'High' crimes and misdemeanors
Forsyths Highs arrested again, adding to long criminal histories

A 68-year-old Forsyth
man was arrested for the
18th time in 12 years on
May 13, this time for DUI,
open container, hit-and-run
and failure to maintain lane.
According to the incident
report, Jimmy Lee High of
2394 Old Zebulon Road
was taken to the Monroe
County Jail after a BOLO
was issued on High for
driving his red 2009 Chevy
Impala up the wrong side
of the 1-75 S Cabaniss Road
exit ramp.
As Sgt. Thomas Haskins
and Cpl. Larry Sullivan ap
proached the location, other
callers reported that the
Impala was traveling north
on Hwy. 83 in the wrong
lane and running vehicles
off the road. Deputies found
the car wrecked and aban
doned in a ditch near KB
Sutton Elementary School.
Witnesses said High had
left the scene in the back of
another vehicle.
Dispatch then notified
Haskins and Sullivan that
George Chapman called
and said he had taken High
to Buice’s Garage on Hwy.
83.
Deputies went to the ga
rage where High told them
he had wrecked his Impala,
however, he was going “to
the police station” Haskins
could smell alcohol on him,
he was unsteady on his feet
and his eyes were red and
bloodshot.
He admitted to drinking
two or three “Bud Light
beers”. He consented to a
sobriety test but, due to
a hip injury, could only
perform the eye test that
showed clues of intoxica
tion. He gave a high positive
reading for mouth alcohol
on an intoximeter and was
handcuffed.
At the jail he registered
.133 on the breathalyz
er, nearly twice the legal
limit. Three open Bud Light
beers were found in Highs
Impala.
It wasn’t Highs first visit to
the jail. He was arrested on
Dec. 28,2022 after a fight
in the parking lot of the
Royal 7 convenience store
on Cabiness Road. Accord
ing to that report, Forsyth
officer Jeffrey Burris found
High fighting another man
when High wrapped his
arms around his foe and
it appeared he was either
trying to bite or kiss him.
The other man was trying
to push him away.
While trying to separate
them, High resisted and was
handcuffed. After reviewing
store video, both High and
the other man were arrested
for public drunkenness, dis
orderly conduct and three
open cans of Bud Light that
were found in Highs vehi
cle. Both men were highly
intoxicated.
The two most recent
arrests are just the latest in a
long list of interactions with
local law enforcement. High
was arrested for disorderly
conduct 3 times in 2011. In
2012, he had 2 disorderly
conduct charges, along with
driving without a license,
obstruction, failure to
appear and battery. In 2013
he was jailed for disorderly
conduct, two counts of bat
tery, 2 charges of violating
a family violence order,
obstruction, aggravated
stalking and violation of a
habitual violator. High was a
bit calmer in 2014,2015 and
2019 with only one charge
of disorderly conduct in
those years. Then in 2020 he
was jailed for simple battery.
So far this year, he has been
arrested twice.
Meanwhile, another
Forsyth man also named
High is gaining on Jimmy
Lee High in the number of
arrests after being charged
on April 30. Quaderrius
Kevon High, 36, has been
jailed eight times mainly
for disorderly conduct and
property damage since
November 2020. He was
arrested again on April 30
for fighting at Captain D’s
on North Lee Street. Ac
cording to the report, High
was charged with 2 counts
of battery and disorderly
conduct after officer Arthur
Musselman responded to a
fight-in-progress call at the
restaurant. Dispatch told the
officer people were fighting
while others were hiding in
the restrooms.
High had already left
when Musselman arrived,
but witnesses said he was
in the restaurant being loud
and threatening and mak
ing obscene finger gestures
at employees and custom
ers. The stores manager,
Demorio Zellner, stated
that one customer became
so upset by Highs behavior
that she fled the restau
rant without her food or a
refund saying, “She was too
scared of what the suspect
might do” The complainant
stated he approached High
and told him he had to leave
the store and High began
cursing and threatening
him.
A 16-year-old employee,
tried to break up the fight
but High shoved the teen
violently to the floor. He
then pushed the manager
into a corner next to the
service counter and grabbed
him around the neck, giving
him a cut with his finger
nails. The manager declined
EMS and bandaged the
wound himself.
Musselman found High
at the intersection of Lee
Street and Patrol Road in
front of Wendy’s. After his
arrest, High was taken again
to the Monroe County Jail.
A month ago, on April
17, High was arrested after
he damaged a wall in the
Emergency Room of the
Monroe County Hospital
by head butting it, leaving
him bleeding, because
he was unhappy with the
service he was getting.
On Nov. 15, High was
charged with disorderly
conduct and obstruction
after jumping around and
yelling from his front porch
at 156 Willis Circle. He had
to be tased after struggling
with deputies, injuring one
of them.
High was arrested for tres
passing by Forsyth Police
when he refused to leave the
Royal Seven store on March
29,2022. Sgt. David Asbell
pulled his taser and High
shouted, “fffrc that taser!”
before he was taken to jail.
On Jan. 25,2022, High
was charged with disorderly
conduct and possession of
drug-related objects. The re
peat offender also received
a charge of disorderly
conduct on Jan. 9,2022. He
was charged with disorderly
conduct on Dec. 3,2021,
and on Nov. 4,2020, High
was charged with 3 counts
of trespassing and 2 counts
of shoplifting.
“You’ve got to be good
at something,” said Sheriff
Brad Freeman.

She said she hit the woman
back to protect herself and
her unborn baby who is
the child of the woman’s
ex-boyfriend.
After the confrontation,
the woman left, and the
complainant gave her ad
dress to Taylor. Taylor went
to her home on Brandy
wine Road, but the woman
wasn’t there. When he
tried calling her, she never
answered. Taylor took out
a warrant against her for
battery against a pregnant
female.
BOLO driver found
sleeping at rest area
Deputies were on the
lookout for a black GMC
truck reported to be driven
by a possibly impaired
driver driving recklessly on
April 26 and deputies John
Bogdan and Joshua Warren
found the truck parked at
the rest area. The 44-year-
old Jacksonville, Fla. male
driver was sleeping behind
the wheel with the motor
running and was holding
money in his hands as if he
had been counting it before
falling asleep. The driver
woke immediately when
the deputies opened the
doors.
They had him turn off the
vehicle and step out of the
vehicle. His eyes appeared
glassy, his eyelids were
droopy, and he had a slow
and slightly slurred speech.
He agreed to a roadside
sobriety test and displayed
4 of the 6 possible clues of
impairment during the eye
test.
It was clear to the dep
uties that the driver was
under the influence of a
narcotic and obviously
impaired and arrested him
for DUI.
A black pouch with a
spoon that had drug resi
due on it, four hypodermic
needles, cotton swabs, a
small bag with a crystal
lized substance believed to
be methamphetamine, and
a white powdery substance
believed to be fentanyl were
found in the truck. There
was also a pill bottle for
methadone prescribed to
the driver. Inside the pill
bottle, were multiple meth
adone pills and 9 white
rectangular pills and 4 pink
oval pills both identified
as Alprazolam. The man
admitted to taking fentan
yl earlier in the day and
that he was still under its
influence.
Ex-boyfriend found
hiding under house
A Griffin man was found
by a Monroe County depu
ty hiding under a home on
Main Street in Culloden on
April 28. Sgt. Chris Sherrell
and Cpl. John Cochran
responded to a call made
by a distraught woman
who told him her ex-boy
friend was trying to kick in
her door. She said she had a
temporary protection order
against the man.
Cochran soon found
him under the house and
took him into custody. It
was later determined that
the TPO was no longer in
force.
Drunk Forsyth driver
does a U-turn when he
sees roadblock
An intoxicated 53-year-
old Forsyth man driv
ing a 2004 Ford pickup
approached a road safety
check at the intersection of
Juliette Road and Forsyth
Landing Boulevard on
April 28 and did an imme
diate illegal U-turn. Deputy
Justyn Weaver quickly per
formed a stop on the truck
and could smell alcohol on
the driver.
After being ordered to
step out the man explained
that he was coming from
having drinks with his boss
in Macon and admitted to
drinking two beers ap
proximately thirty minutes
before being stopped. He
then changed his story to
consuming three beers,
four beers, and then, finally,
one beer. After agreeing to
and then failing a sobriety
test, he was arrested for
DUI and taken to jail. At
the detention center, he ad
mitted to having five beers.
A cold, open can of Bud
Light can was found in
the man’s truck on the
passenger side floorboard.
There was more beer in a
Styrofoam cup and a case
behind the passenger seat.
Man driving down

between his feet
A Griffin man driving a
1992 Dodge Dakota pickup
truck with a “bong” be
tween his feet was taken to
jail by Sgt. Thomas Haskins
on April 28. Haskins made
a stop on the pickup near
the weigh station on 1-75 S
after running its tags and
learning it had no insur
ance.
While speaking with the
driver, Haskins noticed
the bong and instructed
the 36-year-old man to
step out. After he was
handcuffed, a container
of one gram of suspected
methamphetamine was
found in the center console
of the pickup. The man
admitted to the ownership
of the drug and was taken
to the Monroe County Jail
for possession of meth and
drug-related objects.
Man buys woman gro
ceries, she steals his car
A red 2016 Nissan Altima
4S was reported stolen by a
man on Big Buck Trail on
April 29. The 46-year-old
victim told deputy Justyn
Weaver that he picked up a
woman, bought her some
groceries, and then his
car was gone. He gave the
deputy the woman’s name
and Facebook name.
He said the car was worth
$12,000 and several tools
were inside the car valued
at $2,500. He said there
was also a $400 Xbox One
and the stereo radio system
worth $1,100. A BOLO was
provided to surrounding
agencies.
Man busted for stealing
18 rags fromWalmart
A man was arrested and
charged with shoplifting 18
work rags from Walmart
on May 1. Officer Colt Tay
lor was dispatched to the
store where he was told by
security that a man came
into the store with one bag
and then left with two. He
later returned with both
bags after the complainant
witnessed him put several
rags in a bag.
When asked about the
rags, the suspect told
Taylor he bought them at
a different Walmart and
was returning them. Video
footage revealed the man
stole fifteen yellow and
three green towels, left
the store then returned.
The complainant said that
Walmart wanted the man
prosecuted and banned
from Walmart. He was
issued a criminal trespass
notice, given a copy and
taken to jail.
Atlanta man jailed on
warrants and stolen
debit cards
A 28-year-old Atlanta
man was turned over to the
Monroe County Jail staff on
May 2 after deputies found
him possessing stolen debit
cards during a traffic stop.
Deputies John Bogdan and
Joshua Warren spotted the
man following too closely
in his grey Nissan Alti
ma near the southbound
weigh station on 1-75. At
first contact, the man was
extremely defensive about
the stop. After running his
information, the deputies
were alerted that the driver
had warrants from two
separate agencies for credit
card fraud. The man was
asked to step out and was
handcuffed. In his right
pants pocket, Bogdan
found multiple unopened
Visa Gift cards. He was
placed in the back seat of
the patrol vehicle.
There were also two
stolen two Visa Debit cards
in a blue satchel bag inside
the Nissan. When asked
about the cards, the driver
said they belonged to his
cousin. At the jail, Bogdan
told him if he could pro
vide phone numbers for his
“cousin” then he would be
able to verify his story. The
man replied that his phone
was new, and he would
have to call his girlfriend
for the number. He was
charged with financial card
theft and following too
closely.
