Atlanta, Oct. 6.—While there is less

Woodward as Mayor, there is a dis
position manifest in many quarters to
purih the matter and to see it some
steps cannot be taken to bring out a
strong candidate against him.
Friends of Stbekdell to-day attrib
ute Woodward’s success to John B.
Goodwin, while Goodwin's friends say
Stdckdell did tt. The indications are,
however, that the people will have to
be content with Woodward. Woodward
has the advantage in his favor that
he owes his election to no political
clique or faction and to no corporate
influence. He can, therefore, if he will,
give the city a thoroughly honest and
Impartial administration, and this, In
a card published to-day, he has prom
ised to do.
Lanier Showed He WSirt't DIM.
A Short tinie ago Gov. Terrell ap
p6inted Dannie Lanier of Stiilmore to
a scholarship in the State Medical Col
lege at Augusta. Later he received
a letter from Judge Frank Mitchell of
Swainsboro, stating that Lanier was
dead, and urging that he appoint D.
D. Smith of SWainsboro. The Gov
ernor complied with this request. When
the college opened the other day La
nier appeared and railed for his schol
arship, assuring the faculty that the
report of his death was erroneous.
Gov. Terrell was consulted and gave
Lanier the scholarship, at the same
time stating he would endeavor to pro-

Charles A. Mansion, foreman of the

was indicted by the grand jury of the
United States court to-day on two
charges, counterfeiting and conspiracy
In making plates to print counterfeit
notes.

The Railroad Commission, represent*
ed by Attorney General John O. Hart,
to-day filed in the United States court
a demurrer to the petition of the Cen
tral Trust Company for injunction to
prevent the enforcement of the low
rates promulgated in circulars 301 aiid
302. The demurrer seeks to hold and
show that the plaintiff has no cause
of action. Argument will be had on
this feature of the case before Judge
Newman Saturday morning.
Treasury Has Funds.
A vigorous denial is made by Gov.
Terrell and the state treasury officials
of a publication in this afternoon’s
Journal to the effect that there Is no
money in the treasury. Asa matter
of fact, there is over SIO,OOO In the
treasury for general purposes, and the
state institutions and departments
have deceived all that is coming to
them for the present month.
The reportggrew out of a refusal on
the part of Gov. Terrell to honor the
demands of the Prison Commission for
Its monthly allowance of $8,160, oil the
ground that there was no money in the
treasury belonging to the department.
The Prison Commission can only use
money received from the hire of con*
rlcts, and under the law all that was
received for the last quarter ending
June 30 was distributed among the
counties of the state which don't re
ceive convicts.
Within ten days there will be $82,-
000 more of prison money In the treas
ury. The receipts of the quarter end
ed Sept. 30, and the Prison Commis
sion's allowance will then be paid out
of the fund from which the law re
quires that It shall come.
Pa> by the .Month.
Gov. Terrell has adopted anew
financial method this year, paying each
institution and department on the first
of each month only its pro rata for
that month, instead of paying the full
quarter's allowance in advance. In
other words, he now pays out to these
institutions and departments a total of
$60,000 on the first of the month. In
stead of paying them a total of $160,000
the first or each quarter. Asa. re
sult or the new system the state has
not had to borrow any money this
year for the first time in twenty years,
nnd, besides, the state gets 2 per cent,
interest from the state depositories on
whatever amount may be carried from
month to month.

(lev. Joseph M. Terrell, accompanied
by a party of prominent Georgians, left
at midnight for Bath, Me., where they
will take pnrt in the launching of the
pew battleship Georgia, next Tues
day. The Governor's party Included
Congressman and Mrs. Tate and Miss
Stella Tate, sister of the Congressman.

Atlanta, Oct. 6.—MaJ. A. H. De
vaughn of Augusta has been relieved
from duty on the court-martial which
convenes In Savannah on Monday for
the trial of Capt. R. M. Hitch and
other ofticcrs, because of the fact that
the cotton season is so heavy that tt
was shown it would involve severe
personal losses if Maj. Devaughn was
compelled to serve. The Governor ap
pointed Capt. John D. Twiggs of Com
pany K. Third Infantry, Augusta, in
his place. Col. George M. Napier,
judge advocate general, left the city
to-night for Savannah, where he goes
to get everything in readiness for the
work of the court to begin Mnnday.
W. M. Tooroer of Waycross will be
associated with D. C. Barrow, Jr., of
Savannah for the defense.

light. 245 votes being cast. The
vote on the amendments was; First
amendment. 147 for. 25 agatnst: second,
schools, 55 for, 102, against; third, 109

against.
