Atlanta, March 16.—Gov. Candler has
appointed a Board of Inquiry consisting
of Judge Advocate General, Col. Geo. M.
Napier of Monroe, MaJ. J. S. Dozier of the
First Cavalry, and Lieut. W. W. Gordon
of the First Cavalry to take testimony
with reference to the conduct of Capt. M.
Ed. Wilson, and Lieut. Barthe.mess, of
the Republican Biues in connection with
the court-martial of Corporal R. S. Har
ris. The board must meet in Savannah
within 10 days, and will make a report to
the Governor.
It is probable that the Military Advisory
Board, which meets at the capitol next
Saturday, wU take up the question of the
disbandment of the Atlanta Zouaves,
whose Captain E. K. Aldred, was recent
ly dismissed by court-martial. Interna,
strife seems to make this course neces
sary, though if it is done the company will
probably be reorganized at once on new
lirtes.
The Gate City Guard of Atlanta has
finally completed the deal for the pur
chase of the Lawshe property on Peach
tree street, opposite the Governor's man
sion for SIB,OOO and will build an armory
there at an early date.
Acting on Instructions from Gov. Can
dler, Adjt. Gen. Robertson to-day Issued
an order directing the military compa
nies of the state to insure their arms,
uniforms and other property, It having
come to light that very few companies
have been in the habit of keeping such
property insured.
NEWTON AT NIT ED BY' FIRES.
Disastrous Conflagration at Baker s
County Sent.
Albany, Ga., March 16.—The town of
Newton, county seat of Baker county, 21
miles out of Albany, was visited by a dis
astrous fire last night, the second within
eight months. The fire was discovered
about midnight in the saloon of John
Futch. It had gained so much headway
when the town was aroused that Its pro
gress could not be checked.
The bui.ding occupied by the Futch bar
was owned by J. L. Barnett. It was
completely destroyed, together with all Its
contents. Neither Barnett or Futch car
ried any Insurance.
The flames spread rapidly from Ihe
Futch bar, and when they subsided the
following other buildings had gone up In
smoke: H. A. Ledbetter's general mer
chandise store, the general store of John
Hall, anew livery stable belonging to
Norris & Bro., and J. L. Barnett, a large
storage barn with valuable contents be
longing to Norris & Bro., a stockade con
taining a thousand bushels of corn and a
thousand busheiß of cottonseed, the prop
erty of R. L. & W. H. Hall, and several
smaller buildings. The total loss Is about
$6,000. Only H. A. Ledbetter and John
Hall were partially Insured.

Movement on Foot to Establish One
Near Atlanta.
Atlanta, March 16.—A movement Is
taSTng definite form to establish near At
lanta a colony to be composed of and
’go verned exclusively by members of the
negro race. The movement was started
by the Benevolent Enterprise of Atlanta,
of which Rev. Edmund B.bbs Is president.
This Is an organization domposed of
about 500 faml ies. and a majority of
these, It Is said, favor the project. In
speaking of the matter the president of
the organization says:
“We desire to establish for ourselves a
colony about seven miles out of the city
on a tract of land large enough to build
a town, have It incorporated and govern
ed by our own people, and then establish
the enterprises for making a livelihood.
We hope to complete the work of organ
ization within seven months.”

Meat. Greenlenf to Take Charge of
Hydrographic Office Here.
Augusta, March 16.—Lieut. Frederick W.
Greenleaf, United States navy, retired,
has received orders from Becretary Long
to report to Savannah for active duty in
the branch hydrographic office, of which
he will assume charge on April 1, reliev
ing the present officer.
Lieut. Green enf will report In Savannah
March 19, to familiarize himself with du
ties of the office before April. Lieut.
Greenleaf was retired sixteen years ago
on account of dlsab.tty from sickness, the
surgeons dec.arlng he cou'.d not live four
months. In a few years he regained his
health, but has not had active service
since except during the Spanish war, when
he was ordered to lake command at Port
Royal.

Government Will Soon Ur Lodging

Atlanta, March 16.—The Atlanta fed
eral prison will be turned over to the
United State# government by Contractor
Griffith on May 1, and It may be that the
building will be occupied by prisoners by
the last of June. The building Is rapidly
nearing completion. The exterior work
has been flnb-hed, the roofing has been
completed, and all that now remains to
be done Is the plastering on the Interior
and the placing of the cells. The prtson
Is perhaps the m- st complete In the coun
try and. although small when compared
to some others owned by the govern
ment. it Is made according to the latest
methods.

Atlanta Whisky and Cold Winds
Finished Him.
Atlanta, March 16.—Landrum Ford, a
farmer from near Lawrencevllle, was
froxen to death in a room at the Morris
wagon yard last night. He had been on
a protracted spree, and last night. In
toxicated with mean liquor, he slipped
Into the room without any one observ
ing him. There he went to sleep, and as
the cold, m and night winds swept over his
body, benumbed by excessive drink, he
passed gradually, unknowingly, from the
sleep of the weary to the sleep of eternity.
The coroner'a verdict was “frogen to
dsath."
