<’Hy Attorney 8. B Adams, when spoken
to about the matter, said that he thought
the city has authority to regulate the
river traffic, or tha' at least It should
hive It. 'lhere is no reason why the

Mr. Adams manifested conai lerahle In

looking Into the subject. The result was
to show that wffle the city has control
of vessels and rafts in the river, not on

The section of the charter upon which
the various ordinances applying to ves

river Ravannah between said city and
Tybee and their respective crews." Mr

Coroner Goctte said yesterday thit all
told twenty-one negroes have ihelr
lives by drowning since the beginning of
the terminal work across tho nv*/ Hi
only counts five for the recent drowning,
however, only that number of indies hav-
Irg leen found. These arc all who have
been drowned by the overturning of boats.
The others were drowned by falling from
Ihe wharves or from the bridge above the
city while the work was In progress. <>n**
negro was killed by b* tug < auc.it between
a posher and a car. hut with this excep
tion all the other fatal accidents since
the beginning of the work have been Hue
to drowning.
Coroner Goctte Is of the opinion that Ihe
negroes will learn caution from their re
cent experience* and that they will not
crowd the boats so freely hereafter. They
will also be more on the alert to save
themselves In case of an accident as was
Instance*! in the second boot overturning
last week when all the negroes scrambled
ashore.
Since the completion of the work across
the river there hits leen on Increased
movement of river craft of till kinds and
hence the boat loads of negro workmen
going book and forth arc more exposed to
danger than was the race before the ter
minals were put Into use. It t estimated
that between Mo and 500 negroes make the
trip to the Island dally. Including those
employed by the naval stores and lumber
men. as well s those tn the employ of
the railway and terminal companies.
