I.—While eight In- Itne soldier? from the Philippines, on their way to Washington, were waiting fror a train in the union depot to-day, one of them escaped from the guards and paused consternation* in the crowd for a while. He was finally caught just ns he Was fighting his way toward a barroom. The insane soldier is a private who suf fers from the delusion that he is being starved to death and is said to have eat en up several uniforms in addition to his feather pillow. A bill will be introduced at the next session of the General Assembly by Rep resentative C. C. Mouston of Fulton, to make the kidnaping of a minor in Geor gia capital crime. The Idea grew out of the recent kidnaping of young Edward Cudahy of Omaha, and the seeming inadequacy of the law for the punishment of so outrageous a crime. Mr. Houston says he considers the kidnaper of a child as bad, if not worse, tnan a murderer, and he proposes to urge the adoption of a measure making the penalty death. Thtrten tax collectors and ten tax re ceivers have failed to get their bonds to the Controller General to-day and stand in danger of having new elections order ed for their positions, unless they can show good cause why their bonds have not been forthcoming. The tax collectors are those of Appling, Camden, Columbia, Floyd, Hall, Houston, Liberty, Mclntosh, Oconee, Pickens, Sumter, Epson and Wayne counties, and the re ceivers are those of Camden, Columbia. Crawford, Echols, Floyd, Mitchell, Oco nee, Pickens, Twiggs and Wayne. It is possible some of these may come in on the morning’s mail, showing that the bonds were made prior to Jan. 1, and why they were delayed. Where there has Iwen a total failure to comply with the law, there becomes a vacancy in the office, and the Governor is authorized to order a new election. Gov. Candler is in a qundary as to whom he shall appoint as irustee of Ihe Soldiers’ Home In ihe Firs! congressional district. He received the declination of Gen. W. W. Gordon, to whom he tendered the appointment. Gen. Gordon gave the same reasons for declining ns did Col. J. H. Estill, namely, that the demands of business upon his time would not permit him to perform the duties required. The Governor has the names of several prom inent Savannah veterans under consider ation. but so far has been unable to reach any definite conclusion. He will muke the appointment in a day or two. UNIVERSITY CELF.IIII VTION. Centennial Exercise* to Hr Held on TliurMtlny. Athens, Ga., Jan. I.—The University of Georgia will celebrate the opening of the centennial year on Thursday. At 10 o'clock. Chairman Henry D. McDaniel will call the Board of Trustees to order In the Library building. The board will take up the question of deciding ui>on the character and location of the new build ings which are to be erected on the cam pus with the W 5.00 recently appropriated by the Legislature. These buildings will probably be a large dormitory and a large students' hall nnd quite a lot of re pairs on the other buildings. Thursday there *lll also be n meeting of the Endowment Committee of the Alumni Society, of which Hon. Brantley A. Denmark of Savannah Is chairman. There has already been subscribed to the fund about SIB.COO and by next commence ment it Is expected to carry the aomunt to S4O.CpO. At the meeting Thursday the committee will discuss n number of plans for active work among the alumni of the state. After the business of the board has been transacted that body will ad journ at noon to the chapel to attend the exercises to he held there in celebration of the opening of the University’s cen tennial year. Hon. Clarke Howell of the Board of Trustees. Prof. D. -C. Barrow of the faculty, and Messrs. R. L. Den mark and W. C. Thompson of the law and senior classes will make addresses on that occasion. The Board of Trustees will decide upon the location of the two new buildings, and it will not be long before the work of the contractors will begin. FLORIDA FINANCES. Augusta, Ga., Jan. 1. —At the annual meeting of the police commission to-lay, Mr. Asbury Hull was re-elected chair man. An inspection drill of the entire force was ordered for the eighth instant, prior to the annual election of members of the force. At this drill there will be an individual inspection by the commis sioners, each iKdiceman being required to advance to the front of the line as his name Is called, so that the commissioners can look over and make notes for us* when he comes up for re-election.
