Joseph Wheeler haa mails a report to the war department on the Island of Guam, which U a valuable contribution to th* literature on th* subject of our governing tropical dependencies. The general was ordered lo stop there on his way hack from the Phil ippines and see how Gov. la-ary waa get ting along, and he spent about a week on the Island. He found many lnlefe*tlng things. Like Ireland, Guam has Ito snakes, and the on* it a I tilery there haa been closed by order of Gov. 1/rary.
