This I* t< Enable a Commlialon to I'axa Upon the Question of Ilia Sanity—Physicians Will Pass Upon the Case—lf Insane Bone Will Not' lie Hanged, But Will Be Sent to the Asylum. Atlanta, Dec. 17.—Gov. Terrell to day respited Jack Bone of Rome, sen tenced to be hanged Monday for the murder of Zach Hall, until Jan. 13, for the purpose of giving time for inquiry to be made into the question of his sanity. Several affidavits were presented to the Governor from reputable people, going to show that Bone is mentally unbalanced. The Governor will, there fore, in accordance with the act of 1903, appoint a commission of physi cians to inquire into Bone’s mental condition. If this commission reports that he is sane he will be hanged with out further proceedings; if insane, he will be sent to the asylum until he recovers, when the sentence of the court may be executed. This is the third case which the Gov ernor has acted on under the law of 1903, which does not permit a person convicted of a capital crime to appeal to the courts after conviction on the ground of insanity. JjUH.tcOO From Fertiliser Fees. Commissioner of Agriculture O. B. Stevens has paid into the treasury $61,- 000 from fertilizer inspection fees for the year 1904, the last payment of $lO,- 000 having been made yesterday. This means the inspection of 610,000 tons of fertilizers, all of which has been sold in Georgia during the year, an increase of nearly 200,000 tons over last year. The oil inspection fees turned into the treasury will amount to an additional SIO,OOO from the same department. Mr*. Goliay Was la Jacksonville. A postal card received to-day from Mrs. Mary Gobay of 305 Crew street, who mysteriously left her husband and six children last Monday, Indicates that she was in Jacksonville, Fla., at the time the postal was written. The postal simply said, "Am in Jackson ville, but will go on to Cuba. How are the children?’’ Mrs. Gobay’s actions are wholly in volved in mystery. An effort will be made to have her detained. Makes Them Superstitions. The negroes of Atlanta are in a stew over the disappearance of an old negro named Bill Render, 60 years old. Render was last seen going into the Atlanta Medical College, and has not since been located. Superstitious ne groes are avoiding the college, though it Is located near one of their set tlements. Asa matter of fact, It is stated, Render went to the college to be treated for some ailment, accom panied by another negro. He went out another door from that by which he entered and his companion missed him. He is a simple-minded negro and is supposed to be wandering some where around the city. To Increase Its Capital. Secretary of State Phil Cook to-day granted an amendment to the charter of the Sea Island Bank of Statesboro, permitting it to Increase Its capital stock from $25,000 to $50,000. FAVORS ARBITRATION. Jacksonville Board of Trade Adopt ed Resolution*. Jacksonville, Fla., Dec. 17.—The Jacksonville Board of Trade, an organ ization of 400 leading business men, to-day adopted the following resolu tion and forwarded the same to Sec retary of State John Hay: "Resolved, by the Board of Trade of Jacksonville, Fla., that we favor every step taken by the government of the United States toward the at tainment of peaeful settlements of all international questions that may arise between this and other nations, and especially do we respectfully urge our senators to favor all treaties coming before them having this end In view.” A resolution was also adopted peti tioning the Secretary of State to “use your great diplomatic inAuence to in duce Great Britain to withdraw from China the opium treaty characterized as the enemy of the honest trade of every nation, since it destroys the buy ing power of China In all the markets of the world by Impoverishing millions of people.” Urookß Doing Well. Raleigh, N. C., Dec. 17.—H. Mortimer Brooks, of New York, who was ac cidentally wounded on a hunting ex pedition ndar Pittsboro, this state, re cently, has so far recovered from his injury as to be able to sit up.
