Atlanta, Oct. 26.—There is a likeli
hood of a big deficit in the state pen
sion fund for 1905, according to a re
port made to Gov. Terrell to-day by
Commissioner of Pensions J. W\ Lind
sey.
This -will be due to two facts. In
the first place there has been an un
usually large number of applications
this year, far more than was expected,
and then the Legislature passed a law
at its last session which requires the
Pension Commissioner to pay the pen
sions of all those veterans who die
after their pensions have accrued. Any
disabled soldier who dies after Oct. 26
and any Indigent soldier or widow who
dies after Jan. 1, whether their pen
sions have been paid at such time or
not, must have their pensions paid to
their heirs, or in case they have none,
the money goes to pay their funeral
expenses.
Out of about 2.000 applications the
Pension Commissioner has approved
this year 1,226, which is 335 more than
were approved last year. There were
approved last year 889 claims, and
there were 819 deaths, giving a net
increase of only TO.
It will appear from the new law that
the death roll will probably be less
this year than last, so far as pension
payments are concerned. The indica
tions are, therefore, that there will be
a net increase of at least 400 pensions
for 1905, and this number may even go
to 600. The promised deficit, there
fore, will be somewhere between $25,-
000 and $35,000, a matter with which the
Legislature will have to deal at its
next session.
The total expenditures for pensions
this year were $862,000, and the Legis
lature gave for 1905 $865,000, the indi
cations being at the time that this
amount would be sufficient.

The delay in issuing the orders car
rying out tha sentence of the court
martial upon Lieut. George A. Mell
and Lieut. Henry L. Griner is due to
a difference of opinion among the state
military authorities as to just how a
public reprimand should be adminis
tered.
Adjt. Gen. Harris takes the view
that the public reprimand should be
administered by the commanding offi
cer of the regiment, acting under spe
cial orders, and before the entire regi
ment. This is the way it was done in
the old days, and this gave it some
what of a spectacular effect. Other
military officers think it should be done
toy the issuance of general orders,
copies of which should be sent to
every military officer and authority
In the state, thus dispensing with the
necessity of calling the recreant offi
cer up before his regiment.
The matter will be decided in the
next day or two and the necessary or
ders issued.
Atluaita to Have a Range.
The Atlanta Rifle Association has
been organized among the military
here, especially those interested in
rifle shooting. Col. A. J. Scott, as
sistant adjutant general, has been
elected president of the association,
end Capt. W. T. B. Wilson of the Gov
ernor’s Horse Guard vice president.

The association purposes to secure
os soon as possible a complete up-to
date rifle range, such as those at Sea
Girt and Fort Riley, and then It will
go to work to bring here the state na
tional and even international contests.
PREPARING FOR VISIT OF
SAVANNAH SHRINERS.
Augnsta's Sand Hills Beiuir Heated
for Weary Pilgrims.
Augusta, Oct. 26.—The Augusta Mys
tic Shriners are preparing on an elab
orate scale for the coming of their Sa
vannah brethren next month. Several
local pilgrims are to be escorted across
the burning sands, and already the sun
of the temple is scorching the dust for
the weary feet.
The degree work will be done by the
Nobles from Savannah, who are ex
pected to bring up a carload of para
phernalia. Augusta will furnish the
pilgrims. Col. R. W. Brown will head
a delegation of Shriners from Colum
bia, and others are expected from Mil
ledgevllle, Macon, Waynesboro, Wash
ington, Aiken and other adjacent
towns, as there is a reduced rate on
all roads owing to the carnival in Au
gusta that week.
There will be a parade in the fore
noon: the secret work will be had in
the afternoon, there being about twen
ty candidates, and at night there will
be a banquet at which prominent Ma
sons will respond to toasts.
Lyon* Kem.
Lyons, Ga., Oct. 26.—The weather has
been very dry In this section for some
time and the cotton crop is about
gathered. It has been a good year for
farmers. The dry weather has enabled
them also to save a large crop of hay
and with the advantage of a cotton
warehouse at this place, if they see
fit, they can hold their cotton for still
higher prices.
Lyons is still on a boom. One brick
house after another is going up on
the front streets, and wooden houses
are going up all over the town. Ev
erything is plentiful except labor.
The Lyons High School has on its
roll 12R pupils.
The Garbutt and Donvan road has
built into town and will soon be do
ing a lively business.
The Lyons Trading Company claims
to be doing a business of S6OO a day.
