Washington, Oct. 31.—“ Judge Parker
has alt of the Republican leaders busy
■with their explanation," remarked a
conservative Republican to-day, while
discussing the sudden enthusiasm and
hopefulness of the Democrats In New
England and the Middle West.
President Roosevelt and his man
agers are disappointed and seriously
troubled by the actual conditions in
New York, Indiana and West Virginia,
as disclosed by the New York Herald's
poll published yesterday, and storm
signals have been sounded at Repub
lican headquarters in New York.
There was a genuine scare in admin
istration circles here to-day over the
unexpected change in the situation
during the past few days, and soouts
and couriers, who have been in the
field in West Virginia and Indiana
during the past two weeks, who came
into camp with extravagant predic
tions of Republican victory, have been
sent back to take another look over
the field.
Marked Change tm Outlook.
An administration organ, the Wash
ington Star, received this dispatch to- '
day from a staff correspondent in New
York: “Democrats hopeful, marked
change in the political outlook in
New York due to newspaper polls.”
This is to be a Democratic week in
the oampaign. The political pendulum
is likely to swing far over toward the
Democratic side within the next four
days. Whether it will swing far
enough to indicate Democratic nation
al victory is a question to which
Democratic managers are not ready to
give positive affirmation and to which
the Republican managers enter a stout
negative.
There has been an undeniable in
crease in Democratic hope among the
rank and file, there was a state of joy
almost hysterical. That condition
W'as traced to the newspaper polls
made by the Brooklyn Eagle and the
New York Herald.
A close friend of the administration,
who sa<w the President to-day, in
discussing the Democratic buoyancy
with me said: "We cannot derive much
comfort from the Herald’s poll. It ap
pears that in many instances the con
ditions were less favorable than the
poll Indicates. Subsequent develop
ments have demonstrated that the sit
uation in New York ts far more dis
couraging in New York than is re
vcaled by the poll. The same trouble
exists in Indiana and West Virginia.

Root and some Grand Army veterans
will be the prominent speakers. The
Democrats will hold eleven large meet
ings which will be addressed by such
men as Raynor, Cunneen, Hoke Smith,
Shiveley of Indiana, Burton Harrison,
Edward M. Shepard, Charles Francis
Adams, Jerome, Towne, Herrick, and
the Tammany candidates for Congress.
“There was a busy day at the state
headquarters of both parties. At
Democratic headquarters it was
‘dough day' for the up-state lieuten
ants. They came down in numbers
to get their last installments of
election day money, and went away
with their faces wearing broad smiles.
Mr. Cord Meyer, the Democratic state
chairman, was in high feather to-day.
and his predictions of victory were as
free as water."
Political sentiment is undeniably
fickle. Democrats who were suffer
ing from depression at the prospects
of a Republican walkover, are to-day
filled with high hopes of victory.
Republicans are correspondingly de
pressed, and many persons who have
wagered money on Republican suc
cess are hedging, hut as the New York
Herald says: “The people must de
cide.”
CASES WERE DISMISSED.
Palstks Merchants’ Contention Was
Not Sustained.
Washington, Oct. 31.—The Supreme
Court of the United States to-day dis
missed the cases of the Interstate Com
merce Commission vs. the Nashville,
Chattanooga and St. Louis Railway
Company, and the Interstate Com
merce Commission vs. the Southern
Railway Company.
The complaint in the first case was
that under the rate schedule of the
railroad oompany, merchants in Pa
latka, Fla., can receive goods from St.
Louis and from Tennessee points and
reshlp them to, and sell them in
Hampton, in the same state, as cheap
ly as the Hampton merchants them
selves.
The Southern case Involved a-charge
of disparity in freight rates at Dan
ville and Lynchburg, Va. The dis
missal in both cases was made upon
stipulation of counsel.
Amoy Consulate Burned.
Washington, Oot. 31.—The State De
partment to-day received a cablegram
from Amoy, China, announcing the
destruction of the American consulate
there, together with valuable papers.
The message came from Consul John
H. Fesler, at Amoy, and reads as fol
lows:
“Consulate burned, with most of the
records.”
