Atlanta, Dec. 7.—The military bill,
prepared by the special commission
appointed by Gov. Candler providing
lor a reorganization of the military
forces of the state, was passed by the
Senate to-day.
The bill was introduced by Senator
Howell. It was ordered immediately
transmitted to the House and will
probably pass that body early next
week. The bill provides for a thorough
reorganization of the military of the
state, and will greatly simplify the sit
uation. The principal change made by
the bill is that the offices of aujutant
general and inspector general are con
solidated and will, if the measure goes
through, be held by one. official. The
commission by which the bill was pre
pared was composed of Col. A. R. Law
ton, retired; Col. Geo. M. Napier, judge
advocate general, and Col. W. E.
Wooten of the Fourth Infantry.
The constitutional amendment bill
was taken from the table to-day on
motion of Senator Bell and made the
continuing special order for Monday.
The Atlanta depot bill was read the
second time and will be voted on Tues
day. It is said there are only three
votes In the Senate against it.
The * greater part of the day was
spent in reading and passing local bills.
The resolution which was recently
drawn up by a committee of prominent
Atlanta citizens, making it the sense
of the General Assembly that the na
tional government should refund pro
rata to the Southern States $105,000,-
000 taken from the people of the South
ern States during the Civil War, was
passed.
The House spent tihe greater part of
the day in passing local bills. The
attendance was small and no general
business was taken up.

the time for election and appointment
of all officers of city of Savannah by
the incoming Council.
By Mr. Miller of Muscogee—to ex
empt students graduating from
incorporated medical colleges from
standing examination before the State
Board of Medical Kxaininers.
By Mr. Underwood of White —To au
thorize the state librarian to purchase
for the use of Justices of the peace
and notaries public of the state copies
of the “Georgia Justice” and to make
an appropriation to pay for same.

By Mr. Bush of Miller —To establish
a dispensary In the town of Colquitt.
By Mr. Sikes of Worth—To establish
a system of public schools in town of
Ashburn, In Worth county.
By Mr. Grantland of tha Twenty
sixth District—To repeal the act mak
ing It unlawful to manufacture liquors
in Spalding county.
By Mr. McLennan of Telfair —To add
the town of Mcßae to the list of towns
in wMch state depositories may be
located.
By Mr. Miller of Muscogee—To au
thorize any city in the state having a
pc llation of 15,000 and upwards to ap
preciate money to maintain a public
library.
By Mr. Yates of Catoosa —To cede to
the United States jurisdiction over cer
tain lands and public road approaches
to the Chickantagua National Park.
By Senator Wilcox of the Fifteenth
District—To add the city of Fitzgerald
to t!je list of cities in which state de
positories may be located.
By Mr. Felder of Bibb—To amend
the charter of the city of Macon "for
the purpose of issuing $364,800 bonds
for exchanging, retiring and cancelling
the present bonded indebtedness of ihe
city.
HAMPTON'S BLOODY CAHEKH.
Condemned Mnrderer Told of Ills
Many Crimes nml Died Game.
Lake City, Fla., Dec. 1— Before leav
ing his cell, Thomas I. Hampton, whose
death on the gallows was announced
in the Morning News to-day, made a
statement of his past life and If it is
true, his career has been a bloody one.
He claims to have been raised in Geor
gia, and said that just as he had
grown to be a man another negro kill
ed a younger brother of his and made
his escape. Upon learning that he
was in Columbia. Hampton left for
that place to kill him. Upon reach
ing Columbia he learned that the negro
had Just left for another part of the
state to work and he went to the
Junction to catch the train. On board
ing the train he found the negro and
Instead of killing him killed the con
ductor and one other man. He made
his escape, and In 1893 came to Fort
White and had only been there a short
time until he killed Calhoun and Beel,
two white men. He again made his
escape and was only caught this year.
He walked to the scaffold with a cigar
in his mouth and not a visible tremor
about him. Just before leaving his
cell he °aid he would die game. Ju”t
as he hid lived, and he did. While
making his statement he went over a
lot of ground and said that he had
many more things charged up to him,
hut as he only had a short time to live
he supposed no one would want to
know.
The crime for which he gave up his
life has si-pady been described in the
Morning News.

Athens. Ga„ Dec. 7.—Denmark and
Candler Halls, the two new buildings
erected on the university campus un
der the appropriation of the Legisla
ture, to be used as a students’ dormi
tory and dining hall, respectively, have
Just been completed, and will be ready
for occupancy on the flrst day of Jan
uary. In chapel this morning Chan
cellor Hill gave the young men a talk
concerning the buildings and the rules
and regulations governing applications
for admission. Already more than 100
upnltcation* have been made.
The buildings are, with the probable
exception of Science Hall, the hand
somest on the campus, and their pla.-e
will All a want long felt.
The performance of the Thalians, the
dramatic club of the university, has
been postponed until Feb. 22.
Chancellor Hill hrs Inaugurated a
very unique custom at the university.

A number of owners of hacks have
organized themselves into a union for
the purpose of suppressing, so far as
the union is concerned, all unlawful
acts on the part of Its drivers, such as
have been reported to have been per
petrated upon persons who have hired
hacks for the purpose of convenience
in conveying them to or from any
point in or out of the city.
The object of the union is to furnish
protection to all persons who may use
the hacks of the union. Any of its
members who shall be guilty of any
offense or violations of the city ordi
nances or the laws of the state while
in lawful pursuit of theip business of
hackmen, or who shall wilfully take
advantage of any passenger in their
care, shall be prosecuted by the tjnlon
to the fullest extent of the law.
The hackmen of this organization
may be known by wearing a hat badge
marked "Hackmen’s Union." All such
hackmen wearing the badge of their
union can be relied upon by the gen
eral public as being honest, reliable
and trustworthy, and will render pro
tection to all of its patrons.
The union has secured the services
of Mr. George W. Owens as its legal
advisor and representative in all mat
ters of law.
