TENDERED RECEPTION
To Republican Candidate*, on the
Hew York State Ticket.
New York, Oct. 13. —Many prominent
Republicans were present to-night at
the ratification meeting and reception
tendered by the Union League Club
to Lieut. Gov. Higgins, Republican
candidate for Governor, and to his as
sociates on the state ticket. Secretary
of War Taft was the principal speak
er. Judge Taft devoted a large part
of his address to the Philippine ques
tion, saying:
"What we would like to know from
Judge Parker is whether he thinks the
Filipinos are now ready for self-gov
ernment. There is the same indefinite
ness of statement with respect to what
he expects to do as in regard to so
many other issues which he seems to
meet, but in fact, dismisses with an
ambiguous and non-committal state
ment.
"The Republican party states with
out hesitation that the Filipino peo
ple are not now fitted for self-govern
ment, and that they are not likely to
he fitted for a generation or more.
“The Democratic party is directly
responsible for two years of the war
of the insurrection that was continued
in 1901 and 1902. Their speeches, their
attitude, their obstruction to the gov
ernmental policy encouraged the ex
tremists, encouraged the violent in the
Philippine Islands to believe that with
each succeeding election the Democrats
were to come in. and if they only
maintained their attitude of disturb
ance and lawlessness they would re
ceive the power of governing their fel
low citizens.
"The attitude of Judge Parker and
the attitude of the Democrats who are
behind him with respect to this Phil
ippine question, whether intentional or
not, is exactly in accord with their
previous pernicious policy of stirring
up the Filipino people against the pres
ent government, the success of which
offers the only hope for the islands.’’
CATTLE AND HOGS DYING
IN BERRIEN COUNTY.
Attacked by a Disease Iteseniblina
Hydrophobia.
Tlfton, Ga., Oct. 13. —A strange dis
ease is afflicting the cattle and hogs
around Ailapaha, seventeen miles east
of Ttfton, in Berrien. They are at
tacked very much as if with rabies and
will fight or run at anything In sight.
They foam at the mouth and exhibit
every symptom, apparently, of hy
drophobia.
Citizens of that section wrote Com
missioner O. B. Stevens In regard to
the matter, but he could suggest no
remedy. Apparently the only recourse
is to kill the afflicted animals as soon
as the symptoms appear and this is
being done.
A few weeks ago a dog. apparent
ly mad, bit another dog and it is
thought some hogs in that section.
Whether the present epidemic arises
lrom that cause is unknown.
Attorney tirnernl Moody S|irnk>.
Camden, N. J., Oct. II. —Attorney
General Moody to-night addressed a
mass meeting here. Referring to Dem
ocratic charges that the President, was
overriding the constitution, Mr. Moody
said the Democrat* favor carrying the
constitution everywhere but in the
Southern state*.
COTTON OIL MILL
DESTROYED BY FIRE.
An Estimated Lo of $15,000 at
Jersey, Ga.
Covington, Ga„ Oct. 13.—A conflagra
tion at Jersey, ten miles north of Cov
ington, at 4 o’clock this morning de
stroyed the Jersey Cotton Oil Mill, in
cluding all the mill machinery, 100 tons
of cotton seed, 1,300 cords of wood and
a large quantity of oil. The ginnery
and several tanks of oil were saved.
The origin of the blaze, which was
first seen in the seed room, cannot yet
be accounted for. The loss, which is
partially covered by insurance, is esti
mated at about $15,000.
The mill had been In operation about
two years, during which time it has
been paying handsome dividends to Its
stockholders.
Tifton Disclaims n Lynching.
Tifton, Ga.. Oct. 13.—Some inquiry
was occasioned last night when it be
came known that a telegram had been
sent from Tifton to a Chicago paper,
that a negro had been lynched near
Tifton by a mob composed of members
of his own race. The name of the
sender is a strange one in Tifton and
nothing is known here of such an oc
currence. It probably grew out of
the report from Valdosta that a negro
had been visited by a before day club
of his own lace, growing out of a
church row.
