, and no under
wear, or shoes. He also wore a blue fanny
pack around his waist. The area around his
eyes was very red, his eyes were glassy, and
his pupils were constricted. His teeth were
black and ground down in the front.
When he was asked to step out of the car,
Brown noticed several sores on his arms,
consistent with needle marks. He told
Schmidt he didn’t need to be
driving due to his “tweaking”
and possible drug use. Schmidt
stated his wife had on a boot
and was unable to drive. He
also said he was hot but does
not use or take anything. He
couldn’t stop moving while
speaking with Brown who told
him to have a seat on the front
bumper of his patrol car.
He then spoke to passenger
Peggy Schmidt and asked her
if she was able to drive. Peggy replied
she just had surgery on her foot. Brown
told her Joseph would not be driving. He
returned to Schmidt and asked him when
the last time was that he had used meth-
amphetamine. He denied the use of any
drugs and said that he was fine.
He agreed to a sobriety test but was un
able to stop moving and failed after step
ping off the line and taking too many steps.
He was cited for failure to maintain lane,
following too closely, and DUI-drugs-re-
fusal. He was taken to the Monroe County
Jail.

Bids must be received by Tuesday, December 20, 2022 at 10:00 A.M. Abso
lutely no bids will be accepted after the aforementioned time and date.
Bids should be clearly marked Roofing, Vinyl Siding, Gutters and Windows.
No faxed bids will be accepted.
Bids should be mailed to Monroe County Board of Commissioners, PO Box
189, Forsyth GA 31029 or hand delivered to Phyllis Durham, Purchasing
Department 38 West Main Street, Ste 2 Forsyth GA31029.
All bids must be accompanied by a Bid Bond in an amount no less than 10%
of the bid, the Successful Bidder will be required to furnish a Performance
Bond and Payment Bond each in the amount of the total bid.
THERE WILL BE A MANDATORY PRE-BID CONFERENCE AT MONROE
COUNTY EMERGENCY SERVICES, 42 TOWALIGA DRIVE, FORSYTH
GA 31029 ON THURSDAY, DECEMBER 01, 2022, AT 10:00 A.M. (FOR
MERLY FALLS VIEW RESTAURANT).
All proposals must be represented at the mandatory pre-bid conference in
order to have their bid accepted.
Scope of Work: Will be provided at the pre-bid conference.
The successful bidder will be required to provide Monroe County with a
Certificate of Insurance for General Liability and Worker's Compensation.
The Trade Contractor shall furnish all labor, materials, equipment, tools and
services as required to
satisfactorily complete all the Mechanical HVAC work that is necessary
according to specifications given at the mandatory pre-bid conference.

free! You must wait the required amount
of time before you begin your project.
Pipeline markers indicate the general area
of the pipeline, but not its exact location
or depth. A pipeline may not always be
marked in all areas, so it is important to
always "Call Before You Dig." If a pipeline
right of way is adjacent to your property,
you have a responsibility to ensure
no new installations of landscaping or
physical structures are placed in the right
of way, which interferes with our ability
to keep the pipeline safe through routine
monitoring and maintenance.

Water heater safety
The U.S. Consumer Product Safety
Commission urges all users to lower their
water heaters to 120 degrees Fahrenheit.
Carbon monoxide
Incomplete combustion of any fuel
produces carbon monoxide. Carbon
monoxide is poisonous and has no odor,
taste or color. Carbon monoxide detectors
are helpful, but they are no substitute
for using equipment safely. This includes
having your appliances inspected once a
year by a certified contractor.

If you smell gas, act fast!
Even though natural gas pipeline incidents are
uncommon, you can help prevent emergencies by
knowing the signs of a potential problem.
LOOK for blowing dirt, discolored vegetation or
continued bubbling of standing water.
LISTEN for a hissing or roaring noise near a natural
gas appliance or line.
SMELL the distinctive, rotten-egg odor associated
with natural gas. Natural gas is colorless and
odorless, so we add a chemical odorant called
mercaptan for easy detection. This odorant has a
distinctive "rotten-egg" type odor. You should act
any time you detect even a small amount of this
odor in the air.
If you suspect a natural gas leak, do the following:
DO NOT try to identify the source or to stop the
leak yourself.
LEAVE the area immediately and move a safe
distance away from the potential leak, while
avoiding any action that may cause sparks.
AVOID using any sources of ignition, such as
cellphones, cigarettes, matches, flashlights,
electronic devices, motorized vehicles, light
switches or landlines, as natural gas can ignite
from a spark or open flame, possibly causing a fire
or explosion. Natural gas is nontoxic, lighter than
air and displaces oxygen. In severe cases, if not
used properly, it can also lead to asphyxiation.
CALL Atlanta Gas Light at 877.427.4321 or 911
once you are out of the area of the suspected leak
and in a safe place. Stay away until Atlanta Gas
Light or emergency personnel indicate it is safe
to return.
Note: Be aware that "odorant fade," while uncommon, can
occur. Odorant fade occurs when a physical or chemical
process causes the level of odorant in the gas to be reduced.
This can happen in both existing gas pipe and new
installations. Be aware that some individuals mav not be
able to detect the smell of the natural gas odorant because
they have a diminished sense of smell because the scent
is being masked by other odors in the area or because the
odorant has diminished so that it is not detectable.
