ments Were Introduced by Alder
man Davant When Hall Street
Was Being Considered Months
Ago, but Wan Tabled.
To make way for vitrified brick
pavements next year, the shell paving
on Henry and Jones streets will prob
ably be condemned by special reso
lution at to-night’s session of Council.
Arrangements have been made to
have the matter put through to-night,
but there Is juat a slight chance of its
not being taken up until later.
A resolution condemning these two
pavements was Introduced by Aider
man Davant several months ago,
when the condemnation of the Hall
street shell pavement was before
Council, but It was laid on the table.
A motion will probably 'be made to
night to take the old resolution up
again for consideration, and if so, it
will be passed at once. It is not the
intention of the aldermen, however, to
have the pavements taken up, .and the
brick laid until next year.
Two Assessment Rolls.
Two assessment rolls for streets re
cently paved by the city will be pre
sented at to-night’s session. The ordi
nances making the assessment rolls of
ficial will probably be read twice, by
special consent, and passed at once.
The assessment roll for the paving
on Hall street from Drayton to Hab
ersham, shows that the entire cost of
the work was $6,107.17. Of this the
Savannah Electric Company pays a
small portion for its tracks on Aber
corn street and the city pays one
third of the balance. This leaves $3,-
915.34 to be paid by the property own
ers.
The second assessment roll Is for the
work on Park avenue from Jefferson
to West Broad. The entire cost of
this work was $3,334.44 and of this the
property owners will pay $2,223.96.
Many Minor Matters.
There are quite a number of minor
matters to be brought before Council,
including the petition of the Savannah
Carnival Company, for relief from
city licenses for the carnival attrac
tions. The city will allow the shows
to be run inside the carnival enclos
ure free bf cost, it is thought.
A petition from the Woledge-Philpot
Company, asking to be relieved from
taxes for the third and last quarter of
this year, as their plant was destroyed
by fire in July, will be read.
E. W. Cubbage and others, who pe
titioned for relief from paying the
entire paving assessment against them
on West Broad street, will not be made
to pay the full amount. These par
ties own a strip of land only three feet
wide along West Broad street, and the
paving assessment amounted to more
than the land is worth. The Finance
Committee will recommend that the
assessment be reduced to $2,177 a front
foot.
The ordinances defining the bounda
ries of Bay street and Oglethorpe ave
nue, extended, will be read for the sec
ond time and passed. These ordi
nances also provide for laying side
walks along the streets.

Not Mnjesty of Law.
"I have heard some critics say: 'Of
course a soldier must do his duty,
whatever it Is. and he must enforce
the laws If ordered to do so, but why
this talk about the "majesty of the
law;” why take human lives to sup
port the dignity of something which
has so often failed to bring Justice?’
“In reply, I say, It Is not to support
the 'dignity of the law,' that mobs
are quelled—lt is a matter of self-pres
ervation, in which every decent citi
zen Is interested.
“We pride ourselves on living in the
'Land of Liberty.’ Liberty does not
mean license to do as each man pleases.
It means a system whereby every man
surrenders certain things, and controls
his Inclinations, In order that society,
as a whole, may benefit.
"Law Is the machinery Instituted to
prevent unscrupulous men from wreck
ing this system. Anything which
strikes at, or defies, the guardians of
law and order, constitutes an attempt
to batter down the wall that protects
everything a man holds dear —his home,
his family, his right to earn an honest
livelihood. It takes wise men many
years to build such an edifice: any
fool or knave, with a flaming torch,
can destroy it.
Lawlessness Svraadlng.
"Lawlessness in this country is
spreading. At first, men disregarded
and violated the laws against fraud
and trickery; then they destroyed
property in defiance of the laws de
signed to protect it; now human life
Is the object of a mob's vengeance.
"This spirit of lawlessness Is not
confined to the South or to the rural
districts; it exists equally in the larg
est and most civilized cities of the
North. It must be mercilessly put
down and be made to cease.
"That a mob should triumph over the
forces of law and order Is absolutely
intolerable. It Is Impossible to sub
mit to. It is anarchy. If mob rule
were to prevail, even temporarily, it
would simply mean that some strong
man would seize control of affairs and
crush out the lawless element, for. as
history shows, people prefer tyranny
to anarchy.
State Troops a Bulwark.
"The Georgia state troops constitute
one of the bulwarks erected by the
citizens of the state as a protection
against civil disorder.
"As one of the officers of the Geor
gia state troops, I have outlined to you
what I believe will be my duty if w
hsve the disagreeable task of enforc
ing order when the civil authorities
are powerless to do so.
"I have hesitated to speak to you
on this subject, and have done so only
with the greatest reluctance. I shall,
perhaps, be subjected to criticism for
making any statement at all. but, aft
er mature reflection, I came to the
conclusion that It was my duty to say
what I have said, and I am willing to
abide by the consequences."

AN APPEAL FOR BETTER
STREET CAR SERVICE.
Editor Morning News: I want to ap
peal to the long-suffering Savannah
public. Why does it stand the
vagaries of the Savannah street rail
way? I have been in many cities, but
only Savannah furnishes the privilege
(0 of waiting a half hour on a street
corner, while the motorman and con
ductor enjoy a breakfast. We spent
one-half hour this morning In wonder
ing when the combination of con
ductors, motormen, freight for Mont
gomery and the Atlantic Coast Line
will at last allow the belated pas
sengers to get into the heart of the
city and take up the threads of work
which might have been done thirty
minutes earlier.
Of course it makes no difference to
tne street railway company, whether
school children are a half hour tardy
or not (even small fry for the kinder
gartens), nor does it make any dif
ference if men get a half hour late
to their business.
One is charged full fare for second
class service, and besides the waste
of time that is always spent almost
sprouting on switches while tardy
cars creep Into view, one is frozen out
on cold, windy days in dirty, noisy,
open cars, and also drowned out In
rainy weather when the apologies for
curtains are put down and the rain
laughs in their tattered faces. We sit
on wet seats—or stand up—and to
quote a gentleman on the car this
morning, we have to allow two hours
extra time to meet an engagement.
How long are we. going to have
strangers come into our city and say—
" This is the worst car line In the
South.”
Even small towns sell tickets at six
for 25 cents and then give good service—
clean cars, that do not shriek and
groan at every foot of ground they
cover and that arrive at certain places
at certain times, and it is only on rare
■occasions that they do not fill
schedule time, not rare occasions
when they do fill schedule time! But
here, men, women and children pay
full fare, and—at least the former—
spend their time in thinking the wild
est Sunday-school words, and with the
intense desire to slay everything in
connected with this transportation
that mockingly calls itself “a first
class car line.”
A Long-suffering Sufferer.
