MP 9th grade
team now 5-2
The Mary Persons 9th Grade Baseball Team travelled to
Monticello on Monday to face Jasper Countys JV team.
The Bulldogs put up a valiant effort in the final innings but
fell short, losing 7-11. Defensive mistakes by MP in the
first and second innings allowed Jasper County to score
8 rims. Jasper only scored 1 run for the remainder of the
game. MP s bats were cold for the first 5 innings, but they
heated up in the 6th and 7th. The young Bulldogs plated 7
rims in the final two innings, but it wasn’t enough to take
the lead. MP’s 8th graders Bradley Hendricks, Hagen Bai
ley and Hess Balltzglier lead the offensive charge for the
Bulldogs with 2 hits each and 5 total RBI between them.
The 9th Grade Team is now 5-2. The team will face off
against Veterans High School’s JV at home on Wednes
day, March 8 and Rutland High School’s JV on the road
Thursday, March 9.

MCMS Bulldogs take
down West Laurens

The MCMS Baseball team is off to an uncharacteristi
cally slow start. The Bulldogs had their first five scheduled
games canceled or rescheduled for various reasons so they
didn’t get a chance to work out the kinks before region
play started.
They did, however, manage to squeeze in a non-region
game with West Laurens. The Bulldogs fell behind 1-0 in
the first but managed to jump to a 3-1 lead in the second
inning. Hits by Jordan Singleton and Madox Burnsed led
the inning. The Bulldogs scored 3 more in the 3rd. The
Bulldogs could not hold the lead though. A West Laurens
rally in the top of the 5th did the Bulldogs in with a 7-6
loss. Bulldog pitchers did manage to strike out 7 Raiders
in 5 innings.
Monroe had its first region game 4 days later at Clifton
Ridge. Monroe jumped out to a 2-0 lead thanks to timely
hitting by Jackson Redus in the second inning. The Cou
gars would answer in the bottom of the inning with 3 runs
of their own. The Cougars would continue to build on
their lead and eventually defeated the Dogs 12-4. Jackson
Redus went 2-4 and both Carson Barnette and Madox
Burnsed reached base in all four at-bats.
On March 2, MCMS hosted Byron in another region
match up. Byron got on the board by plating two in the
first innings. The score remained 2-0 through the 4th
inning when Byron added on another run. The Bulldogs
answered in the bottom half by scoring a run making it
3-1. Byron added one more insurance run in the 6th due
to a Bulldog error. The Dogs tried to make a run in the
bottom half of the inning but Madox Burnsed was thrown
out at home to end the ball game. The Eagles won by a
score of 4-1. The Bulldogs dropped to 0-2 in region play.
“In an effort to enhance the program, a number of 8th
graders are playing up on the 9th grade team. This means
that the middle school team is younger than usual,” said
Coach Michael Smallwood. “We have some good baseball
players but we are a little behind physically and mentally
due to our youth. These kids are still competing which is
the main thing right now. This will be good for the pro
gram in the long run”.

MONROE COUNTY 2022 & 2023 LMIG RESURFACING PROGRAM
MONROE COUNTY, GEORGIA
Sealed Bids for furnishing all materials, labor, tools, equipment, and appurtenances
necessary for the construction of Monroe County 2022 & 2023 LMIG Resurfacing Program
will be received by the Monroe County Board of Commissioners at the office of the County
Manager until 10:00 A.M. local time, on March 10, 2023, and then at said office publicly
opened and read aloud.
The Project consists of Cement Stabilized Reclaimed Base Course, Hot Plant Mix
Asphalt Patching, Double Bituminous Surface Treatment with Fog Seal, Hot Plant Mix
Asphalt Surface Course 9.5 mm, Shoulder Dressing with Grassing, Traffic Stripe, and Traffic
Control in strict conformance to the 2021 Edition of the Standard Specifications of the Geor
gia Department of Transportation. Bituminous Escalations will not apply to this contract.
The Completion Date for this project is October 31, 2023. Liquidated damages will be
assessed as outlined in the GDOT Standard Specifications for each day the work extends
beyond the Completion Date.
The work in the Contract will be awarded on the basis of the total sum bid.
All potential Bidders must be prequalified with the Georgia Department of Transportation.
The Instructions to Bidders, Contract Agreement, Specifications and forms of Bid Bond,
Performance Bond, and Payment Bond and other Contract Documents may be examined
at the office of the Monroe County Manager, Monroe County Board of Commissioners; 38
West Main Street; Forsyth, GA31029.
Bidding and Contract Documents may be obtained at the office of the County Manager
without charge. Street address must be provided to ensure prompt delivery. No partial
sets of bidding documents or electronic files will be issued by the County Manager prior to
the Bid Opening.
Each Bid must be accompanied by a Bid Bond, prepared on the form of Bid Bond
attached to the Contract Documents, duly executed by the Bidder as principal and having as
surety thereon a surety company licensed to do business in the State of Georgia and listed
in the latest issue of U.S. Treasury Circular 570, in the amount of 10 percent of the Bid.
The successful Bidder for this Contract will be required to furnish a satisfactory Perfor
mance Bond and Payment Bond each in the amount of 100 percent of the Bid.
All anticipated easements and rights-of-way are expected to be acquired prior to com
mencement of construction activities.
The Owner reserves the right to reject any or all Bids, to waive informalities, and to
re-advertise.

REQUEST FOR QUALIFICATIONS
GENERAL CONTRACTOR TO MANAGE DESIGN-BUILD PROCESS
FOR MONROE COUNTY RECREATION DEPARTMENT GYMNASIUM
Background
Monroe County is in the process of preparing new construction for A gymnasium at the Monroe County Recreation Department. The
County is seeking a general contractor with broad experience to provide design and construction management for this project that
will utilize funds primarily from 2020 Bonds. All project activities will be coordinated with Ray White, Monroe Building Maintenance
Supervisor, and Landon Sparks, Monroe County Recreation Director, on behalf of the Monroe County Board of Commissioners.

Monroe County Recreation Department Gymnasium
Scope
Monroe County owns and operates the Monroe County Recreation Department consisting of 196 acres located at 100 Dan Pitts
Drive, Forsyth, GA 31029. The initial work documents required of the selected individual or firm will consist of a gymnasium with
two in-door regulation courts, bathrooms/shower facilities, seating, concession facilities; and two fenced out-door regulations
courts. These must be prepared in close communication with Monroe County. The general contractor managing the design-build
process will be responsible for assuming design and construction risk from the owner. Monroe County expects an emphasis on

Design-Build Services
The following must be provided at a minimum:
1. Pre-construction assessment of facility needs, site surveys (as needed), and the community’s project-specific goals.
2. Development of preliminary building drawings into detailed building design and schematics. This process should result in a
guaranteed maximum price for Monroe County, a set project schedule and final contract drawings.
3. The securing of all necessary permits and clearances as applicable to comply with state and federal mandates. Plans and
deign drawings should reflect current design standards.
4. Job site preparations and selection of all appropriate subcontractors and quality vendors of building materials.
5. Complete construction management services including supervision/administration of construction, review, and submission of
payment requests, change orders, and other coordination with the construction team, including all subcontractors.
6. Construction close-out, final inspection, project certification, and coordination with Monroe County to ensure.
Schedule
To be considered, proposals must be received by 11:00 a.m., March 31,2023, at Monroe County Purchasing, Attn: Phyllis Jarrell,
P. O. Box 520, Forsyth, GA 31029, or hand delivered at 38 West Main Street, Suite 2, Forsyth, GA 31029. All proposals must be
sealed and should be clearly labeled. Any proposal received after 11:00 a.m., March 31,2023, or at any location other than Monroe
County Purchasing, Attn. Phyllis Jarrell, 38 West Main Street, Suite 2, Forsyth, GA 31029 will not be considered.
Proposal Contents
Responses are to be returned to Monroe County Purchasing where an initial evaluation of the proposals will be completed. Those
evaluations will be submitted to the Monroe County Board of Commissioners for final selection.
Respondents are requested to include letterhead pages immediately behind the cover letter that briefly, directly, and exactly
answers the following evaluation questions:
1. Your individual or firm’s experience, particularly with projects similar to this one. Please refer to specific pages in the
proposal that answer each category of experience. References must include the names and telephone numbers of local
governments, personnel involved, and a brief description of the projects.
2. Your individual or firm’s prior experience with Monroe County. Please refer to specific pages in the proposal that answer
each category of experience.
3. At a minimum, the individual or firm’s proposal should also provide the following information:
a. A brief history of the individual or firm and principal personnel including resumes of the principals.
b. The length of time the individual or firm has been providing the specific kind of design-build construction delivery
services requested herein.
c. The name(s) and professional experience of the individual or firm's key personnel who will be assigned to this project.
Firm must also state how much direct experience the personnel assigned to this project has had with similar projects.
d. Cost schedules for general services, in addition to cost schedules for additional services.
e. Fees for reimbursable expenses, if applicable.
f. The individual or firm must provide a sample professional services contract.
g. A proposed plan to implement the project.
h. A written release authorizing all investigations necessary.
Selection
Procedures for selection of an individual/firm will be in accordance with the RFQ package and local procurement requirements.
Past performance on other projects may be assessed in terms of timeliness, completing within budget, and other factors.
The successful respondent will be notified by telephone and in writing following approval by the Monroe County Board of Commis
sioners.
