STORY IS ALARMED.
Hays (ha Country Has no Good Tor
pedo System.
Washington, Nov. 30.—Brig. Gen.
Story, chief of artillery, in his annual
report to Gen. Chaffee, dwells on what
he regards as the most urgent de
mands of the coast defenses.
“To secure at the present time,’’ he
continues, “the greatest measure of na
tional safety at the last cost, the en
tire torpedo defense of our harbors
should at once be made complete;”
and, he adds; “If we were suddenly
confronted by war no amount of money
could procure submarine mines in time
to be of service for our harbor de
fense."
The report further says that with
complete material for torpedo defense,
it is practically valueless without a
trained personnel carefully instructed
how to operate it, and that to-day we
are substantially without a force. Only
400 men can be assigned, he says, for
a service requiring about 5,000.
Gen. Story says there has been de
veloped in our coast artillery a system
of fire action, which, as far as he can
ascertain, is not equaled in the world,
but its accomplishment, he says, de
pends upon a standard equipment,
which is not completely installed in
any of our haibors.
“The poor showing made by the Rus
sian coast artillery at Port Arthur
against the Japanese fleet has caused
surprise," the report recites, “but the
explanation is that the artillery there,
when the ranges are 10,000 to 12,000
metres, does not shoot at all or shoots
without results.” The report adds:
“It would be impossible, if we have
our position finding equipment com
pletely installed, for hostile ’vessels to
remain 10,000 or 12,000 metres from our
batteries of 12-inch guns or mortars
for two or three hours and not be de
stroyed. I regret, however, to have to
say that even at this day most of our
fortified hai bors are not better supplied
with a position finding equipment than
apparently is Port Arthur. * *
"If war were to break out we would
not have the trained forces required to
serve our guns effectively. However,
good our guns are,' yet one-half of
them would not be of much more use
than so many tons of inert metal.*’

Negro W Sentenced In Macon for
Five Yearn,
Macon, Nov. 30. — For burglarizing
the house of Amelia Camael, a Syrian
woman, Lindsay Williams, a negro,
was sentenced to the penitentiary for
five years by Judge Felton this after
noon.
Several months ago the woman found
the negro ransacking her trunk. She
seized the negro, and in the struggle
that followed her assailant dropped
part of the money he had stolen from
her. Later, while peddling her wares,
she met the negro, recognized him,
promptly pounced upon him and bore
him to the ground. Assisted by the
police, she then had the negro arrest
tr'ed the Recorder’s Court and
held for trial in the Superior Court
"hew he was to-day found guilty on
the charges of burglary.

Gordon of Savannah visited the
Statesboro Volunteers last night in a
social way, that evening being their
regular time for transacting business,
and according to his own words in a
talk that lasted more than thirty
minutes, was agreeably surprised to
find so much interest stili manifested
In the military company at Statesboro.
The matter of arranging for a cap
tain was the only business of impor
tance brought up during the evening,
and Col. Gordon made a few sugges
tions that seemed to help the company
to dispose of this matter. They are to
have someone succeed C. E. Cone at
once.
Col. Gordon is popular with the peo
ple of Statesboro, as well as the mil
itary company.

the history of the state.
Pasture lands that have been in
grass for twenty years will have to
be re-sown, even the roots being parch
ed. Creeks, ponds and wells are dry
ing up and stock is cut down to one
drink of water in twenty-four hours
In many sections. Railroads and farm
ers are buying water at city water
works and hauling it miles.
The Lexington reservoir is practically
inexhaustible and affords th* only hope
about Lexington. The big Blue Oraaa
stock farms are In dire straits. Wheat
is ruined In some places.

ARBOR DAY AT GUYTON.
Sooth Atlantic Institute Classes
Will Plant Trees.
Guyton, Ga., Nov. 30.—The South
Atlantic Institute will observe Arbor
Day. Each class will plant a tree and
an interesting programme of recita
tions and songs will be rendered.
Speeches will be delivered by the
Mayor S. H. Morgan, the president of
the board of trustees, J. T. Wells, Mr.
Shearouse, Mr. Richter, Mr. Sheppard
and others, and the day will be given
over to a jollification of the school.
The institute is in a prosperous con
dition and it Is believed that 200 pu
rils will be enrolled next term. The
college building will be modernized at
the close of the term. A larJe audi
torium will be built, and several reci
tation rooms will be added. It is the
aim of the trustees to establish this
as one of the accredited schools of the
state university. This will enable
young men and young women graduat
ing here to enter the university or
Lucy Cobb upon certificates of stand
ing issued here. At present only two
schools in this section of Georgia are
accredited schools.

by an affidavit made by the property

than its actual market value.
