The Hoard of Arbitrament met al the war college to-day and considered the re port* of the umpires on last night's man euvers off Newport, and gave out this ufiernoon the following conclusions: Regarding the attach on the ships hv the for* the board m> and that the Inter vals between the ships, represented two others and the board la of the opinion that with the actual ships leading and the Im aginary ship* in the rear the fire from the actual ships would have been so great that |t would have had n serious effect upon the fort, and that the ships would hive supported each other and the forts would not have had so good an opportun ity to concentrate their fire Regarding the result of the attack of the tonedo hosts on the Inside fleet the l.osrd finds that four boats went up the wst passage, the light from Fort Oreble righting three, the Porter.
